SUBJECT: Enclosed information for the upcoming Park Board
meeting and staff report.
Enclosed you should find the following items:
1. May 10, 1994 Edina Park Board agenda.

STAFF REPORT
The following is the monthly staff report concerning each item
on the agenda with the exception of approval of the iinutes and
other.
"Otherw is listed on the agenda in case last minute items come
up between now and the Park Board meeting, plus, cover any
other concerns of Park Board members and/or attendees.
As you will notice, there is no report on playground equipment
needs on the agenda simply because there is a lot of
information that still needs to be gathered to make a complete
report. We plan to have it on the June agenda. As always,
feel free to bring up any questions or comments under the
agenda item listed as wOther_ w
THE RAGERS ASSOCIATION R7OUEST by Dawn Kerrison
Dawn Kerrison will be at the May 10 Park Board meeting to
discuss the RAGERS Association proposal. At the April 12 Park
Board meeting, Dawn Kerrisson asked for the Park Board's
support in concept to pursue formation of a "RAGERS Association
Board." Mrs. Kerrison has prepared a thorough packet of
information as requested for the Park Board to consider.
It is staff's recommendation that the Edina Park
Board approve Mrs. Kerrison's proposal with the premise that
any financial support from the City of Edina come from
contingencies this year and that future financial support from
the City of Edina not affect existing programs.

OUTDOOR SKATING RINK RECOM UMDATION
At the March 8, 1994, Edina Park Board meeting, the staff
recommended that the Park Board consider closing four outdoor
skating rinks for the 1994-95 season. At this time, the staff
would like to recommend that the Park Board consider closing
only two outdoor skating rinks for the 1994-95 skating season
and evaluate the participation for one more season before
closing more than two.
The enclosed hockey rink reservations statistics shows that the
Edina Hockey Association used only 14% of all available outdoor
ice for practices and games during the 1993-94 season.
Therefore, closing two or three outdoor rinks would not greatly
affect the Edina Hockey Association's demand. The EHA is
committed to utilizing more outdoor ice times for the 1994-95
season, however, they agree that seven outdoor hockey rinks
would adequately meet their demands.
Also enclosed are the results of a survey of surround
communities outdoor hockey rinks. The results suggest that
City of Edina provides more hockey rinks per capita than most
surrounding communities.
Therefore, staff recommends that the Park Board recommend
closing the following two outdoor skating rinks for the 1994-95
outdoor skating season:
1. Walnut Rink Parr
2. Strachauer Park
This would leave ten outdoor skating rinks open, nine of which
will have hockey rinks:
Northeast Southeast Northwest Southwest
Arden Centennial Lakes Highlands Creek Valley
Pamela Cornelia Countryside Normandale
Weber Lewis
The reasoning behind choosing Walnut Ridge and Strachauer rinks
is based on attendance figures and the fact that Walnut Ridge
currently has no permanent rest room facilities.
At this time, it is also the staff's recommendation that York
Park skating area be maintained next season simply because of
the minor amount of labor and expense involved to build and
maintain such a small unsupervised outdoor skating area, plus
that fact that this small rink seems to get a lot of usage.
However, if several other requests are received throughout the
City to maintain skating areas, such as McGuire and Todd, it
would then be staff's recommendation to eliminate all
unsupervised outdoor skating areas.

Dear Mr. Jenkins and members of the Edina Park Board:
Please accept this letter as a request for the Edina Park Board
to recommend that "THE RAGERS" be recognized as a bonafide
incorporated association under the guidance of the Edina Park and
Recreation Department. In other words, I ask that the City of
Edina provide services and support that are somewhat similar to
that which is currently provided to Edina's youth athletic
associations.
To best explain the concept of "THE RAGERS," I ask that you refer
to the mission, goals and objectives that are listed on the
enclosed information. "THE RAGERS" is the name that has been
associated with several teen dances that were offered in the year
1993. I anticipate that we will be offering seven or eight teen
dances in 1994.
The services that "THE RAGERS" organization is requesting from
the City of Edina are as follows:
EDINA POLICE DEPARTMENT
1. The Edina Police Department will provide, at the City's
expense, 2 Police Officers at each special event
(approximately 3 1/2 hours per event) and be equipped with a
breathalyzer. This will cost approximately $245.00 per
event.
2. If the Edina Police Reserves are willing to volunteer, they
will help train and manage bouncers for each event.
EDINA PARK AND RECREATION DEPARTMENT
1. The Edina Park and Recreation Department provide a
professional staff advisor to assist the RAGERS board.
2. The Edina Park and Recreation Department will provide
clerical services that is consistent with existing clerical
assistance policies.
3. Depending upon cost, the Park Maintenance Department will
provide maintenance assistance when available and needed,
such as, sweeping floors and making minor facility repairs.

CITY OF EDINA
1. The City of Edina will help the RAGERS Association secure
affordable independent insurance coverage for each special
event.
2. The City of Edina will sell the RAGERS kegs of root beer
(via the Edina Liquor Stores) at the City's cost.
With the Edina Park Board's recommendation and the Edina City
Council's approval, we will pursue the necessary steps to become
an independently incorporated association under Minnesota State
Law. We also intend to acquire a sales tax exempt status.

COURSE GRAND OPENING
This is an informational item only. Please mark your calendar
for Thursday, May 26, 1994, for the grand opening of Normandale
Golf Course. There will be a luncheon served at noon and a
nine -hole golf tournament that begins at 1:00 pm. Every Park
Board member will be receiving a formal invitation prior to the
event.
ARBOR DAY PROJECT
This is an informational item only and is not on the agenda.
On Friday, April 22, 1994, The Cornelia School Park
neighborhood committee organized and planted 60 trees
throughout Cornelia School Park. This was the fourth and final
year of this reforestation project that has resulted in over
400 trees planted in the park by volunteers.
1994 RECONKENDED CAPITAL PLAN
This is an information item only and is not on the agenda. A
question concerning the capital plan was brought up at the
April Park Board meeting, therefore, a copy of the 1994 plan is
enclosed for you review.

OTHER FACTS:
1. The total number of available hours per rink per year is 355
hours (includes weekends).
2. The total number of available hours per rink per year
(Mon -Fri only) is 150 hours.
3. The total number of available hours for all the rinks for the
entire year (including weekends) is 3,500 hours.
4. The total number of all reserved hours in 1993-94 is 483,
which is only 14% of all available hours.
5. In 1993-94, there were 10 outdoor hockey rinks maintained and
each rink had 3 hours of available ice per weekday evening
(6pm-9pm) and 12 hours available on Saturdays (9am-9pm) and.8
hours available on Sundays (lpm-9pm).
6. Due to poor ice or weather conditions, not all reserved ice
was actually used.
7. The total number of ice hours reserved for the entire season
for just Monday -Friday (443 hours) is only 29.5% of the total
number of available hours.

Discussion
The Edina Park and Recreation Department is again working in cooperation with the
Cornelia Elementary School staff and the neighborhood organization, headed by Mike Julius,
to complete the reforestation of Cornelia School Park. Mike Julius and the Cornelia
Elementary neighborhood committee will be planting 60 trees, mostly maples and oaks, on
Friday, April 22, 1994. This will serve as the Edina Park and Recreation Department's
Arbor Day Project.
The Cornelia Elementary neighborhood group has worked closely with the Edina Park and
Recreation Department and Larry Fuglesten, Principal of Cornelia Elementary School, over
the past three years to successfully plant over 250 trees in Cornelia Park. The neighborhood
group raised the funds to purchase the trees and has organized over 200 volunteers to help
plant and water each tree. The Edina Park and Recreation Department augers the holes
and provides black dirt and wood chips for the project.
This has been a very successful collaborative effort that has united the neighborhood
community. As a side note, there has been a noticeable reduction in the amount of park
property vandalism in that area since the inception of this important community project. As
a result, the young volunteers appear to be taking on a sense of ownership and value in the
Cornelia Park property.
