FROM: John Keprios, Director, SUBJECT: Staff report for upcoming Park Board meeting. Enclosed you should find the following item: 1. November 8, 1994, Park Board Agenda. 2. Proposed 1995 Fees and Charges. STAFF REPORT The following is the monthly staff report concerning each item on the agenda with the exception of approval of the minutes and other. "Other" is listed on the agenda in case last minute items come up between now and the Park Board meeting, plus, cover any other concerns of Park Board members and/or attendees. BRAEMAR TENNIS COURTS On July 5, 1994, the Edina City Council approved the Edina Park Board's recommendation to remove the Braemar tennis courts. Soon after that decision, the residents who live close to the courts communicated to the City Council by means of petitions, letters and attendance at the following City Council meeting on July 18, 1994. At the July 18, 1994, City Council meeting, the Edina City council upheld its earlier decision that supported the Park Board's recommendation to remove the Braemar tennis courts. A number of letters, recommendations and petitions concerning the Braemar tennis court issue are enclosed for your review. Mr. Richard Coonrod, Edina resident, would like to make a proposal to the Edina Park Board concerning the possibility of maintaining the Braemar tennis courts. At the time of this staff report, Mr. Coonrod did not have a specific proposal and therefore I do not have a staff recommendation. As directed by the City Manager, Mr. Ken Rosland, I ask that the Edina Park Board hear Mr. Coonrod's proposal and then make a decision based on the facts and merits of his proposal. FEES AND CHARGES As you will notice on the enclosed fees and charges proposal, there are areas that staff is recommending an increase in fees, some areas are being proposed to remain the same as charged in 1994. -2 - Staff is also recommending two new charges: 1. $6.00 per participant outdoor hockey rink use fee for all Edina Hockey Association registrants. 2. $1.00 per participant Park and Recreation administrative fee for every registrant in an Edina youth athletic association program. The outdoor hockey rink use fee is recommended to be consistent with the existing field use fee and the bandy team fee. The outdoor hockey rink use fee will help cover a small percentage of the maintenance costs associated with outdoor rink maintenance. This coming season, the Edina Hockey Association will be playing Mite level games on the youtdoor rinks. Services include, but are not limited to, photocopying, typing, mailings, registration, advertising, scheduling and advisory assistance. It is staff's recommendation that the Edina Park Board propose to the Edina City Council to adopt the fees and charges schedule as presented.
