R E: Gym Availability During Construction
January -May, 1993 All gyms will be available for use except one gym at
Valley View Middle School.
May -August, 1993 Edina High School, Valley View Middle School
South View Middle School, and Concord Elementary
will all be totally closed for construction.
September -December, 1993 While the secondary facilities will still be under construction as
well as Concord, we do not anticipate any significant closures.
January -December, 1994 All elementary buildings except for Concord will be under
construction. We can anticipate that these gyms will be closed
during the summer months.
Our schedule for January -August 1993 is unlikely to change. The building team has not adopted an
elementary construction schedule as of this date (probably not until summer, 1993). While I can not write
the rest of the schedule in stone, it is in our best interest to keep the gyms open as much as possible.

YMCA field rental for use of the Yorktown Park ball field.
The YMCA again is requesting to use.the Yorktown Park ball field for two of
their recreational programs:

Thursdays 5:00 p.m. -8:30 p.m.
Saturdays 9:00 a.m.-3:00 p.m.

Each program registers roughly 400 children, boys and girls grades K-6, and
both have the same registration fee, which is $25 for YMCA members and $45
for non-members. The ratio of members vs. non-members registered in both
programs is roughly the same; 75% non-members and 25% members.
In the past, we have charged a field rental fee of $500 per program, which
equates to $1.25 per child. The YMCA has always done their own field
maintenance, which means they have always done their own striping and
chalking for their Batters Up and Outdoor Soccer programs. The Edina Park
Maintenance Department has always done all the routine maintenance of the
field, such as grass cutting, fertilizing, weed killing and infield
agri-lime maintenance (leveling and dragging), however, we have never
dragged the field for their Batters Up program.
To determine what is a fair and reasonable field rental fee, I believe that
we need to consider mutual benefits as well as the service provided. I
have to agree with the YMCA that the park users benefit from the use of the
YMCA parking lot as well as the YMCA's restroom facilities. On the other
hand, I am sure that there are several YMCA members that use the City owned
parking lot next to the tennis courts. How much is the parking and
restroom benefits for our programs at Yorktown Park worth? That is a
difficult question to answer, however, there is definitely some value to
the park users.
I believe it is important to maintain a healthy working relationship with
the YMCA. The YMCA staff has already told us that if they are charged
$6.00 per participant, they will find alternate facilities. I would not
recommend that the YMCA be charged the $6.00 per participant if we do not
provide any field maintenance beyond the routine grass care.
Therefore, I would recommend that we charge the YMCA $600 per activity,
which is 10% more that previous years and is the same percentage increase
that is being placed on Edina residents who participate in our organized
athletic programs.
OPEN LETTER TO ALL PARTIES INTERESTED
IN WALNUT RIDGE PARK
Recently, we have noticed, along with several of our fellow
Parkwood Knolls residents, that the ice conditions on the hockey
and skating rinks in Walnut Ridge Park are of significantly poorer
quality than recent years. As inhabitants of the house closest to
a hockey rink in Edina and observers of ice maintenance for 12
winter seasons, we can only attribute this deterioration in ice
conditions to a change in flooding procedure used by the Edina Park
and Recreation staff. Previously, the City workers have resurfaced
the ice by flooding the rinks with water from the park fire
hydrant. This year, a large water tank truck has been driven on
the ice to flood the rinks. In that this is the only apparent
change in maintenance procedure, it seems that the poorer ice
conditions are due to this change. The absence of complaints
concerning ice quality in previous years supports this theory.
It is regrettable that the Park and Recreation staff has
attributed the deterioration of ice conditions to our repeated
request that rink maintenance be performed at a reasonable time of
day. During the past 12 years, the Park and Recreation staff has
prepared and resurfaced the ice as early as 3:30 am and, in recent
years as late as 9:00 or 10:00 am. The resurfacing procedure takes
30 - 45 minutes and the equipment used is akin to a backhoe and
very noisy. Until recently, the maintenance required turning on
the rink lights. We have been pleased that our request that the
resurfacing be done after 7:00 am has been generally respected
during the past three years although this year the equipment has
been operation as early as 6:30 am. This particular resurfacing
was done on the Christmas weekend.
We welcome this discussion at the Park and Recreation meeting
in an effort to resolve the concerns regarding the maintenance of
the Walnut Ridge Park. Fellow residents have called attention to
the poor quality of the park's walking path and neglect of the
baseball diamond as other areas for concern. As parents of an 8
year boy who enjoys skating and playing hockey in the park, we are
eager to see the Walnut Ridge rink maintained in the same high
quality manner as we have experienced in the past few years. We
also feel it is not unreasonable to ask the city employees to make
an effort to work with Edina residents and taxpayers to achieve
solutions to these issues.
