MEMORANDUM

SUBJECT: Senior Center Driving Program
As of January 5, 1993 the senior program has three volunteer drivers that work one day per
week. Their duties include taking a morning group grocery shopping, driving a noon group
to the Edina Senior Luncheon program, and taking a group shopping in the afternoon. The
remaining two days are filled by a temporary volunteer and a full time city employee, during
these times only a lunch run is driven.
My concerns are as follows:
after advertising extensively in our newsletter and the Sun paper we have been
unable to fill the two temporary spots. There is also the possibility that a
current permanent driver may decide to retire.
having no one to replace current permanent drivers during prime vacation time in
February and March.
I believe the transportation program is a well used and vital link for our seniors
independence. Studies show that transportation is one of the greatest needs for Seniors in
Edina. I would recommend the service continue. If you have any ideas on how to obtain
drivers or improve this service please advise.

1992 Year-end Forestry Report
DATE: January 14, 1993

In 1992 I marked a total of 381 diseased Elms throughout the City
of Edina. The breakdown for this is as follows:
269 Elms on private property
87 Elms on city boulevards
25 Elms in city parks
At the time of this report, all of the Elms on city boulevard and
in the city parks have been cut and removed. The vast majority,
approximately 95%, of Elms on private property have been
removed. Those remaining have a removal deadline of March 1,
1993. After this date, I will inspect for compliance and take
necessary steps to assure that they are removed before they
become an infectious threat in the spring.
Also on city boulevards, I condemned five trees as hazardous.
These have been removed. In these cases, the trees showed
decline over the years and could not be salvaged by trimming,
cabling or fertilization, or had large cracks in branches that
would have caused damage to property or endangered lives upon
falling. (Will hazardous boulevard trees continue to be removed
at the city's expense in 1993?)
Also at the time of this report, the company contracted to trim
boulevard trees, Precision Landscaping, is finishing the required
trimming of area #6. The work is going very well and I
anticipate completion by them at the end of January.
I precede the trimmers by 1-2 weeks and assess each listed
boulevard tree for its trimming needs. If I determine a tree has
no trimming needs, they are passed by. If I note any hazards,
low branches growing into streets or walkways, deadwood, or
cross-over branches, I notify the residents that these trees will
be trimmed within 1-2 weeks. The trimmers are also instructed to
go lightly on any shaping or thinning. Most recent studies are
determining that over -pruning is harmful to trees through the
years. I am very satisfied with the degree of trimming done by
the trimmers.
Upon completion of the trimmers' work, I then notify affected
residents that their trees have been trimmed and give a written
estimate of the cost.
In 1992, I planted approximately 30 trees on boulevards. The
majority of these trees were Cathedral Elms. I keep a list of
requests for boulevard trees. Currently, I have a list of about
40 requests. In the past when a tree has been planted, I inform
the resident that all future care of the tree is their
responsibility.
A separate report on Oak Wilt control will be forthcoming from
the S. Kunde Co. in January.
Included, in this report is a summary of tree work done by city
personnel for January 1, 1992 to November 30, 1992.
I look forward to any discussions on changes involving the
administration of the Shade Tree Program for 1993.
Thank you for allowing me to be of service to you in 1992. I
look forward to your continued support and commitment to the
Shade Tree Program in 1993.

The following figures are submitted to you per your request for
information relative to city boulevard trees:

3. Expenses paid to tree contractor for tree removals in 1992:

This figure is for tree removals and stump grinding. There
was a total of 62 boulevard trees removed by the tree
contractor. Average cost per tree for removal and stump
grinding was $484.
As you can see from the above figures, the total amount of
boulevard Elms condemned each year has been declining. I expect
this trend to continue in 1993. I would estimate the number of
boulevard trees to be condemned in 1993 at 70.

SUBJECT: Resident/non-resident policy recommendation.
This is a staff recommendation that addresses non-residents
(those who live outside the city limits of the City of Edina) who
wish to register in the following Edina Park and Recreation
Department sponsored activities:
- swimming
- diving
- tennis
- playgrounds
- coach pitch
Our recommendation is to accept non-resident registrations
beginning May 1, each year, and charge an additional $5.00 per
to participant per activity fee. Edina residents may register for
these programs beginning February 1.

RE: CONSTRUCTION OF ADULT SOFTBALL FIELD AT CORNELIA PARK
BACKGROUND:
* Approximately mid-November, new sod, fence etc. put in at.
Cornelia Park site.
* No notice was given to neighbors concerning this
construction
* Calls made to Bob Kojetin and John Keprios were made with
the following concerns:
Why is Adult Softball being moved to this site?
Neighbors have serious reservations about the amount of traffic
and street parking that would occur from May - October. ( the
parking lot attached to ball field is 65' by 901and could only
hold 15-18 cars. (You would need at least 40 to 50 spaces to
accommodate players and fans.) Where do tennis players park?
Concern over safety of children. The corner of Cornelia Drive
and Kellogg is a blind intersection and children would be more
at risk.
Drinking and trash could increase in our neighborhood park
Do the people of Edina subsidize adult softball? If so, why?
If it make a profit, how much?
If it breaks even --why aren't other adult services treated
the same ( ie. golf )
. When will the tennis courts be replaced in our neighborhood?
* In January, Gail Peterson and Linda Johnson met with Bob
Kojetin and John Keprios to discuss the above concerns and
the following assurances were made:
The schedule of games is as follows:

Only one game per evening can be scheduled
. Parking only allowed in the School Parking lot, (the lot next
to -the school building) both players and fans.
Police will monitor games and report any drinking violations to
the Park Board and the neighborhood.
Excessive trash will be reported to Park Board and cleaned up
after each game
Temporary no parking signs will be provided to educate players
where they cannot park
. An education piece will go out to all adult softball player
before the season to instruct them on these provisions
. If the Park Board will agree to these provisions, the Cornelia
Park neighborhood is willing to evaluate this situation in
October, 1993.
The following Cornelia Park neighbors agree to send Gail and Steve
Peterson as our representative to this meeting. We are looking
forward to prompt action on our proposal.

As you requested, Hennepin Parks conducted a winter aerial
deer survey for selected areas in Edina on January 22, 1993.
The survey included Braemar Golf Course north to Interlachen
Country Club, including Bredsen, Walnut Ridge and Van
Valkenburg Parks. The attached map shows the boundaries of
the survey.
The survey was flown with a helicopter at low altitudes.
The snow conditions were good with a 6 to 10 inch base.
Deer were more disperse than during last year's survey. The
lack of major snow storms early in the winter allowed the
deer to stay in a wide variety of habitats. I feel we had
an accurate count within the areas surveyed.
The number of deer found in your survey area was 84. The
enclosed map shows the locations and distribution of deer
within the city. This is less than last year's record count
of 95 deer. The lower number may be attributed to the
dispersal of deer into Hopkins, Minnetonka, and St. Louis
Park. These cities were not surveyed this year. The number
of deer in Eden Prairie and western Bloomington were similar
to 1992. A total of 744 deer were counted in our survey of
these cities this year.
Hennepin Parks has flown deer surveys of the Braemar area.
Our past surveys show a significant increase over the last
nine years. There have been similar increases in adjacent
cities.

discuss park maintenance activities in Edina.

city parks and especially the hockey rinks in
