HOCKEY PETITION
As taxpayers and parents of Edina Hockey Players, we ask the Edina
Park Board and Edina City Council to monitor the Edina Hockey
Association to ensure that public ice arena's are allocated in a
fair, timely and equitable manner. We feel it is necessary to
provide all players an equal opportunity to utilize public
resources regardless of their ability or financial status.

RECOMMENDED QUESTIONS FOR
EDINA ATHLETIC ASSOCIATIONS SURVEY
Introduction
The Edina City Council has asked the Edina Park Board to make
recommendations to the City Council with regards to establishing
guidelines for acceptable Edina youth athletic association
fund-raisers. Therefore, the Edina Park Board needs some
important information from each youth athletic association in
order to make recommendations that are reasonable and equitable
guidelines based on fact.

EDINA BASEBALL ASSOCIATION BOARD POLICY
Regarding The Illegal Use of Alcohol, Tobacco and Other Drugs
The Edina Baseball Association (EBA) Board has as a primary
goal the development of character and positive values among all
youngsters participating in the EBA's program. The use of alcohol,
tobacco and other drugs (when not prescribed by a medical doctor)
by participants in the EBA program is contrary to this goal. In
furtherance of this goal, the EBA has adopted and will strictly
enforce the rule set forth below. In addition, the EBA Board
strongly recommends that a participant violating this rule meet
with a chemical health counselor. Violations/penalties will
accumulate from one season to the next.
I. RULE
During the season of practice or play, a participant shall not
use, consume, have in possession, buy, sell, or give away an alco-
holic beverage, tobacco, marijuana, any mood altering substance or
any substance defined by law as a drug (unless specifically
prescribed by a medical doctor).
II. PENALTIES
1. First Violation:
The participant shall lose eligibility for the next two (2)
consecutive EBA scheduled games. It is also recommended that
he/she visit with a chemical health counselor.
2. Second Violation:
The participant shall lose eligibility for the next six (6)
consecutive EBA scheduled games. It is also recommended that
he/she visit with a chemical health counselor and establish a
treatment program.
3. Third and subsequent Violations:
The participant shall lose eligibility for the remainder of
the season and a minimum of twelve (12) consecutive EBA
scheduled games. It is also recommended that he/she visit
with a chemical health counselor and establish a treatment
program .
4. The games suspension shall carry over from one season to the
next.
III. PROCEDURE
A. The EBA shall inform all participants and a parent
or guardian of this rule and these procedures at
the time of registration in the program. The EBA
shall also inform coaches, umpires and chaperons of
the rule and the procedures.
B. Reported rule violations:
1. When someone informs a coach or member of the EBA
Board of a violation of this rule the party in-
formed shall immediately inform any member of the
Ethics Committee.
2. The Ethics Committee shall convene within five days
to commence an independent and completely confiden-
tial inquiry into the reported violation. The
Ethics Committee shall immediately inform the par -
