Edina Chemical Awareness (ECA) is Edina's community -wide chemical abuse prevention program. ECA started with a grant from the Edina Rotary Foundation and is administered by Storefront/Youth Action. The ECA Committee, representing many parts of the community, has been operating since June, 1990. ECA PHILOSOPHY: Alcohol is used by some adults in a responsible manner. Other adults (and children), have trouble with alcohol's mood -altering and addictive properties. ECA encourages and promotes responsible behavior regarding alcohol use by adults which can and does include abstinence for some. Adults exhibiting responsible behaviors with alcohol will positively influence Edina youth and be a decisive factor in preventing use and abuse of alcohol and other drugs. A reduction in abuse of alcohol and other drugs will build a healthier and safer community. ECA GOALS: The goal of ECA is to reduce alcohol and other drug abuse problems in Edina. The objective of community based prevention is to raise awareness and affect the norms and attitudes of the community. The change in attitudes about smoking since 1964 are an example of the success of this approach. THE GREEN KEY: ECA's logo is a green key. The key is the symbol the committee has chosen for its goal of raising awareness of responsible behaviors surrounding adult use of alcohol. ECA ACCOMPLISHMENTS: ECA works with a variety of community partners to raise awareness and reduce alcohol and other drug abuse problems in Edina. In addition to coordinating Minnesota Chemical Health Week, publishing newspaper articles, producing a television program and providing presentations, ECA promotes responsible hosting in the community. Responsible hosting seeks to shift the emphasis away from the use of alcohol as being necessary for enjoyment. Responsible hosting demonstrations allow the public to try many tasty and attractive drinks that do not contain alcohol. Yacht Club News Volume 1 No. 5 Summer 1992 PARADE OF BOATS REVIEW The Edina Model Yacht Club hosted its fust annual Parade of Model Boats on Sunday, June 7, 1992. It was a very successful event and hundreds of people were enter- tained throughout the day as the EMYC members and Jack Witherby of Funtime Hobbies and his group provided a diverse display of some 65 boats. Approximately 50 of those boats, half electric and half sail, were registered with radio - controlled equipment and ran during various events and at certain times during the day. The interior of the Centrum building served as a focal point for an indoor display for the static models and the running models while they were not being used on the water. The winds ended up being light for the sailors, 5 kts or less for most of the day, but the sailing group still managed to be competitive and entertaining, especially with the balloon tag event. Sailboats running in the events were the 36/600, EC12 and Marblehead class type boats. A sampling of electric boats included a WWII submarine, Darby tug, Trawler, Coast Guard Cutter, Shrimp boats, Tournament Fishing Boat, Bart boat 1/4 scale Chris-Craft Cruisers and much more. Judging by the number of questions asked and overall interest in the R/C boating hobby, the Parade of Model Boats proved to be a well -organized and successful first time event for the EMYC group. Thanks to all of those involved. SAIL BOAT RACING So far this year the participation in racing has grown each week. Virtually everyone who sails on Tuesday, Thursday and Sunday has joined in on the fun. On Tuesday, June 23, there were 15 boats competing in three different classes with as many as 12 boats on the starting line for a given heat. Racing has also improved sailing skills and sharing ideas has improved boat performance. With the overwhelming interest in racing and without creating a lot of bureaucracy, a formal racing organization needs to be put in place. A committee should be organized to address the issues of rules, officials, yacht classes, racing instructions and regatta planning. In the next couple of weeks each person on the call list will be surveyed for the following: • Interest in racing • Type of yacht owned • Interest in becoming a race committee member This is just a survey and is not intended to be a commit- ment. An August club regatta, the CENTENNIAL CUP, has been discussed but no plans are in the works. The survey results will determine if a regatta can take place. The yacht club recognizes that there is a variety of interest and by no means is this intended to direct the club in a particular direction. This is your club and your input is very valuable for club planning and there is plenty of room to accommodate a diversity of interests. JAMBO Set aside July 11th on your calendars. Owing to the tremendous response to the Parade of Boats, Centennial Lakes has invited the Edina Model Yacht Club to participate in "Jambo". Jambo is a park sponsored day long event featuring Con- cessions, music, a lumberjack show, kite flying demonstra- tions and booth displays. The Club will be staffing an information and membership booth throughout the day. Between the hours of 5-6 pm has been set aside and scheduled exclusively for on the water demonstrations by EMYC. We would like to hold several class races, allow open sailing and play the ever popular balloon tag. Due to the limited time and the other events taking place, we would like to have everyone pre -registered by July 8th. Those wishing to participate contact Bob Lund at 854-2923. The Nine Mile Watershed District designated Bredeson Park/Mud Lake as one of five storm water retention areas for Nine Mile Creek. The Nine Mile Watershed District was completely involved in the design of the park so as to control the storm water for the Nine Mile Creek basin in Edina. At one time it was discussed that Bredeson Park would have a large body of water similar to "Lake of the Isles", which is a storm water retention lake in Minneapolis. During the 1960's an alternate plan was created to turn the Mud Lake/Bredeson Park into a nature area instead of one large manicured lake. Bredeson Park was recommended not to be an interpretative center by the Park Board and City Council, due to the fact that there already were interpretative centers being funded by the Hennepin County Park Reserve taxes. It was then decided that Bredeson Park would be an enjoyable nature area for individuals to visit on their own. The total interior of Bredeson Park was constructed and paid for by the Nine Mile Watershed District. The exterior portion where the two paths and the parking lot are, were constructed and paid for by the City of Edina and the Nine Mile Watershed District. The inner portions of Bredeson Park were dredged along with a series of ponds. All of these ponds were constructed in a way that they would interconnect as the water would run off the street. The storm water would then be cleansed by going through the different ponds, which is called skimming. The large parking lot was constructed so that half of it could be enclosed by a fence to create a staging area for the tree removal program and also for snow storage. The pond to the extreme east of the comfort station was constructed for the overflow of snow removal to be disposed upon. I am aware that some areas on the interior pathway are being washed out by the heavy rain fall. I have met with the Nine Mile Watershed District's Engineering people and suggested to them to put culverts in, but they indicated to me that this would interrupt the direction of the water and skimming process. At the present time I am waiting for their approval to proceed on some of these washed out areas. We do, however, periodically grade the inner paths.
