Gordon Hughes and I have been in close communications with Jim Hamann, Director of Business—Edina School District, and Bob Lynch, Principal—Edina High School, to finalize details in order to host such an event at Braemar's West Arena. The event will not have a rental fee involved, however the Edina High School will cover any costs incurred by the arena's participation in the event. I felt it would be appropriate to seek your approval regarding this event. cc. Ken Rosland Gordon Hughes Bob Kojetin Edina Park and Recreation Department GUIDELINES CONCERNING LEASING REQUESTS OF PARK AND RECREATION DEPARTMENT FACILITIES Every request to lease Edina Park and Recreation Department Facilities (other than the enterprise facilities) will be reviewed individually. Each request will be given equal consideration and will be judged on its own merit. As a guideline, the following questions will be asked of each request: *Is the requested use one that is in keeping with the Edina Park and Recreation Department mission statement? *Will the activity have a positive impact on the total park and recreation program? *Will the activity likely be a successful recreation program? *Will the Edina Park and Recreation Department have adequate control over the proposed activity? *What depreciation impact will the activity have on the facility and/or equipment? *Will the elimination of public access to the facility during this lease be an acceptable level? *Will the dollars collected in the lease be worthy of the expenses incurred? *Will the activity have an impact on the environmental surrounding (positive or negative)? In other words, will the neighbors and/or general public view this activity as a nuisance? *Will the City of Edina be held liable for any of these activities? *Is this activity a worthwhile risk? *Does the requesting party have adequate insurance coverage including a rider for the City of Edina? *Is the leasing request in keeping with the facility's policies? *Is the length of the lease acceptable? *Will this activity have any impact on other organizations such as the Edina School District, Community Education, private businesses etc.? The above questions are simply a guideline to determine the appropriateness of each and every leasing request. Other questions may surface when considering a specific request. Each and every leasing request will be judged on its own merit. Thoughts regarding what has been happening in the program since their February 6th opening. Proposed possibilities Plan #1 Note plan from school district.... Plan # 2 Plan #3 Same as Plan #1 only charge each person .50 for a round trip ... full bus would bring 23.50 per day then costing the city 11.50 instead of $35.00. Do nothing—each person find their own way to the Center. * MTC does not run past or stop at the Community Center * The people who need the program the most will not be able to use it. * The mini bus will be freed up to pick up people not found on the route and will give more the opportunity to use the Center. * The mini bus should not be spending the majority of the day transportatinc Persons to and from dining. Thoughts regarding proposed daily bus pick up in York Avenue area. Proposed stops: 7200 York Plaza 7400 York Edina Place 3400 Parklawn South Haven 7500 York 7151 York Yorktown Continental Survey done by Elsie Hoffarber indicates that 54 persons would be interested in taking the bus from the above stops ... this was a general survey and we are certain when people learned of the service the numbers would go up. At present we are using volunteer drivers and have for the past 10 years—the bus has been used to bring people from their home to the Senior Center... for grocery shopping and for trips to the bank. Total passenger capacity for mini bus is 10. VEAP,(Volunteers Enlisted to Assist People), Metro Mobility, and Fairview Hospital provides rides to the doctor. Although it is addressed to me, I believe that it is more appropriately addressed to all of you. A letter like this makes me proud to serve our community. It also indicates to me how important it is to respond to the public in an open, concerned manner. Whether a particular request is granted or not is unimportant. At the most recent meeting of the Park Board, I presented a request to the Park Board: to conduct an experiment of "flooding a skating rink" for the remainder of the skating season at Lake Harvey. You and the other Board members did an outstanding job in evaluating this request from all possible perspectives. I, honestly, would have left that meeting feeling "good" about the decision reached, even if this request would have been declined. As Chairman you are to be commended.
