STAFF RECOMMENDATIONS FOR ESTABLISHING PARK BOARD'S 1987 GOALS AND OBJECTIVES
I. To better educate the public as to what the Park Board is and how it functions
A. Increase public awareness through conducting two meetings annually at a park facility
B. Publicize the Park Board's mission statement, function, and goals in the local
newspaper
C. Utilize cable television to discuss Park Board functions
D. To support, enhance, and attend grand opening celebrations of new park and
recreation facilities
II. To become educated on financial policy based on staff input and research
A. Recommend an equitable fee structure and/or procedure that addresses the field
maintenance/facility use fee issue
B. Recommend other areas of potential revenue in need of a fees and/or charges
structure and policy
C. Become familiarized with the capital plan/budget
III. To establish future need of outdoor hockey rinks and implement a strategic plan
A. Become familiarized with all outdoor hockey facilities
B. Become familiarized with future hockey program needs
C. Determine current and future public needs and desires of outdoor hockey rink
facilities
IV. To become more knowledgeable of Edina's existing park facilities
A. Assign one Park Board member to each major facility to become familiarized with
its operation, use, etc. and conduct periodic inspections
B. One annual tour of park facilities
V. To establish and study the leisure needs and desires of both youth and adults and
recommend recreation program expansion to fill the voids
A. Brainstorm new recreation program ideas
B. Reflect input from the community
C. Become familiar with existing programs
VI. To research the need for expanded recreation facilities and recommend a master plan
A. Solicit local input regarding expanded facilities
B. Recommend specific facility changes or additions that best fulfill recreation
program needs
VII. To become more aware of and involved in county, state, and nation-wide decisions that
affect parks and recreation
A. Support the Minnesota Recreation and Park Association Board and Commission Section
B. Utilize networking
C. Keep informed as to major facility and program decisions that affect parks and
recreation
VIII.To become familiarized with the current impact of vandalism in Edina's park system
and recommend a vandalism -reduction plan
IX. Establish a strong and positive relationship with the eleven Edina athletic
associations
A. Become familiar with all athletic association programs
B. Meet with all athletic association presidents once a year to discuss mutual issues
X. Become familiarized and up-to-date on drug issues and their effect on parks and
recreation
A. Invite Edina's Chemical Health Coordinator to one meeting per year
B. Respond to current and future drug problems as they affect parks and recreation
XI. Review the special needs population (handicapped) recreation needs study and
recommend a program proposal to the City Council

SUBJECT: Goals and Objectives for 1987
'%e following working draft of Goals and Objectives is only one person's view of the year
X987. As will readily be seen, it is primarily directed toward those areas of the Park
Board's responsibility that I am most familiar. Goals and Objectives should be a document
that the Park Board and Park and Recreation Management mutually strive to reach.
Therefore, the attached must be refereed to a committee to finalize 1987 Goals and
Objectives. I appreciate the opportunity to present my ideas.
I. To develop a commission that is more visible to the community.
A. Conduct a minimum of two monthly meeting at a Park Facility encouraging
attendance of public.
B. Publicize Park Board members and encourage public to bring concerns to their
attention.
II. To establish a Field Maintenance/Facility use fee policy and fee structure.
A. Establish the costs attendant to maintain facilities used by children/adult
programs.
B. Establish participation in all programs.
C. Propose "use" fee for each program that more fairly matches participation and
related costs.
III. To maximize "Celebration" for opening of new Park and Recreation Facilities.
A. Edinborough Park
B. Historical Society
C. Van Valkenburg Park
D. Expanded Golf Course Facilities
V. To establish plan for future reduction of outdoor Hockey Rinks.
A. Identify outdoor facilities

B. Identify related costs to maintain, staff, replace, etc.
V. To become more knowledgeable of our existing Park facilities.
A. Assign a commission member to each facility with responsibility to understand its
operation, use, etc. and conduct periodic inspections.
VI. To expand recreation program for adults of all ages.
A. Explore active recreation programs for over to - i.e. softball league, swimming,
track.
B. Host a "Seniors" event.
C. Capitalize on new track facilities throughout the summer.
VII. To become more involved in the development of Park and Recreation budgets.
A. Utilize the backgrounds of commission members who can support budget content.
B. Identify opportunities to increase income and/or contain cost escalation.
VIII.To increase revenue generated from outdoor tennis facilities.
A. Review feasibility of establishing a community tennis ladder.
B. Increase participation in city tournament.
C. Review potential of a summer "family- fee for use of facilities.
TX. To support Minnesota and Metropolitan Recreation and Park Commissions.
A. Establish liaison with appropriate commissions.
B. Exchange ideas through various communication channels/mediums.
X. To establish a plan for future expansion/use of existing open Park facilities.
A. Establish a firm commitment to future expansion of Braemar ice rink facilities.
B. Establish additional youth soccer facilities. (Highland Park, Walnut Ridge)

SUBJECT: Smoking at Braemar Arena
DATE: December 10, 1986
Kathy Statine, representing the Hocky Moms, called me on
Tuesday, December 9th with a request to ban smoking at
Braemar Arena. (See attached). Since our meeting was
scheduled on Monday and the Council Meeting is next Monday,
I agreed to expedite the request. The office will begin
polling you on Friday, December 12th, as to your vote
concerning a Smoke Free Braemar Arena.

New Year.
Please Note: Present policy permits smoking in the balcony
area and the lower level office at Braemar Arena. No Smoking
is permitted in general skating and bleacher area of the Arena.
(This request is to ban smoking completely in Braemar Arena).
