NOTE: All playground sandbox areas sustained severe compaction damage
and some washouts. Grass areas that remain underwater for more
than 10 days will likely sustain significant damage. Most
parks were found to have standing water as of Saturday, July
25, 1987, two days following the storm. Total erosion and mud
and debris deposit damages cannot be determined until
floodwaters subside.

SUBJECT: Membership in Leagues
In a meeting on Monday, April 20, 1987, the following
items were discussed:
1.) Present status of Memorial Fund purchases
2.) Upcoming meetings on the goose population
3.) M.G.A. course ratings including the new
Executive Course
4.) Golf Leagues
a.) Their potential growth pertaining to
patron card sales and golf league member-
ships
b.) Open golf and its relationship with
league traffic
\ c.) History of golf leagues at Braemar
d.) Present makeup of golf leagues
After considerable discussion, the following policies
were established:
1.) In 1988, individuals may be members of only
one golf league on the regulation course. An
exception to this rule will be the Couples
League on Friday nights.
2.) During 1987, 1988, and 1989, an.individual
may be a member of one additional league on the
Executive Course. In 1990, a choice must be
• made so that membership will be in only one
league at Braemar.
3.) That only two additional leagues will be added to
the Braemar Executive course and that they should
be a men's senior and a ladies' senior league.
This will insure that the executive course will
provide plenty of open golf time.
4.) An effort be made to free up some weekday early
morning golf time for patrons and residents. This
is due to the fact that on Monday through Thursday
there is no opportunity for persons to have access
to early morning golf at Braemar.
5.) Reaffirm that all new members of golf leagues at
Braemar (including the Executive course) shall be
Edina residents.
The golf committee expressed their appreciation of the
importance that league play fills at Braemar. However, it
was also pointed out that open golf is the primary function
of a municipal golf operation. Hopefully, with the above
adopted policy changes, more residents will be able to par-
ticipate in organized golf league play without appreciably
impacting the available open golf time.

4.) Golf Leagues
b.) Open golf and its relationship with league traffic.
Our Reply:
The Committee's philosophy is "that open golf is the primary function
of a municipal golf operation."
We think the primary purpose for Braemar Golf Course should be a balance
of organized and open times to satisfy the needs of the involved community
for both men and women residents.
A patron not playing in a league (or even in a league) cannot expect -
demand - that he/she can pick up the phone and request a tee time for the
exact day and time he/she would like to play. The schedule for leagues and
open tee times is printed and put out on the counters for golfers and a
patron can call in four days ahead for a tee time that is available.
However, an Edina resident cannot sign up for a tee time without being
a patron (can only "walk-on") but is eligible to join a league.
(Some leagues, however, require a patron card; some don't.)
League members have suggested that if "early morning golf time" is an
Edina problem, then Braemar could start the Leagues later, a compromise
for both organized and open golfing.
There were 400 patrons in 1964.
There were 1150 in 1980.
There were 1450 in 1983.
There are 1780 in 1987.
A patron card pleases both the golfers and the City of Edina - the golfer
pre -pays some green fees and has the -option of calling for a tee time and
Edina has the "float".
In looking at the 1987 Summer Schedule: (copy attached)
there are open tee times all day Friday (except from 6:30 a.m. to 7:30 a.m.
from June 12 to July 17 when the Junior League plays and in the afternoon
for the Couples League and the Singles League)
all day Saturday
all day Sunday
shortly after 9:00 a.m. on Tuesday,
from 9:00 a.m. on Wednesday,
between Bowling Green and Men's Club on Thursday.

"The results of our survey revealed among other things, the following:
420% of our traffic was by patrons and 580% by non -patrons. (And you
thought league play 9cloggedt our course!) Along with non patron Edina
residents and many golfers from all over the metropolitan area who played
Braemar during 'survey week', there were people from Tennessee, Florida,
Ohio, Wisconsin, Texas. . . and even one fellow from Nome, Alaska!"

1974: John established the Monday Ms. League with the overflow waiting
lists of the women's leagues (residents and non-residents)e
May, 1982: Braemar Men's Club increased from 225 to 275
July - 1987: 216 enrolled in Men's Thursday League

Braemar News, 1982: "We thank the Braemar Course for accommodating our
increased roster as it gives us a chance to play with and get to know
more retired seniors in our community."

The membership increases were given with the approval and sanction of
Braemar management. We are disappointed that Braemar wants to retract
what Braemar orig'nally approved,
Women's 18 Hole Golf Leagues:
Monday, Tuesday, Thursday 18 Hole Leagues have openings.
Wednesday has a waiting list.
If the women on the Wednesday waiting list want to play 18 holes of golf
at a Braemar established league, there are openings for them. If she
wants to play on Wednesday only, then for her it's just "the rub of the
green."
The Leagues would love to have full memberships -- it gives us more money
to spend in the Pro Shop!

Braemar News - July, 1984 - Val's Corner by John Valliere
"The first point of discussion is multiple league memberships.
Back in 1978 we took the first to reduce the number of leagues that a person
could be a member of, and also that each new member be a resident of Edina.
In June of 1983 we had a meeting of the golf committee and . . . advised
all leagues that beginning in 1984 any new members could only be members of
ONE league at Braemar. This includes both men's and ladies' leagues but
excludes Braemar's Couples League.
Any of you people who were presently members of two leagues in 1983 would be
grandfathered in 1984 and later. In other words you are status quo."
Our Reply:
If you look at the Edina residents who now enjoy membership in two leagues
You would find that many of us have been homeowners and taxpayers in Edina
for 20 to 30 years and back to when we were the Village of Edina. And,
in fact, knew this course when it was Hays Farm. Most likely, you would
be aware that some of the profits from the liquor stores that were diverted
to park use were gained from our patronage. There were 400 patrons in 1964 -
many of us have been supporters (p4ons) in the growing days of Braemar Golf
Course for many years.

We have participated in the success of Braemar with:
patron fees and green fees and
lessons from the staff and
gift certificates from our leagues from the Pro Shop
and purchased even more merchandise
and food and beverages from the grill
and worked for the improvement and expansion of Braemar
Golf Course and clubhouse
and you'll find us "hanging in there" when the August golfer
"burn out" comes about and the September coolness moves in.
We have supported all these things all these years because it is OUR COURSE!
And now Braemar is telling us to move over for the "come -lately" patron
holders and for the new residents who are and will be moving into Edina.
(Surely Edina "status" doesn't include an automatic privilege on the golf
course!)
Edinborough Park is a senior high rise and the Village Homes are "the big
dream for the younger set." Many have not even "paid their dues" to
Edina yet!
We are disappointed and dismayed!
We would very much like to be recognized (not told to step aside) and
appreciated for our support and our years of loyalty!
John has honored the grandfather clause of non-residents in leagues and
reassured them they will NOT be asked to leave. He has stated his
appreciation to Bowling Green for being one of the first leagues at Braemar.
We agree with the 1978 ruling that only Edina residents are allowed to join
a league. (Does this apply to National Car and Hennepin County Leagues?)
And we can go along with the one league ruling.
However, we are requesting that John Valliere continue to honor indefinitely
the grandfather clause as he wrote it and printed in the July, 1984,
Braemar News.
We point out the words: "1984 and later."
"Any of you people who were presently members of two leagues in 1983 would
be grandfathered in 1984 and later. In other words you are status quo."
It is our request that these dual memberships be allowed to continue "as is"
and that the process of attrition will take care of opening up league
memberships "down the road".
Attrition: "a gradual, natural reduction in membership or personnel,
as through retirement, resignation, or death."

'he new executive course opened July 8 on
,ime to a full course of eager golfers.
The seed has taken fairly well in the
fairways, but we are unable to cut it
real short as of yet. We will be getting
a 5 gang hydraulic lift mower to cut
fairways in the future. Vandalism has
been a big problem in the park this year.
As I write this article, the dome has
just been cut badly for the second time
this year. Our first week of operation
on the Executive Course we lost flags,
poles and an entire ball washer stand.
These items are all very expensive. Your
help is asked if you see anyone, while
you're playing, "horsing around' on the
greens to please report it to the ranger
or when you come in to the A -Frame.
Also, many of you live in the area and
drive through the park 5 times a day.
Any activity at night that looks
suspicious should be reported to the
police. The park is a large area and
cannot be watched closely enough by the
police so your help is appreciated. Have
a good July!

Our league held a mixed scramble on
Saturday June 13. First place winners
were Don & Mary Bruer - John & Judy
Cilla; second, Dave & Carole Williamson
- Harold & Melva Jastram. Longest drives
were won by Chuck Lamb and Melva Jastram.
Closest to the pin on #12 won by Diane
Magnuson. A delicious Barbeque was held
at the clubhouse.
The three week Stroke Play Tounament was
held on June 16, 23 and July 7. The
awards picnic took place after golf on
July 7th and the tournament committee:
Dickie Bochert, Jan Dyste, Beth Kormann
and Gen Lindemann gave out prizes to the
winners. In the 18 hole group, A flight
winners: 1st Shirley Gunderson,
runner-up Mary Sitek, low net Norma
Stromseth. B flight: 1st Rita Peterson,
runner-up Kay Mackenzie, low net Ursula
Goebel. C flight: 1st Phyllis Sinks,
runner-up Betty Crouch, low net Marge
Young. The 9 hole group winners, A

served at the clubhouse.

time!! May through August wei will have
had 18 wedding receptions held here. The
only Saturday I have opened is November
29th. Anyone for a Thanksgiving
reception??
In addition to the wedding parties, our
golf leagues have been busy planning
events here at the Clubhouse. EWGA had
their Awards luncheon here, Braemar
Women's Club 18 hole league their Guest
Day with 132 attending, Monday 18 hole
League held their Christmas picnic in
July, Newcomers their picnic, Braemar
Women's Club 9 hole league had their
Guest Day continental breakfast and
champagne brunch, Bowling Green 9 hole
league held their Guest Day luncheon
here. We also have scheduled the Braemar
Mens Club Summer Stag, Braemar Women's
Club 18 hole couples event and cookout,
Tuesday Clubbers Luncheon, Westwood
League's picnic, Couples Club cookout,
EWGA Guest Day Champagne Brunch, Braemar
Mens Club Guest Day 'Stag, Highlanders
Golf League Picnic, and the Metro Seniors
Golf outing and lunch. OUR GOLFERS ARE
BUSY WITH GOLF AND SOCIALIZING!!!

Well, our season is about half way
through, and some of us are better at our
game and some are not so fortunate!
Couples Day, June 28th, was a half and
half success - we were rained out for
golf but still managed to get our bar -b -q
in. A good time was had by all despite
the rain. Thanks to Charlene Harvey for
a Great time and Susan Smith for hosting
the Bar -b -q. Mary Berg (925-0568) and
Millie Karr (938-9283) are in charge of
Guest Day on July 14th, we'll all have a
guest join us on the course and then
enjoy a wonderful luncheon on the deck.
Our events for the upcoming weeks are
Most 6's, Lowest Putts, Low Score 3 & 7
and Most 5's - phew!!!
Another Couples Day is scheduled for
August 1st at 4pm. Be sure to put that
date on your calendar wo you don't miss
the fun! (It's a Saturday) Vicki

Hello, Hello...... Things here in the
clubhouse are grand. We are all being
kept on our toes, as it is quite busy
around here.
What with the unusually high
temperatures, we are ecstatic about the
new air conditioning -- we're kind of
living it up in here on account of it!.
Imagine you all are enjoying it, too,
after a steamy outing on the course.
In addition to the new air conditioning,
we are all sporting new uniforms. Rather
sharp looking attire, don't you think?
Be sure to stop in after finishing a
round.
WESTWOOD LEAGUE Carol Meinke
Westwood Braemar Businesswomen's Golf
Club celebrated 50' years of play on
Tuesday, June 16 at Braemar Park. Former
and present members met for nine holes of
golf, social hour and picnic supper
planned by Marcia Schug, Margaret
Strickland and Carol Meinke.
According to the April, 1938 minutes of
the original Westwood Hills Women's
Evening Club, the group was established
by Mitzi Mee, supervisor at the course.
It was an off shoot of the very active
daytime league, Westwood Hills Women's
Club. It was "comprised .of
approximately 50 business girls, annual
dues $1, and plays each Tuesday evening
at 5 o'clock." Nearly all the members
were young, single, working women living
in South,Minneapolis.
Westwood Hills Golf Course was located in
St. Louis Park near Texas Avenue and
Wayzata. Boulevard. The Evening Women's
club played at Westwood Hills until 1963,
when sale of .the course for homes forced
them to move to Normandale Golf Course in
Edina. After Playing at Normandale and
then Hyland Greens ,in Bloomington, the
club moved to the "new Edina course,"
Braemar, in 1966. Today, the evening
league has 30 members who meet for golf
each Tuesday and hold social events each
summer month.
1987 officers of the Westwood Braemar
Businesswomen's Golf Club are Joyce Fess,
president; Jackie Barnard, treasurer;
Norma Lyle, handicap; and Terry Finlay,
secretary. The club is open to women
golfers who live in Edina.
JUNIOR GOLF Dave Hill
The Friday morning Junior Boys league is
at the half way mark. With a week off
for the July 4th holiday, the boys are
back on the course. Each week the boys
are going for individual prizes and at
the end of the league play, they will
have a tournament. The league plays
every Friday morning starting at 6:30AM.

Subject: New 1988 Braemar Golf Club Rules
on League Play and Patrons Complaints.
First, we understand that complaining patrons not playing in
a league (or not even in a league) cannot expect or demand that
he/she can pick up the phone and request a tee time for the same
or exact day and time they would like to play.
Schedules for leagues and open tee times are printed and put
out on counters for golfers -and patrons can call in four days ahead
for a available tee time during "open golf" times each day. An Edina
non patron resident cannot call and sign up for a tee time.
Only a "walk on" status is the rule for non patrons.
Second, we understand complaints are coming in from "New -
Residents" of Edina stating they cannot get on the course because
of league play. The problem we think,- is that these new comers
do not understand the volume of golf being played at this very
active course. It has been tested a number of times by patrons and
Men's Club members only to find it to be rather simple to get tee
times by planning four days ahead on the "open golf" periods during
each day from Monday thru Friday- (as stated in the counter schedule
listings.).
TheI aemar Men's_ would like a reconsideration of t e 1988
planned chap es in eague play because the complaints do not s o
ost members would be willing to cut back to one
league play but with the leagues still remaining we cannot see where
the one league limitation will be a solution to anything. The Tuesday
league took a long time to get organized and develop interest
because of late afternoon play (5:00 P.M.) a time when no one wanted
to play, Now it's a good organization with competition, good
fellowship and 20 teams of 3 men each (two players each week).
Twenty teams times 2 equals 40 players for 12 weeks each Tuesday at
5:00 till dark for nine holes at a time when noone wanted to play.
If you cut down the Tuesday league -the course will be the loser from
lack of play and noone playing in the open time.
New comers to Edina are the chief complainers we understand and
the "old timers" that have made Braemar successful are complaining
that they should not have to "step aside" after all the hard work.
Too many newcomer patrons(or not even patrons) do not fully
understand that everyone must plan ahead to get tee times.

The course management are allowing too many outsiders Tournaments
to come and play -- for example, Junior. Achievement National(came from
all over the nation) had an 18 hole shotgun tournament tying up the
entire course for over five hours. Also Dairy Queen Inter national
came in recently. These are only two of many.':
The Golden Agers group have played early Monday mornings for
many years. Again, this a time when most new comers complaining
about no tee times would not even want to play and the course would
suffer loss of income. Perhaps 20 members of the Golden Agers-
also play in the BMC leagues. (grandfathers clause). They represent
a nucleous of elderly golfers who have supported the Club for many
years since it opened and have made it successful and profitable for
Edina Parks.
We, the Braemar Men's Club , would like to request a future
representation of BMC members at a later City of Edina Park Board
meeting to express our views, if it cannot be resolved to leave
things as they are presently and let the course management educate
the new comers on how they can get plenty of available tee times by
"walk on" or by four day planning for patrons.

in this very important issue.
