Generally speaking, items that are elsewhere on tonight's agenda ma y not be addressed during Community Comment. Individuals should not expect the Commissioners to respond to their comments tonight. Instead the HRA might refer the matter to sta, for considera tion at a future meeting. V.Adoption of Consent Agenda All a genda items listed on the consent agenda are considered routine and will be enacted by one motion. There will be no separa te discussion of such items unless requested to be remov ed from the Consent Agenda by a Commissioner of the HRA. In such cases the item will be remov ed from the Consent Agenda and considered immediately following the a doption of the Consent Agenda. I. CALL TO ORDER Chair Hovland called the HRA meeting to order at 6:01 p.m. II. ROLLCALL Answering rollcall were Commissioners Brindle, Fischer, Staunton, Stewart and Chair Hovland. Also attending: Katie Clark Sieben, Consultant. IV. GRANDVIEW GREEN – PROJECT UPDATE Economic Development Director Neuendorf introduced Katie Clark Sieben who presented an update of the Grandview Green. Ms. Clark outlined the project background and overview, gave a brief five year plan, and reviewed the Grandview Green Partnership and 2017 budget. She then summarized potential next steps. Next steps included technical assistance from the Urban Land Institute Technical Assistance Panel, presentations to City Commissions, community engagement visioning sessions and technical studies. The Council briefly discussed the project update. V. AFFORDABLE HOUSING PROPOSAL RELATED TO ESTELLE EDINA CONCEPT Economic Development Director Neuendorf explained that the co-developers Ryan Companies and Luigi Bernardi were considering a large investment potentially on several parcels they own at Valley View Road and France Avenue. The developers are proposing a mixed-use development consisting of two high rise condominiums with commercial and retail space on the first floor. The developers have requested that the Edina Housing and Redevelopment Authority consider becoming an active partner in the creation of new affordable housing units in the event the Estelle Edina project moves forward. The HRA gave their feedback to staff regarding the potential partnering with the developers of the project. VI. AT TAC HME N T S : Description 2018 Calendar Staff Report 2018 Propos ed Calendar September 6, 2017 MAYOR & CITY COUNCIL Debra Mangen, City Clerk 2018 City Council & HRA Meeting Dates and Board and Commission Meeting Dates Information / Background: Edina’s regularly scheduled meetings are held on the first and third Tuesday of each month. The City Council holds a work session in the Community Room of City Hall before each meeting at 5:30 p.m. or 6:15 p.m. with their regularly scheduled meeting held in the Council Chambers at 7:00 p.m. When necessary, the HRA holds a Regular Meeting immediately following the City Council Meeting. Additionally, the HRA holds a Work Session the second meeting of each month at 5:30 p.m. Each year the City Council confirms their annual schedule noting changes necessitated due to conflicts with holidays, days of religious observance or Election Day and in some cases to accommodate Member Staunton’ schedule. In accordance with the City’s Policy restricting public meetings due to days of Religious Observances, the following dates will be avoided from regularly scheduled Council meetings or Board and Commission meetings: • Good Friday (Christian) – March 30, 2018 • Christmas Eve (Christian) – December 24, 2018 • Evening before and day of Yom Kippur (Jewish ) – September 18, & September 19, 2018 • Evening before and two days of Rosh Hashanah (Jewish) – September 9-11, 2018 • Evening before and first two days of Passover (Jewish) – March 30 – April 1, 2018 • Eid al Fitr (Muslim) – June 15, 2018 • Eid al Adha (Muslim) – August 21, 2018 • The third day of Diwali (Hindu) – October 8, 2018 During 2018, staff is suggesting that the following three City Council meetings be moved: • First January meeting moves to Wednesday, January 3, 2018 to avoid Member Staunton’s conflicting meeting • Second January meeting moves to Wednesday, January 17, 2018 to avoid Member Staunton’s conflicting meeting • First February meeting moves to Wednesday, February 7, 2018 to avoid Precinct Caucuses, February 6, 2018 • Second February meeting moves to Wednesday, February 21, 2018, to avoid Member Staunton’s conflicting meeting • First July meeting is cancelled. • First September meeting moves to Wednesday, September 5, 2018 to avoid Member Staunton’s conflicting meeting • Second September meeting moves to Thursday, September 20, 2018 to avoid Yom Kippur, September 18 & 19, 2018 REPORT / RECOMMENDATION Page 2 • First Meeting in November moves to Wednesday, November 7, 2018 to avoid, Tuesday November 6, Election Day The attached calendar shows with red hash marks all of the days of religious observance that we will avoid hosting any meeting or special event. Typical holidays have been highlighted in yellow. There is also a color coded key of City Council and its various Board and Commission meetings. Board and Commission meetings have all been adjusted to avoid days of religious observance and accommodate Board and Commission requests. This calendar will be published for use by staff and the public. AT TAC HME N T S : Description Memo: North Ramp Expans ion – Project Update City of Edina • 4801 W. 50th St. • Edina, MN 55424 Economic Development Phone 952-927-8861 • Fax 952-826-0390 • EdinaMN.gov Date: September 1, 2017 To: Chair and Members of the Edina Housing and Redevelopment Authority cc: Brian Olson, Public Works Director From: Bill Neuendorf, Economic Development Manager Subject: North Ramp Expansion – Project Update Since the Market Street Redevelopment project was approved on June 27th, staff has been working with the architects and engineers to refine the concept and prepare construction drawings for the North Parking Ramp. As the design team understands the project in greater detail it is evident that some changes and improvements to the project might be considered. Design of North Ramp Expansion Recent discussion items are summarized below. Staff will continue to explore the cost impact of several possible changes. If any significant changes are recommended, we will bring those suggestions forward for full consideration. Building Footprint – the footprint of the building may be reduced slightly to allow easier access to handicapped accessible parking stalls located on the eastern edge of the building Façade – the Building Department has concerns about the quantity of “green” vegetative screening on the southern façade. The architects have been directed to re-arrange this screening so as to comply with the MN State Building Code. Commercial Tenant Spaces – the architects are exploring several configurations of the tenant spaces so that they can best accommodate prospective tenants. Underground Connection to Adjacent Building at 3918 Market Street – staff has met with the owners of the adjacent single-story building to explore ways that the building might be incorporated into the overall redevelopment. There are several hurdles – tenant leases, existing easements, cost of underground parking, limited development potential of the small parcel, etc. Staff first reached out to this group in January and so far the efforts to find a feasible solution have not yielded an easy path. The scope of the project must be finalized by September 8th to keep the construction schedule on track. Future Use of Parking Garage – The structural design capacity of the floor system will be upgraded to accommodate a future change to office space. This upgrade will be implemented on the “flat” portions of the floors, not on the sloped driving portions. This change is made in response to City Council concerns that parking garages may not be needed in future generations. This upgrade has a minimal impact on the overall budget. Page 2 City of Edina • 4801 W. 50th St. • Edina, MN 55424 Additional Parking Stalls – the architect has determined that it is possible to add one more half-level of parking on the “flat” portions of the North Ramp. This would not increase the overall height of the building but would yield more public parking stalls. If implemented, between 40 and 70 additional parking stalls could be achieved. The architect is preparing a cost estimate for our consideration. Outreach to the Business Community Staff has met with adjacent businesses at least ten times since the project was approved on June 27th . Additional discussions are scheduled in September and October. The purpose of these meetings is to identify concerns and limitations so that the detailed design and construction plans can be fully prepared. The HRA and Developer share the goal of minimizing impacts to the surrounding properties and business operations during the construction phase. Outreach to the adjacent residential neighbors will take place in the near future as more details of the North Ramp become available. Owners Representatives and Construction Management Agent Staff are working with the Developer and consultants to make sure that the City’s interests are well represented in the design and construction of the Market Street Redevelopment. I N TR O D U C TI O N : T he H R A is a separate taxing authority formed by the C ity C ouncil in 1974. D uring E dina's 2016-2017 budget process, there was discussion of an H R A levy starting in 2017 which was implemented. S taff intends to use the levy proceeds to pay a portion of the administrative expenses that are necessary to operate the H R A. H istorically those expenses have been paid using T I F funds. T hat option will become more difficult in the future as the C entennial L akes T I F District funds are spent down and the district decertified in 2021. To reduce the reliance on T I F funds for general administrative expenses, the levy proposed for 2018 shows an increase from $95,000 in 2017 to $125,000. H R A adoption of this resolution is a required step in the process of establishing an H R A levy for 2018. T he final levy will be considered by the H R A in December. AT TAC HME N T S : Description 2017-07 HRA 2018 Preliminary Budget & Levy RESOLUTION NO. 2017-07 EDINA HOUSING AND REDEVELOPMENT AUTHORITY ADOPTING THE PROPOSED BUDGET AND ESTABLISHING THE PROPSED TAX LEVY PAYABLE IN 2018 WHEREAS, The Edina Housing and Redevelopment Authority (the “HRA”) has authorities and powers according to MN Statutes, Sections 469.001 to 469.047. MN Statutes, Section 469.033, subd. 6 grants the HRA the power to levy and collect taxes subject to a resolution of consent from the Edina City Council for a set period. WHEREAS, The Edina City Council passed Resolution 2017-xx consenting to an HRA tax levy payable in 2018. NOW, THEREFORE, BE IT RESOLVED by the Board as follows: Section 1: That there is proposed to be levied upon all taxable real and personal property in the City of Edina, a tax rate sufficient to produce the amount as follows: HRA GENERAL FUND $125,000 Section 2: That the preliminary budget is as follows: HRA GENERAL FUND TAX LEVY REVENUES $125,000 HRA GENERAL FUND EXPENDITURES $125,000 Passed and adopted by the Housing and Redevelopment Authority on September 6, 2017.
