EDINA CITY COUNCIL
HELD AT CITY HALL
NOVEMBER 21, 2017
5:30 P.M.
Mayor Pro Tem Brindle called the meeting to order at 5:30 p.m.
ROLL CALL
Answering roll call were Members Brindle, Fischer, Staunton, Stewart, and Mayor Hovland.
Edina City Staff attending the meeting: Jennifer Bennerotte, Communications &Technology Services Director;
Ross Bintner, Engineering Services Manager; Dave Goergen, Public Works Water Coordinator; Ann Kattreh,
Park and Recreation Director; Debra Mangen, City Clerk; Chad Millner, Engineering Director; Scott Neal, City
Manager; Lisa Schaefer Assistant City Manager; and Jessica V. Wilson, Water Resources Coordinator
DRAFT 2018 COMPREHENSIVE WATER RESOURCES MANAGEMENT PLAN PRESENTATION FOR
REVIEW AND COMMENT
Engineering director Chad Millner introduced the team that would be presenting on the 2018 Draft Water
Resources Management Plan including: Jessica V. Wilson, Water Resources Coordinator; Ross Bintner,
Engineering and Dave Goergen, Public Works Water Coordinator.
Ms. Wilson presented the draft plan to the City Council noting the Comprehensive Water Resources that is in
the Water Resources Chapter of the City's Comprehensive Plan. She noted the goal of the plan was to promote
the public health, safety, and general welfare by minimizing losses and disruptions while leading the community
towards resiliency and vibrancy.
Staff reviewed the key issues, an anticipated schedule for plan formulation and adoption, policy gaps and
questions regarding flooding, clean water and runoff management, and drainage. Council offered feedback on
the management of stormwater,flood protection, how to manage runoff and drainage. Items discussed included:
regional flooding, local flooding, street storage of storm water, management of run off during redevelopment,
and impervious surface coverage, and how to develop a framework to begin making incremental changes.
ADJOURNMENT
Mayor Hovland adjourned the meeting at 6:55 p.m.
