Qualifications A. Regular Service Users 1. Resident of the City of Edina who has: a. Reached the age of 55 b. A legal permanent physical handicap or c. A temporary major disability 2. Individual must exercise a degree of mobility to be basically self sufficient 3. Be willing to provide needed emergency and handling information B. Leasing users must fall into one of the following areas: 1. A city department 2. Participating in a city sponsored program 3. An athletic association under the auspices of the Edina Park and Recreation Department II. Use Priority by Qualified Citizens or Groups A. Regular service users 1. There shall not be any preference given to a particular individual or group of individuals requesting transportation service who have met one or more of the qualifications in Section I -A 2. Tranportation will be offered on a first come, first served basis, provided it is in accordance with Section III, and proper procedure in Section IV -A has been fulfilled B. Lease Users I. There shall not be any preference give to a particular group requesting the use of the vehicle who have met one or more of the qualifications in Section I -B 2, lease of the vehicle will be offered on a first come, first served basis, outside regular service hours, provided it is in accordance . with Section IV and proper procedures in Section VI -B have been fulfulled III. Use Priority by Type of Service A. First priority will be given to qualified citizens requesting service in the established service area to come to the Edina Community Center activities. The availability of this service will be based on the availability of volunteer drivers B. Second priority will be given to special trips and activities of the Sr. Citizens program provided the criteria of Section IV -B are met C. Third priority will be given to special trips and activities of city sponsored departments, programs, or associations - provided the criteria in Section VI• -B are met D. Medical related activities will be scheduled in accordance with item B in this Section, to Creekside Center only. This is not an ambulance service, medical appointments should be handled in other ways such as through public safety agencies, private ambulance agencies, other private and/or public transporation providers IV. Service Area Limitations The Edina Special Transportation vehicle is licensed for intra -state travel only and will operate within the City limits of Edina, the only exceptions being: A. Edina Sr. Citizen Community Center activities or need that may be out of the city limits but within the seven county -metro area, and will not interfere with regular time schedules or use priorities B. Any qualified leasing user described in Section I -B whose activities are out of the city limits but within the seven county -metro area, and will not interfere with regular time schedules or use priorities C. Further exceptions for A or B in this Section must have written approval' of the Director of the Department of Park & Recreation and the City Manager r V. Service Time Limitations A. Regular service is being offered from 8:00 a.m. to 4:15 p.m. on Monday through Friday, based on the availability of volunteer drivers to provide the service B. Leasing users will be bound to a time limitation only in that the vehicle must be available to the regular time schedule and the vehicle, if returned after 4:15p.m., must be returned to the City Hall and keys checked in with the Police Department VI. Service Reservation Procedure i A. Regular Service Users 1. Must call or otherwise give at least one day notice in advance of need for transportation 2. No reservations for service will be accepted after 2x80 p.m. B. Leasing Users: 1. Must file a. confirmational use permit 2.
