RE: COMMUNITY SEMINAR - April 21, 1979

Here I would like to discuss with the Park Board and the public the
role of the Park Board and the City in the management of the Art Center,
the liaison and participation with the Athletic Associations and also,
specifically, some of the items that were discussed in the Bond Issue
that was turned down a few years ago to determine how we are coming on
that and whether it is advisable to pursue the same again at this time.
Bob Kojetin has a written statement regarding our relationship with the
athletic groups and here I would suggest that this be brought forward
and it might be wise to consider inviting the officers of the various
athletic groups to the meeting so they can hear our comments.
Incidentally, on these things no decisions will be made at the meeting.
These are for discussion purposes and for public imput and will then
follow at set times in the future for decisions.

At the last P.T.A. Council meeting a discussion ensued regarding scheduling of
buildings for community use. Bob Kojetin and Rick Jacobson from the city park
department were present as weld as principals and P.T.H. presidents or their
alternates. Scheduling of the buildings to reduce conflicts have been reasonably
successful to date. However we are always interested in improving and to this
end we have decided to dust off our procedures and make better known any suggested
changes. Basically they are as follows.
In order of priority, the use of buildings will be: first, by students and staff;
second, P.T.A.'s and their related activities; third, park and recreation programs;
and lastly, community residents at large. When a conflict occurs, direct communi-
cation to find an alternate should occur between the parties involved. In every
instance, a building permit should be completed with a copy sent to the Park Board.
This copy will serve as a "fail/save" notification. The Park Board in turn will
send to each principal a copy of its annual schedule.
This year we are asking that the Park Board complete its scheduling of activities
in mid-September with the P.T.A.'s identifying theirs for the year as best they can
by September 30. If changes are necessary they should be made no less than two
weeks prior to the date the facility was originally scheduled. If two weeks notice
cannot be given, then the original user of the building will have priority.*
We have in the past attempted to make Tuesday night elementary activity night with
Monday, Thursday, and Friday evenings assigned to secondary and Wednesday being

activities -- elementary/secondary -- require parents to be two places at one time.

RULES & PROCEDURES
EDINA SPECIAL TRANSPORTATION
® I. Qualifications
A.
Regular Service Users.
1. Resident of the City of Edina who has:
a. Reached the age of 55 =-
b. A legal permanent physical handicap or
c. A temporary major disability
2. Individual must exercise a degree of mobility to be basically
self sufficient
3. Be willing to provide needed emergency and handling information
B.
Leasing users must fall into one of the following areas:
1. A city department
2. Participating in a city sponsored program
3. An athletic association under the auspices of the Edina Park
and Recreation Department
II. Use
Priority by Qualified Citizens or Groups
A.
Regular service users
1. There shall not be any preference given to a particular individual
or group of individuals requesting transportation service who have
met one or more of the qualifications in Section I -A
2. Tranportation will be offered on a first come, first served
basis, provided it is in accordance with Section III, and proper
procedure in Section IV -A has been fulfilled
B.
Lease Users
I. There shall not be any preference give to a particular group
requesting the use of the vehicle who have met one or more of the
qualifications in Section I -B

2. Lease of the vehicle will be offered on a first come, first served
basis, outside regular service hours, provided it is in accordance
with Section IV and proper procedures in Section VI -B have been fulfulled
III. Use Priority by Type of Service
A. First priority will be given to qualified citizens requesting service
in the established service area to come to the Edina Community Center
activities. The availability of this service will be based on the
availability of volunteer drivers
B. Second priority will be given to special trips and activities of the Sr.
Citizens program provided the criteria of Section IV -B are met
C. Third priority will be given to special trips and activities of city
sponsored departments, programs, or associations - provided the criteria
in Section VI -B are met
D. Medical related activities will be scheduled in accordance with item
B in this Section, to Creekside Center only. This is not an ambulance
• service, medical appointments should be handled in other ways such as
through public safety agencies, private ambulance agencies, other
private and/or public transporation providers
IV. Service Area Limitations
The Edina Special Transportation vehicle is licensed for intra -state
travel only and will operate within the City limits of Edina, the only
exceptions being:
A. Edina Sr. Citizen Community Center activities or need that may be
out of the city limits but within the seven county -metro area, and will
not interfere with regular time schedules or use priorities
B. Any qualified leasing user described in Section I -B whose activities
are out of the city limits but within the seven county -metro area,

of the Director of the Department of Park & Recreation and the City Manager

V.` Service Time Limitations
A. Regular service is being offered from 8:00 a.m. to 4:15 p.m. on
Monday through rriduy, based on the availability of volunteer drivers
to provide the service
B. Leasing users will be bound to a time limitation only in that the
vehicle must be available to the regular time schedule and the
vehicle, if returned after 4:15 p. m., must be returned to the City Hall
and keys checked in with the Police Department
VI. Service Reservation Procedure
A. Regular Service Users
1. Must call or otherwise give at least one day notice in advance
of need for transportation
2. No reservations for service will be accepted after 2:30 p.m.,
B. Leasing Users:
1. Must file a confirmational use permit
