Police Starts New Neighborhood Program
Neighborhood Engagement Officers focus on building relationships
The Edina Police Department has a new a program to engage officers in regular contact with people
living in high-density housing complexes, senior housing complexes and neighborhoods. The new
initiative, called the Neighborhood Engagement Officer (NEO) program, began in November.
The program allows officers more opportunities to make connections with residents and property
managers and develop relationships as needed in each area based on their skills and interests and
the needs of each neighborhood.
“As a department, we’re looking for proactive ways to connect with the community and develop
new relationships,” said Sgt. Brian Hubbard, the coordinator of the NEO program. “There isn’t
another program out there exactly like this that I’ve seen. We’re building our own framework.
Because of that, it will be a work in progress.”
The goals of the Neighborhood Engagement Officer Program are to:
• Increase the visibility and engagement of officers in designated neighborhoods.
• Encourage officers to be more proactive in community-oriented policing.
• Develop a two-way exchange of information between residents and the Police Department.
Officers are also working closely with both the Edina Neighborhood Connections program for
organized neighborhoods and the Parks & Recreation Department to keep communities feeling
connected and building stronger relationships with the Police Department.
“The Parks & Recreation Department partners with the Fire Department to come to the
playgrounds in the summer and they come and bring the hoses and have fun with the kids, but
Police only seemed to be called when there was an emergency. This is a cool thing to give kids
and families a new perspective on Police Officers and they won’t just be out there when there
are problems,” said Recreation Supervisor Amanda Clarke.
“NEOs will be working with recognized neighborhoods as well. They will be available to
meet with each neighborhood and attend the annual meeting,” said Project Coordinator and
Neighborhood Liaison MJ Lamon. “Public safety is one of the main reasons neighbors come
together. We hope that by having someone they can reach out to, we will provide them with a
sense of comfort and more of an open door relationship from the neighborhoods to the City.”

David Fisher has inspected many
buildings in the last 29 years, and was
recently recognized for his passion and
involvement in the building industry.
“He’s been very involved in the process
of code development in every city that
he’s worked in,” said Tom Bakken, Chair
of the Association of Minnesota Building Officials (AMBO). “He cares about the
profession and public safety. What it comes down to is making sure buildings are
built safely and he’s always been passionate about it.”
Fisher was recently named the 2016 “Code Official of the Year” by AMBO,
one of Minnesota’s top building organizations. AMBO is a state chapter of the
International Code Council (ICC). AMBO focuses on building code education and
building code development.
Fisher was the recipient of the prestigious Alvin Kleinbeck Award for Excellence.
“I think this award comes from being involved in the 10,000 Lakes Chapter of
ICC for years and going up through the chairs,” said Fisher. “I was everything
from Secretary to the President in AMBO, and the Code Development Chair the
last two years. I help people get together to talk about code development and
multiple sections in the building code.”
Fisher became interested in building inspections after encouragement from his
wife. He started an 18-month internship with the City of Brooklyn Park, and
then worked as an inspector for Champlin for nine months. Then he was a full-
time housing and building inspector and building official for Brooklyn Center. He
worked for Maplewood for 13 years, before landing his current job with Edina in
March 2014.
“I am not surprised Dave received this award,” said his supervisor, Fire Chief
Tom Schmitz. “He has been in the business for a long time, he knows a lot of
people and he is one of the leaders in the building official world of Minnesota.
He is involved outside of the City in professional organizations. He is well-
connected, well-respected and people reach out to him all the time for advice
and direction.”

Environmental Film Series
to Begin
‘Before the Flood’ to be shown April 20
The Energy & Environment Commission (EEC) annually holds
an energy and environment film series that is free and open to
the public. This year’s series will be held at 7 p.m. at the Edina
Senior Center and will include a variety of critically acclaimed
movies:
• “Before the Flood,” Thursday, April 20
• “Facing the Surge,” Thursday, May 18
• “Merchants of Doubt,” Thursday, June 15
• “The Lorax,” Thursday, Aug. 17
• “No Impact Man,” Thursday, Sept. 21
“This film series is a monthly film screening on topics that will
help residents learn about current and future impacts of our
community’s energy use, and actions they can take to move
toward a smart energy future to support the City’s goal of
reducing greenhouse gas emissions 30 percent by 2025,” said
Commissioner Lauren Satterlee.
The City has partnered with Xcel Energy to develop an energy
action plan to advance community-driven goals around energy.
Sustainability Coordinator and Staff Liaison for the EEC, Tara
Brown, sees the film series as a way for residents to learn more.
“We’re very excited about our partnership with Xcel, and this
film series is a perfect opportunity for residents to learn more
and engage with volunteers and get help and support in the
actions they can take next,” explained Brown.
The EEC plans to continue the momentum built by the film
series by offering a home energy fair in October.
“This film series is a lead-up to the fair to get people thinking
about energy use and their impact, and also our community’s
impact,” said Brown.
Citizens Climate Lobby, Edina Garbage Man, Grandview Tire
& Auto, Jerry’s Foods, Suburban Waste Services and Vierkant
Disposal are sponsoring the movies.
“Having sponsors allowed us to host the series and really focus
on a theme with an expansive offering of films,” said Satterlee.
She also noted that all sponsors made a commitment to think
consciously about their own energy use.

Business/Project: The Oaks Apartments
Location: 5900 block of Lincoln Drive
Developer: Opus Development
Status: Under construction
A portion of the former United Health Group site is
currently being redeveloped. An existing, unoccupied
office building has been torn down and replaced with a
four-story, 250-unit apartment building with 250 spaces
of underground parking. The site will include a dedicated
entrance separate from the office building, and provide
access to the new Nine Mile Creek Regional Trail.
Business/Project: Braemar Golf Course
Location: 6364 John Harris Drive

Status: In progress
The 27-hole regulation course is under construction to
become a better 18-hole course. In addition to creating
wide fairways and a golf course for all talent levels, 4.37
acres of wetlands will be restored and 33 acres of oak
savanna will be introduced. The new 18-hole course will
reopen in 2018. The Academy 9 remains open.

Location: 6754 Valley View Road
Developer: Edina Public Schools
Status: Under construction
A 142,000-square-foot addition is being built on the
existing Edina High School. The additional space will be
used to house the ninth grade, which will move from
South View and Valley View middle schools.
Business/Project: Edina Schools Transportation Facility
Location: 7600 Metro Blvd.
Developer: Edina Public Schools
Status: Under construction
Construction of a new school district transportation
services facility has begun. The 9.25-acre site will
accommodate the current fleet as well as future
program expansion.
Business/Project: Gateway Bank
Location: 4528 and 4530 France Ave.
Developer: Orion Group
Status: Under construction
The developer has removed the existing former oil
change station at 4530 France Ave. and an addition is
under construction above the existing parking garage at
4528 France Ave. that will match the existing building on
that lot. A bank drive-thru is also planned.

The proposal calls for additional public parking with
new luxury apartments and ground-level retail centered
around a new public plaza.

Developer: Town Hall Brewery
Status: Under construction
A remodel and expansion of the existing gas station
building into a restaurant is under way. The project
includes a 1,300-square-foot addition for a cooler,
offices and storage area and a 1,000-square-foot patio.
The restaurant will seat 64 indoor and 11 at the bar. The
outdoor patio area will seat 66.
Business/Project: Sans Souci on Kellogg
Location: Vacant lot at Valley View Road and Kellogg
Avenue, 6112-6120 Kellogg
Developer: Noonan Properties
Status: On hold
The developer proposes a two-story building with
5,000 square feet of retail/office on the first level and
five affordable housing units on the second level on the
empty lot and eight two-story townhomes on adjoining
land on Kellogg. Two single-family homes would be
removed.
Business/Project: The Avenue on France
Location: 6600 France Ave.
Developer: DJR Architecture/Wildamere
Status: Approved
The developer plans to redevelop the 22-acre site
at 6600 France Ave. This includes a five-phase
development. At full build-out, the site would include
a new six-story medical building, six-story hotel, eight-
story residential apartment and two two-story retail
buildings. A new Bank of America is currently being built
on the site. Existing six- and seven-story buildings will
remain in addition to the Tavern on France restaurant.
One existing office building will be removed.

Status: Under construction
Construction is under way on a one-story,
6,993-square-foot, LEED-certified Bank of America
with a drive-up ATM. Merrill Lynch will also be a tenant
in the building, but each business will have a separate,
dedicated entrance.
Business/Project: Commercial Development
Location: 3901 W. 70th St.
Developer: DJR Architecture/Hector Vinas
Status: Approved
The developer plans to tear down the existing gas
station and build a new, 8,030-square-foot retail
building. The design of the building would complement
Phoenix Plaza, a recent redevelopment on the northwest
corner of 70th Street and France Avenue.
Business/Project: Twin Cities Orthopedics
Location: 7700 France Ave.
Developer: Twin Cities Orthopedics/Frauenshuh
Status: Under construction
The developer is building a two-phase development
near the corner of 77th Street and Minnesota Drive to
expand Twin Cities Orthopedics’ operations in Edina.
The first phase includes a 68,000-square-foot medical
office building and a 358-space parking deck. The second
phase will include a 200,000-square-foot expansion with
additional levels of parking added to the parking deck.
Business/Project: The Millennium at Southdale
Location: 6550 Xerxes Ave. and 3250 W. 66th St.
Developer: DLC Residential
Status: Approved
This development project will be built in two stages. The
existing office building at 3250 W. 66th St. will be razed
and replaced with a six-story, 227-unit apartment building.
In a future phase of development, the office building at
6550 Xerxes Ave. will also be razed and a four- or five-
story, 145-unit apartment building will be built. Each
building includes one level of at-grade parking. The two
buildings, comprising 421,268 square feet, will sit on the
site’s 5.65 acres.
Business/Project: 66 West
Location: 3330 W. 66th St.
Developer: Beacon Interfaith Housing
Status: Under construction
The building is being remodeled and expanded into
39 studio apartment units for young adults who have
experienced homelessness. The addition is 11,888 square
feet. The apartments are expected to open in May 2017.
Business/Project: Hilton Homewood Suites
Location: Southwest Corner of 66th Street and York
Avenue
Developer: Noble Investment Group
Status: Approved
The developer will construct a four-story, 146-room hotel
in the northeast corner of the Southdale Center property.
The upscale, all-suites hotel would include an indoor
swimming pool, fitness room, meeting rooms and a large
gathering space called “The Lodge.”
Business/Project: Gateway Pointe
Location: 3101 W. 66th St. and 6612 Xerxes Ave.
Developer: Doran Construction
Status: Approved
The developer plans to remove the existing structure and
build a six-story, 190-unit apartment building on the two-
acre site. The building will have one level of underground
parking.
Business/Project: The Onyx
Location: 6725 York Ave. S.
Developer: Lennar
Status: Under Construction
Construction is nearly complete on the six-story,
296,000-square-foot building with 242 luxury apartments.
Tenant move-in began in late 2016. Alchemy is the first
tenant for 12,000 square feet of first-floor retail.
