The owner of the subject property is proposing to replat and consoli-
date lots 1 through 12, Block 1, Edina Interchange 3rd Addition into seven
lots. This replatting and consolidation is proposed in order to facilitate
the sale and development of the property. No rezoning is requested from the
existing PID Planned Industrial District classification.
Recommendation: Staff recommends approval of the proposed subdivision in
that the proposed lots meet ordinance requirements. Approval is contingent
on the proponent capping all unused sewer systems at the property line. The
proponent should be aware of flood plain conditions which exist on some of the
lots abutting 73rd Street. Filling and development of such .lots will require
flood plain permits from the City as well as permits from the Nine Mile Creek
Watershed District.

Refer to: attached preliminary plat.
The proponent is requesting to divide the subject property into two
lots of 3.23 acres and•two acres, respectively. This division is requested
to facilitate the construction of a warehouse -office building on Lot 2.
On May 19, 1977, the Board of Appeals considered the setback variance for the
proposed building located on Lot 2. This variance requested a setback of
50 feet from Cahill Road, which is consistent with other existing industrial
buildings fronting on Cahill Road. A 75 foot setback is normally required
for industrial uses when located across the street from residential property.
The Board of Appeals continued this request until its June meeting and advised
the proponent to prepare revised site plans and also to investigate moving the
•division line between Lots 1 and 2 of the proposed plat in order to allow
additional area for the building on Lot 2. The proponent has indicated to
staff, however, that he wishes the preliminary plat of Edina Interchange 5th
Addition considered by the Planning Commission as shown without a relocation
of the division between Lots 1 and 2.
Recommendation: Staff recommends approval
with ordinance requirements. Approval is
5 percent of the raw land value.

6. Subdivision Russell R. Wilson Subdivision of Lot 6, Prospect Hills
S-77-10 First Addition. Generally located west of Dublin Road
and north of Kerry Road.
Refer to: preliminary plat, location map, Planning
Commission minutes of May 3, 1972.
Approximately five years ago, the Planning Commission reviewed a three -
lot subdivision of Lot 6, Prospect Hills First Addition. As proposed at -that
time, the three lots would measure 30,400 square feet, 18,900 square feet, and
15,460 square feet,respectively. At that time, the Planning Commission denied
the proposed subdivision based on the sizes of the three lots as they compared
with surrounding residences. The Planning Commission, however, advised the
proponent that a two -lot subdivision would be appropriate.
The proponent has submitted a revised preliminary plat delineating two
lots.. Lot A, which is the location of the proponent's home, measures 33,541
square feet. Lot B measures 24,800 square feet.
The site is characterized by steep slopes and is heavily wooded. In addi-
tion, an existing outlot located at the north end of the subdivision is proposed
to be purchased from the City of Edina to add to Lot A.
Recommendation: Staff recommends approval of the -preliminary subdivision in
that:
1. The proponent has revised the subdivision as was previously requested by the
Planning Commission.
2. Subject property will continue to be used as large single family lots.
Approval is contingent on:
1. Parkland dedication fees.
2. Acquisition of the existing outlot on the north end of the subject property
from the City of Edina.
3. The proponent obtaining a tree cutting permit prior to construction on Lot B.

Subdivision James 11. Wilson's First Addition. James M. Wilson.
S-77-9 Generally located south of West 54th Street at Zenith
Avenue.
Refer to: attached graphics, June 2, 1975, Pl.anaing
Commission.minutes, and subdivision dedi-
cation report.
Approximately one year ago the Planning Commission reviewed a similar
subdivision of this property entitled "Erickson Addition.." At that time,
the Planning Commission recommended approval of the subdivision contingent
on dedication of the flood plain portion of the site. Following the Planning
Commission meeting, the proponent withdrew his request for a subdivision
based on a disagreement with the required parkland dedication. Since that
time, staff has worked with the owner of the subject property in order to '
agree upon proper parkland dedication. After long discussion, the owner and
staff have agreed that a dedication of'the strip of land 100 feet upland of
Minnehaha Creek would be an appropriate dedication in conjunction with the
subdivision. This dedicated area has been identified as Outlot 1 on the pro-
posed James M. Wilson's First Addition.
The proponent is also requ_zsting the further vacation of the west one-
half of Zenith Avenue from 120 feet south of 54th Street to Minnehaha Creek.
The western one-half of Zenith Avenue from 54th Street to 120 feet southerly
has been previously vacated.
Recommendation: Staff recommends approval of the preliminary plat and peti-
tion for street vacation with the following conditions:
1. Dedication of Outlot 1 to the City of Edina.
2. *No fill, structures, or obstructions shall be placed below elevation 853
without the issuance of a special flood plain permit from the City and the
approval of the Minnehaha Creek Watershed District.

Mr. Luce stated the proposed one -lot single family subdivision includes an
unplatted piece of property, part of Zenith Avenue which has been vacated, and part
of Minnehaha Creek. He recalled that about two years ago Mr. Lazlo Fulop proposed
to vacate Zenith Avenue and request several variances to allow the construction of
a house on the property. In connection with that proposal, the City Council at that
time required the dedication of the rear portion of the property for flood plain
purposes to prevent any construction in the flood plain or adjacent to the creek.
Mr. Fulop did not complete the subdivision needed to create a buildable lot,
incorporating the vacated portion of Zenith Avenue, and to dedicate the rear portion
of the property to the City of Edina.
Mr. Luce stated the necessary subdivision is now being requested by Mr. Ronald
Erickson, who would like to design and construct a house facing W. 54th Street and
dedicate the rear portion of the property (Outlot A) as previously requested by the
City Council. He recommended the proposed plat be approved contingent on the dedica-
tion of Outlot A.
After brief discussion, Mr. G. Johnson moved the preliminary plat of "Erickson
Addition" be approved as presented, contingent on the dedication of Outlot A to the
City of Edina for flood plain purposes. Mr. C. Johnson seconded the motion. All
voted aye. -Motion carried.

Mr. Rosland reviewed Planning Request S -76 -II generally located south
• of West 54th Street at Zenith Avenue. Mr. Rosland recommended that since
this piece of property abuts to an existing park, York Park, that the Park
Board accept the land dedication per the.planning dedication report.
Mrs. Lonsbury moved to accept the land dedication as set forth in
Planning Request 8-76-11. Mrs. Shaw seconded and the motion was approved.
RICKSON ADDITION PRELIMINARY PLAT WITIIDRAUN BY PROPONENT. Council was advised
that the developer of Erickson Addition had withdrawn his request for preliminary
plat approval for property located South of 1•7. 54th Street at Zenith Ave. No

SUBJECT: Park Board Meeting of June 14th, 1977.
I want to urge all of you to attend the June 14th meeting: the
agenda (enclosed) has several items that may bring a number of guests
and we would need a quorum in order to make several decisions.
Item number two, McGuire Park Plans, may draw several interested
neighbors to our audience. (Plans were drawn by the neighbors and
they reveiwed them at a neighborhood gathering.)
The park was originally improved in the early 1960's and no
appreciable capital dollars have been spent on the park since that
time. The capital improvements budget indicated $4,500.00 available
to be spent on McGuire Park this year. I am sure the neighbors are
talking about spending more than this,as what they have decided will
cost more than $4,500.00: I am sure that we will have to phase the
program over several years, if in fact you approve the plans as they
are presently drawn.
Attached to this memo is a packet which gives you general informa-
tion on disc golf. Mr. Hyde and myself have met with the promoters of
this game and feel that it has enough merit to present their proposals
to the Park Board.
As you know, the Park Board is presently short some members and
if you would like to recommend several individuals, you can mention
them to me and I will pass them along to the Mayor,lor you can contact
the Mayor directly.

SUBJECT: Morningside School Property Disposition
Attached to this memorandum is an aerial photo with a plat overlay of the
Morningside School, Weber Park, and adjoining properties. As you are aware,
the School District has declared Morningside School as excess property and
is closing the school this fall and is anxious to dispose of the property.
Mr. Hyde asked me to serve on a committee consisting of several Morningside
residents and Mr. Don Pryor: the citizen's feeling was that their number
one priority would be that the City of Edina retain the whole school site
and that the present park area be extended. My comments to that group was
that the City may be interested in the site, but that it would have to be
a donation from the School District.
The property that the School District owns extends from 42nd street to a
line approximately five feet in front of the present park building. (You
will note that this line is drawn on the aerial photo.) It was my deep
concern that before the School District disposed of their property, that
the City of Edina make an effort to retain that portion of the property
which is presently used for the winter skating facilities and park purposes.
A dotted line has been drawn approximately in the area that we feel the
City should retain, which is approximately two acres in size.
Mayor Van Valkenburg, Mr. Hyde and I have met with members of the School
District staff and the School Board to discuss how the City might obtain
this property. The School District had an appraisal of $22,500.00 per acre.

Our City Assessor, Mr. Kent Swanson, appraised it at approximately $15,000.00
per acre. After some discussion, it was proposed that the City buy the
property for $37,500.00. There was some discussion that the City might pay
for the property by exchanging ice time at Braemar over the next few years
instead of a cash outlay, however, there is concern that this may be illegal
since the arena is a revenue producing facility and has responsibility to
its revenue bonds.
At the present time the only feasible way the Park Department has to
finance the purchase is to ask the School District to extend our payments
over a five year period and that we pledge approximately $7,500.00 a
year out of our capital improvements budget allocation. At the present time
all of our other financial resources such as community development funds
and the developers fund are committed.
