Dear Frank:

I have had the problem of Utley Park go through
my mind many times since you correspondended with me last, and
since our various conversations.
As I indicated to you early in the game, I think the
offer of your family to try to improve Utley Park was and is very
commendable. I appreciate the efforts that you have taken, and
have searched my mind as to the best way to try to resolve this.
I know that you would like to have some area designated
as "Thorpe Park" or "Thorpe Memorial Park" or something that recog-
nizes the contribution of your family.
I know that you people are also interested in the safety
of children who would be using this facility, and of course that was
one of the main concerns of the Park Department and Park Board. They
are concerned with this. Thus, I do question the value to you and to
the City, and more particularly to the residents of the Country Club
area of putting in a hockey rink in the area of the Utley Park. It
seems to me that it would destroy some of the trees and the other
uses there and would not make it an appropriate place or improvement.

Another thought that has occurred to me in this project
that I hope will get some strong impetus in the year 1976, is the
development of the Art Center on 44th Street. That is something in
your area and is something that we are attempting to raise money on.
As with several of our projects, we have held off on them until the
referendum, and of course, upon receiving the news on that that the
capital improvements program was not accepted, we did hold it up for
further analysis of our approach.
I do not have the financial details in front of me, but
I know that monies are needed, and with a contribution of the size that
your family is talking about, I am certain that we could designate
appropriately the contribution made by you people. I do not know about
naming the building or the tract in that manner because I haven't really
faced that issue. I guess one question I would have is how important
it is to your family to actually rename a park or building. Certainly
we would expect to give proper recognition, and certainly would expect
to have a permanent plaque acknowledging the gift, but whether it is
• appropriate to name the entire project after an individual or not I am
not certain.
I am also concerned with the naming of parks and libraries
and so on after developers. I say that because I am not certain where
we would draw the line. Edina has been blessed with a multitude of good
developers including your predecessors, and they have done an excellent
job on behalf of the City. They have worked closely with the Planning
people, and I think have performed in an admirable manner. I know it has
not always been easy over neighborhood opposition but I feel should be
commended. However, if we start to recognize and applaud one, it would
mean that we have started a precedent that might get us into some situa-
tions where we would have to hurt some feelings, and I do not believe
that that is necessary.
If it would help I would be happy to meet with you and with
the members of your family to discuss this matter of the Art Center and
would at that time have with me Ken Rosland, or whomever you would suggest
who would have some of the details and expectations of that project. It is
going to be a substantial one, and I feel very worthwhile to the City,
and would earnestly solicit and request your assistance in that project.

Mrs. Lonsbury reported some criticisms she had from Mrs. Mary Bevis. Mrs. Bevis
commented that sne had discussed our pool lessons with many mothers and they feel that
people do not see progress in their children's swimming. She believes there is no
evaluation --the teachers do not know the children and attendance taking is not careful.
Mrs. Bevis believes the best part of the lessons is that we provide bus transportation.
Rick Jacobson prepared an agenda as follows:
