Dear Mr.Rosland;
Wish to thank all concerned in our recent meeting regarding the
erection of the bicycle velodrome,I realize it is not an easy matter
to resolve in a short time period.
To me it appears that the principal deterrent at this time is the
method of funding and the nebulous assurance that funds will be returned
to the city of the operation of this track. Since we are up against a
problem of time,I would like to propose to the Park Board the following.
For the period of two years the Park Board would allow either myself
or the Metro Cycling Committee to use the parking lot mentioned,to
erect the track on a trial basis only. Myself or the cycling committee
would provide a security fence and assume the insurance and costs to
operate this facility for this time period. No costs whatsoever would
be incurred by the City of Edina. At the end of the two year period we
could then determine if it should continue or be dissassembled. All of
the costs either way to be born by the cycling committe or myself.
We have the confidence level for this venture to succeed,and feel
that this type of proposal would elminate much critical time on the part
of the park board and ourselves.
Am going out of town on Monday,but will try to contact you by phone
before my flight leaves.

Dear Ken,
Thank you for your letter of February 2 3, 19 76 . I know people in the
Wooddale area will be pleased to find out .needed improvements in our
parks will be started in 1976.
As you know, I first became interested in the Wooddale area parks when
I noticed that other areas of the city had first-class skating facilities .
I am noting in particular the one at 4500 Browndale. This is the one I
used 35 years ago and it is the same today as it was then. Your depart-
ment this year probably kept it maintained better than in any of the past
five years. However, conditions such as warming house, ice heave,
lights and no hockey rink doesn't make it a first-class skating facility
needed for the area. As you know, houses are close together and there
are a lot of people in a small area, and first-class skating facilities
are needed and would be used.
You and I talked a year ago about different areas where we thought a
first-class skating area could be located. We eliminated the 44th Street
property primarily because of lights; the school ground since the area was
needed for school recreation. Utley seemed the logical one. I thought
one was going to be built at Utley last year but problems developed, mostly
the park name change.
Here is what I have been thinking of lately. I think Utley would be the best
area for a skating facility for the following reasons:
1. There is a stop light on 50th Street & Wooddale with sidewalks
leading to the area.

2. The park is far enough from Arden so as to not duplicate facilities
and children .now have to cross 50th at Arden (no stop light - .no
sidewalks to Arden Park) The distance between Garden Park and
Highland Park is shorter than the distance from Arden to Utley.
3. No problem with lights and minimum trees would have to be cut
at Utley.
4. An addition to existing building that already has sewer and toilet
facilities makes permanent shelter building much less costly.
5. Remove existing two tennis courts from Utley and put in 4 tennis
courts at 44th St. property (or possibly 2 at 44th St. property
and 2 at Arden) . By removing the two tennis courts at Utley more
space would be available for general skating since I feel there is
a need for a larger General Skating area than we talked about
earlier. Also additional parking would be available and traffic
on to 50th could be improved. Removal of tennis courts would
leave a needed area to practice football on in the fall. I think
people in the area would agree to removal of the tennis courts
if four were built nearby.
6. I have a feeling that you think someday Wooddale School would be
closed and to use this area. The Wooddale area is laid out around
the school as all sidewalks lead to it, and many homes are close
to the school. Real Estate values would deteriorate if the school
were closed. The latest School Bond Referendum that was defeated
in the city got a strong approval in the Wooddale area (about the
only area in the city to do so) .
7. The current Browndale facility would be closed down although
people in the area would like to have some snow removal for paths.
I am the first one to admit it doesn't make sense to remove good tennis
courts that have a value and move to another nearby location. It all costs
money. Over the long run I think moving doesn't look quite as bad when
divided by years particularly when the overall effect is to greatly improve
facilities in a first-class manner.
A year ago the Thorpe Family was interested in establishing a Memorial to
Mr. Thorpe of some type in the area. It was Mr. Thorpe who gave the Utley
Park land as a gift to the city in the first place. When we talked about funds
for a new skating facility in the Wooddale area last year, we estimated it to
cost $30,000. Your budget didn't seem to have a lot of uncommitted dollars

so I thought of the Thorpe Memorial as a possible way to get some funds.
I thought we had it all worked out as the Thorpes were interested in putting
in some money provided the park could be renamed Thorpe Park. I haven't
talked to all the Thorpes but feel that if the park could be renamed Thorpe
Park I might possibly get up to $25,000 from the Thorpes. I don't think that
the Thorpe interest will go on forever but I will be willing to work on it for
now.
I would like to have you check into the possibility of a .name change for the
park. Browndale Park could be renamed Utley Park as it is closer to where
Mr. Utley lived. With the possibility of $25,000 for improvements, I feel
the city could add $25 , 000. For $50,000, four tennis courts could be built
at the 44th Street property and first-class skating facilities could be put
in at Utley.
I know that the Park and Open Space Referendum of September 4, 1975
approved $950,000 for land acquisition all in the western parts of the city.
I feel the Wooddale area still needs additional facilities and with limited
land available in our area we have to make the most of what we have.
I will be willing to work on getting this aired out by people in the Wooddale
area. Let me know what you think.

Dear Mr. Rosland:
This is confirmation of our previous conservation concerning a certain
piece of surplus land held by the city of Edina and under the control
of your department. The parcel is a small splintered piece located at
Olinger Road and the now Extended Olinger Blvd. As you are aware this
parcel was left due to the rerouting of the new road, and at the present
time is mainly swamp land with a covering of appx ten feet of muck.
We are interested in purchasing the parcel and if allowed to do so in-
tend to leave all the trees and the corner area in its wild state (this
consist of more than 500 of the overall parcel as best we can determin).
We would appreciate your support in our efforts to purchase this parcel
of surplus property from the department. I understand that a final de-
termination will be made within the next two weeks and would appreciate
a meeting with you after determination.

Dear Mr. Rosland:
In regard to our conversation on Monday, I am attaching a "rough" draft for your
review of the proposal that I would like to make in reference to the property located
on Olinger Road and Olinger Boulevard in:bhe City of Edina. As you are aware, the
City of Edina oitins about 6/10's of an acre C+ or -) of the property that fronts on
Olinger Boulevard and is represented by the shaded area on the attachment. My pro-
posal includes the purchase of this property from the City of Edina to complement the
adjacent property of approximately 2.6 acres which I now hold.
I would propose development of this property into approximately six single family
home sites complemented by a meandering duck pond, which would serve both as a wildlife
refuge and as a drainage settlement area for run-off water. Further, all of the existing
trees of any size would be left and would be supplemented by additional plantings to
provide seclusion and.privacy for the entire area.
It is my feeling that this proposal would definitely be a complement to the now
existing unkept area. As you are aware, this would be the lowest density that I feel
would ever be conceivable to place on this property and would be in direct complement
to the City of Edina's overall development plans for the area; it would also provide
additional tax revenues as well as serving as a complementary wildlife and green space
area. In no ti, -ay would the natural beauty of the area be destroyed but rather would be
enhanced.
I am requesting your favorable action on my proposal and will coordinate with Mr.
Greg Luce as well as any other interested officials in the City upon hearing from you
as to the Park Board's recommendations. Thank you in advance for your cooperation} and
your favorable response.

Street and west of Cahill Road.

The proponent is requesting to subdivide this 68,222 square foot
parcel into two lots. The north lot would be 34,515 square feet
and would house a nine unit apartment building. The southern
lot would be 26,400 square feet and would house a seven unit
apartment building. The property is presently zoned R-3 Multiple
Residence District. That zoning categorically provides that no
building may contain more than 12 units, thus the necessary
subdivision is being requested so the developer can achieve his
allowed 16 units. The Southwest Edina Plan indicates that this
is an appropriate use for the site, thus the only obligation for
the developer is for the property to be properly subdivided.
Recommendation: The staff would recommend approval 6f this
subdivision for the following reasons:
1. The use would conform with the zoning requirements.
2. It..conforms with the Southwest Edina Plan.
Approval is recommended with the condition that the appropriate
cash parkland dedication, per the attached subdivision dedication
report, be submitted.

P.S. I have asked the developer to make a short presentation
at the Planning Commission meeting showing the buildings he
proposes to construct on the lots. At the present time the
staff has seen only the floor plans, which is more than

The Planning Commission required platting of the Mark Nelson
property as a condition of the rezoning which they considered
at their March 31, 1976, meeting. The proponent has submitted
a proposed plat for that site which shows a one lot subdivision.
No new public services would be required.
The staff would recommend approval of the proposed plat contingent
on a parkland dedication per the attached subdivision dedication
report.
