As you know the lights have just been recently installed, prior to this there have not been any lights on Braemar baseball field. Part of the contract for the installation of the lighting system is that Humboldt Manufacturing Company, who manufactures these lights, are to focus the lights after the contractor completes construction. At the present time, that portion of the contract is not yet complete. I am sure that when this portion of the contract is completed, any glare that may be toward County Road #f18 will be eliminated and general light in your residential area should also be decreased. Prior to when this contract agreement is completed, the park maintenance crews will try to readjust the lights to eliminate glare until formal comple- tion of the contract. I feel we will be able to adjust the lights so that it will not have the impact on your home that it does at the present time. Edina, Minnesota 55424 Dear Mr. Rosland: I must protest the installation of the new field lights very recently added to the Braemar baseball fields east of County Road 18. As both a traveler on County Road 18 and as a property owner nearly three blocks away, the newly installed lights are both a hazard to driving and a nuisance to property owners. The newly installed lights appear to be significantly higher and brighter than previous lighting for the same fields and cause severe glare to drivers on County Road 18. It is apparent that, with the addition of the new bridge facilities at Valley View and County Road 18, additional traffic hazards will result from these new lights. As a property owner, these newly installed lights are of such a height as to brilliantly illuminate the second story rooms on the south side of my house which is between a quarter and a half mile away from this field area. Previous lights at these fields have been of no bother to us. These new lights are of sufficient hazard and nuisance for me to seriously consider legal action for their removal or mod' is tion. Generally located south of West 70th Street . and west of Cahill Road, north of the future Amundson Avenue extension. Refer to: Attached copy of plat, p-t and area map. .The proponents are requesting to subdivide this 3/4 acre site into one lot for mortgage purposes. In connection with this subdivision, they would be dedicating a portion of property necessary for the future extension of Amundson Avenue. Although the proponent is not rezoning this property, our ordinance states that a parkland dedication must be submitted whenever property is subdivided. Recommendation: The property is served with all of the necessary utilities for development and the applicant is making the proper dedications for road and parkland purposes. Generally located at the southeast corner of France Avenue and W. 55th Street. AND -76-13 Reese/Rova Associates (The Woodbury Company). R-1 Single Family Residence District and R72 Multiple Residential District to PRD -2 Planned Residential District. Refer to: Developer's booklet and subdivision dedication report. The subject property is located on the southeast corner of 55th Street and France Avenue, except for a single family property which is. immediately on the corner (see the location map on page 3 of the developer's booklet). The property is .abutted on the south by a cemetery and on the west by France Avenue. Immediately across France Avenue from the site are R-2 uses._ On the north and west sides of the property are single family homes. The westerly portion of this site has been zoned R-2. For the past five years the owners of this site have been attempting to sell or develop the property for apartments, commercial, office, and everything else. The staff has encouraged the owners to develop the property for low residential useage (either double bungalows or single family homes or townhouses). The owners have attempted to purchase the single family exception at the corner, but apparently for financial reasons, acquisition is impossible. The proposal meets all setback restrictions and provides more than ample parking. It would in fact by the staff's suggestion that during the preparation of final development plans two or four of the proposed outside parking spaces be eliminated, especially those most adjacent to the single family dwellings to the east. The proponents have submitted a landscape schedule,, which is generally not required until final development plan review. The staff would recommend that the landscape plan not be approved as part of this preliminary development plan. In specific regard to the subdivision, the Planning Commission should be aware that there is no public water on 55th Street although a proposal will be heard this winter for a watermain on that street. If water is not available from 55th Street, a lateral must be extended from France Avenue. S-76-23 Z-76-13 Staff Report Page 2 w Recommendation: The staff would recommend approval of the proposed rezoning for the following reasons: 1. The site is an irregularly shaped parcel. The flexibility of PIRD zoning will allow reasonable use of the site. 2. The area adjoins a cemetery and R-2 uses on two of its sides. 3. Although single family homes are located on the other two sides of this property, the proposal calls for sloped roofs and one-story development. The staff would also recommend approval of the subdivision contingent on the following: 1. A developers agreement for water agreeable to the Engineering Department must be signed and submitted. 2. A parkland dedication fee in lieu of land must be submitted pursuant to the attached subdivision dedication report. Generally located north of the Braemar Oaks Apartments, south of W. 70th Street and Cahill Elementary School, east of Lanham Lane and west of Cahill Road. REFER TO: Developer's location map and subdivision dedication report. The Planning Commission at its last meeting approved the subdivision of LaPepinere Addition which was subsequently approved by the City Council. The contract purchasers of that property have now joined with the owners of the adjacent property (Roger Findell) and are now proposing to plat their total ownership into three lots and two outlots, one of those outlots to be dedicated for parkland purposes. This plat also dedicates the remaining portion of the Amundson Avenue extension. Recommendation: The staff would recommend approval of the proposed plat for the following reasons: 1. It conforms with the Southwest Edina Plan. 2. The dedication of the road is necessary to achieve the traffic element of the Southwest Edina Traffic Study. 3. The dedication of Outlot B (the park outlot) completes the Southwest Edina park acquisition plan. Approval is recommended with the following contingencies: 1.
