Mr. Mayor and Council,
My name is Jack Rice and I am presently serving as Chairman of your Park Board.
The Board has requested and accepted with enthusiasm your invitation to meet
tonight in a work session to discuss Edina's total park program in general
and specifically the Board's recommendations to you, relative to one of the
two duties that we are charged with under the City Ordinance. This duty is
to "develop and review plans for the acquisition and development of parks and
recreation facilities".
Introduce Park Board and staff present.
Over the past three months the Park Board and staff have been working to
compile for you:
1. A relatively short but comprehensive review of the park system.
2. A recommendation to you in the area of budget and especially capital
improvements in 1975 and 1976.
3. A recommendation to you on short term (5 year) capital needs.
4. A recommendation to the Council on the areas of special concurrence
between the recommendations and the open space report and the Park
Board's goals for park acquisition and development.
During the last three months the Park Board has held in addition to its
regular monthly meeting, three additional work sessions and participated
in the excellent bus tour of the recommended sites contained in the open
space study. We have conscientiously taken a hard look at Edina's present
program and facilities and projected immediate and future needs in order to make
fa comprehensive presentation to you. Throughout this procedure we have been
guided by the following principles:

1. Edina residents are entitled to have park and recreation programs
of a quality and quantity equal to any in the country.
2. Recognizing the high level of excellence Edina's Park and recreation
program has achieved over the years in offering competitive athletic
programs and recognizing the continuing value of these programs, the
Board's recommendations presented to you tonight have been carefully
formulated to provide increased emphasis in the following areas:
a. Girls participation
b. Cultural activities
c. Senior citizens activities
d. Life time sports
e. Family participation
f. Value of open space and passive recreation
SLIDE PRESENTATION
We hope that the slides have reinforced and reminded the Council of the many
facets of the Edina Park and recreation program. You saw shots of large programs
like which has thousands of
participants a year and you saw shots of programs like
and that may have as few as
participants a year but to the people involved serve as great a need and possibly
more ror that particular individual than the large programs. Two areas that tend
to be overlooked or taken for granted in our park department programs are first
the almost total reliance upon our citizen volunteers as coaches
in a majority of our programs and the ever increasing maintenance and house-
keeping responsibilities of the park department. I think we all recognize the
excellent job the park department does in obvious maintenance areas such as
activity fields, skating rinks, park shelters, lighting, tennis courts, etc.,
etc., but the less glamorous and less obvious but equally important areas such

as Dutch Elm responsibility, maintenance of the highway and city right-of-ways
are just a few of the areas where the department operating responsibility is
ever increasing and demanding more time, equipment and manpower to maintain the
standards that we want for our community.
If you will refer to your packets that the staff has prepared for you, I'd
like to briefly explain them and the Park Board's thought processes in arriving
at our recommendations.
1. Immediate and public interest needs for 1975 and '76-
2. Projected capital improvement needs pro forma for 1975 and '76.
3. Short term capital needs exclusive of 1975 and '76 recommendations.
4. Areas of special concurrence between the recommendations of the
open space committee and the park board's goals.
5. The facility think list for Edina parks and recreation.
Mr. Mayor and Council, this completes the structured part of our appearance
before you tonight. We thank you for the opportunity to meet with ,you and
explain our recommendations. Lie thank you for your generous response to our
special request last year for a share of the revenue sharing fund, for that
enabled us to build r new park shelters. We fully understand your total
responsibility to the City of Edina and all its citizens in trying to make
decisions on all types of requests and priorities for Edina while maintaining
the type of community and life style which we want for Edina and at the same
time exercising a fiscal responsibility. 1 --le appreciate that the council must
function in an era where outside forces seem to be controlling more and more
of our financial destiny.

We on the Park Board serve at your pleasure, we feel that the recommendations
submitted to you tonight are the results of our sincere best efforts, we
believe in our staff and feel that they are the best there is, we feel they
are perceptive to the needs of the community on a balanced basis and recommend
without reservation to you the programs we have presented tonight.

5-75-4 Whiteman Addition. Generally located between Blake Road and Mirror
Lake.

Refer to: Attached subdivision dedication report and survey of site.
The proponents are requesting to subdivide this approximately 10 acre site
into 13 single family lots. The lots would vary in size from 17,000 to
25,000 square feet, with two of the lots in the 100,000 square foot range
(as shown on the attached graphic). The proposed subdivision provides for
a logical extension of Highwood Drive through the Leonard property and
shows a logical subdivision_ for that property which that owner may use in
the future.
The Planning Commission may recall that the property was included in the
Open Space Report, however, it is the recommendation of the ;staff that the
fact that the property is subdivided would not preclude acquisition of the
property by the City for open space.
The property is adjacent to Mirror Lake, and thus a 100 foot easement should
be required.
Recommendation: The staff recommends approval for the following reasons:
1. The proposed use is consistent with the Western Edina Land Use Plan.
2. The proposed development is a logical extension of existing development.
3. The lot sizes are equal to or greater than the surrounding lots and far
exceed the minimum lot size requirement of the zoning ordinance.
This approval is recommended with the following contingencies:
1. That a sewer lift station be required for lots 6 and 7 as part of the
developer's agreement.
2. That the sanitary sewer assessment now levied against the north side of the
property be reassessed on a per lot basis.
3. That the proposed easement between lots 3 and 4 of block 1 be widened
to meet engineering requirements.
4. That a storm sewer easement be provided along the north side of lot 7.
5. That the owner contribute 5% of the raw land value in cash, as identified
on the attached subdivision dedication report.

S-75-3 Don Byerly Registered Land Survey. Generally located at 5204 Blake
Road, between Blake and Schaefer Roads and north of Evanswood Lane.
Refer to: Attached proposed registered land survey and subdivision
dedication report.
The proponents are requesting a division of part of an existing auditor's
plat, and a combination of several existing lots and parts of lots, including
Outlot A, Replat of Evanswood 2nd Addition. The Planning Commission may
recall that that particular outlot as well as the other logs proposed to be
combined have caused problems for past developers in that there is a general
absence of storm sewer and sewer to the site. By combining all of these
properties into one lot, these problems are solved. The average lot size in
the area is about 20,000 square feet, with some of the older lots being
• almost 2 1/2 acres. The proponents are requesting a 6.35 acre lot, and
will leave an approximately 17,000 square foot lot with the house on it.
Recommendation: The staff would recommend approval of the proposed registered
land survey because:
1. It solves the sewer and storm sewer problems of the area.
2. The large lot platting protects adjacent property owners who are concerned
about development in the area.
This approval should be contingent on the following:
1. That sewer be extended from Evanswood Addition north along Blake Road to
serve both Tract A and Tract B.
2. That the pond at the north end of Evanswood Lane, much of which is on
this property, may not be filled or distrubed so that it maintains its
storm water holding capacity.
3. The approval should be contingent on a 5% cash in lieu of parkland
dedication, as determined by the City Assessor and detailed on the attached
subdivision dedication report.
