Dear Tom:
I am enclosing herein a copy of the Statement of Relation-
ship between the Advisory Board and the Council. This was in
general discussed and approved at our December 1st meeting. The
intention was then to send it to each of the Commissions for comment.
This entire matter may be old hat for many. Our purpose is

Also, I think it is helpful for new members of either Commissions
or Council to understand the relationship. Some of the statements
that indicate that the final decisions must be made by the Council,
and the fact that the Commissions are advisory of course, has the
basis in the Minnesota Statutes.
You will find it easier to use this letter and the enclosure
as a means of submitting this to the Commissions, and that is cer-
tainly agreeable.
I would hope that we could have the answers back from each of
the Co=—fissions by February 1st, and I would further suggest that the
comments be directed to ire so that I can try to correlate them and
come back with a final recommended proposal to the Council at its first
meeting in February.
