Generally located at the northwest corner of Gleason Road and the Crossto M Highway. Refer to: Reduced copy of subdivision, folded copy of site plan, and letter of request from the developer. Request: R-4 Multiple Residence District to PRD -3 Planned Residential District. The proponents are requesting to rezone a piece o= property from R-4 nult=nle residential district, with deed restrictions liniting the number of units to 845 to a PRD -3 District condominium type development, as shown on the attached site plan. The staff has been working for some time with the developers and is strongly in favor of such a zoning modification. The develoaers have had a meeting wi,-h is the neighborhood, and they reported that the nei-hborhood concensus is generally favorable. Zoning Recommendation: The staff would there -fore recom:iend approval of the concept for rezoning contingent on an approved subdivis_on for the following reasons: 1. The rezoning is a down zoning. 2. The structures are more residential and blend better with the residential quality of the Viking Hills area. 3. The use is consistent with the Western Edina Land Use Plan. Subdivision Recommendation: The staff would recommend aDoroval of the subdivision contingent on: 1. A 5% cash parkland dedication in the amount of $7,000. Generally located between McCauley Trail and Arrowhead Lake, north of Margaret's Lane and south of McCauley Circle. Refer to: 6-26-74 Planning Commission staff report and minutes. The staff and many of the Planning Commission members have had an opportunity to walk this site, and any of you who drove up the easement as I did found it was impossible to turn around unless you either pulled into someone's garage or backed out. A visual inspection has only recon -firmed my opinion that the request is dangerous and unacceptable. I requested the Traffic Safety Committee to review the proposal, and they recommended unanimously that public street access to all of the lots in McCauley Heights 5th Addition be provided for emergency access and public safety. The Fire Chief is strongly opposed to this proposal. Emergency services (ambulances and police) indicated that it would cause dela;: and recommended against it. Recommendation: For the reasons stated in the 6-26-74 staff report, the staff would recommend denial. Generally located between McCa,^iey Trail and Arrowhead Lake, north of Margaret's Lane and south of McCauley Circle. Refer to: Attached site graphics by proponent and by staff. The proponents are requesting a three lot subdivision with an outlot, generally between McCauley Trail and Arrowhead Lake. The wide black border on attached graphic "A" shows the exact location of those three lots. In meeting with the Engineering Department it became clear that from an engineering, planni^g, and hic "A" shows safety standpoint, the proposal is unacceptable. Grap the future division of Outlot A, and in pink shows the proposed access to all of the lots. The commission should note that the access is by private easement. The deadend private access drives are both inconvenient and potentially dangerous for fire and emergency vehicles. 2. REQULST: 3 lot sin, -le. family SUDkI.I.V-sion EDINA PLANNING COMMISSION STAFF REPORT September 4, 1974 S-74-12 Christine Manor. Generally located at the southeast corner of Interlachen Boulevard and Schaefer Road. Refer to: Survey. The proponents are requesting a subdivision for the area heavily outlined on the attached drawing. That attached drawing also shows the size of the surrounding lots. The southerlymost lot has already received a lot division and the northerlymost lot is the lot on which the existing homesite is located. Thus, the proponents are essentially requesting the creation of the center lot. It should be noted that the subdivision requirements allow only one lot division per tract of land, thus when this proponent requested an additional lot division, he was instructed he must subdivide. The Planning staff sees no difficulty with creating a .96 acre lot in this particular area and would recommend approval contingent on a 5a cash parkland dedication, This recommendation is tempered, however, by the fact •that the Council on August 6, 1973, declared a moratorium on future development in this area until such time as an access road is provided to the County Road 18 and Maloney interchange. Without this road all additional traffic created by any new development will have a tendency to egress from the neighborhood out View Lane and Schaefer.
