STAFF REPORT
November 26, 1974
S-74-15 Gravtower Estates. Generally located north of Pine Grove Road
and south of Mirror Lake.
Refer to: Subdivision Graphic.
Request: Six lot single family subdivision.
The proponents are requesting to combine two existing pieces of property
at the end of Pine Grove Road, east of Blake Road, to then redivide those
properties into six single family lots.
The property has frontage on Mirror Lake. As can be seen on the attached
graphic, the lots are generally of a median size between the Idvlwood
Addition, with 141000-275000 square foot lots, and the Mirror Lakes
Addition, with 30,000-55,000 square foot lots.
The staff :could recommend approval of the proposed subdivision, noting,
however, that the house to be built on Lot 1, Block 1 will have to be
built high on the hill so that sewer services can be properly extended.
This approval is recommended with the following modifications:
1. That a storm sewer easement is shown.
2. That the proposed 100 foot park easement shown on the plat is shown as
a full dedication for park purposes.

Z-74-4 Folke Victorsen. (The Timbers) Generally located at the southwest
corner of Gleason Road and the Crosstown Highway.
Refer to: Final Development Plan Booklet
Request: R-1 Single Family Residence District to PRD -3 Planned
Residential District.
The concept approval for the Victorsen's 74 unit apartment building and 21
single family homes has been granted by the City Council. The developer
then submitted the final development plans, from which the staff was better
able to determine the necessary grading and utility needs for the site.
It was found during the review session of those final development plans
that a substantial loss of vegetation would be incurred by either grading,
utilities, the retaining wall, or by the necessary utility provision.
At that meeting there was a concensus of opinion from the Fire Department,
who for fire access and the desire to have a concrete building, felt a
five story building on the north side would be more desirable.
The staff environmentalist is extremely concerned about the grading and loss
of vegetation, and he, too, wholeheartedly encouraged this staff member to
rethink his earlier negative recommendation regarding that five story
building.
The Engineering Department, in their comments, detailed the amount of grading
and vegetation loss that would be incurred should the single family homes
be allowed to develop. Further, it was the Engineering Department's opinion
that the grade on Timberview Road was entirely too steep.
?.e commendation: I still retain my earlier opinion that this proposal is a
compromise of the environment and development aspects. Thev are, however,
both compromised to too great of a degree.
The staff therefore recommends that the earlier submitted request for five
story apartment buildings be approved, however., at a lower density than the
12 units Der acre reouested. It would be the staff's suggestion that we
allow eight units per acre and that the building mass he almost immediately on the
north lot line of the property, thus minimizing the cutting into the hill.
If variances are needed for that location, it would further be our recommendation
that they be granted as part of the PRD request.
It would he understood that this development would he the final development
for the entire site and that the rest of the land remain open. The best
possible solution to ensuring its preservation Mould he that this total site,
exclusive of the minimum needed for the building and construction, he
dedicated to Edina as parkland, and that a life estate or some other instru-
ment he negotiated for the one acre property at the top of the hill.
