April 17, 1961 RECONSIENDATION FOR PROCEDURE TO FOLLOW IN DEVELOPMENT OF GOLF COURSE By action of the Legislature in a new statute just passed, although not yet signed by the governor, the means for financing the development of a golf course is available if the Edina Village Council elects to take this course of action. It is now possible for the Village Council, on its own motion, to sell general obligation bonds, pledging the profits of the liquor store and behind this the credit of the Village itself for the purpose of such a thing as building a municipal golf course. Proceeding then, under two assumptions (1) that the Village will at some time build and operate a municipal golf course and (2) that the Council will deem it feasible to sell bonds for construction of golf facilities and subsequently so act, the following course is recommended: 1. That we get cost estimates for golf course construction based on actual working drawings from which quantities may be taken off, unit prices applied and accurate costs computed. 2. That a report be done on anticipated use, revenue and operating costs of an Edina Municipal Golf Course. 3. That Harrison and Associates be authorized to provide immediately with number crie, i.e., the working drawings and construction cost estimates. 4. That the Park Board golf committee, composed of Mr. Crinkley, Mr. Diercks and Mr. Greer, with Mr. French, prepare the report projecting use, revenue and operating costs. • E April 14 1%1 MEMO TO: Edina Pa:;k Board FROM: C. E. French SUBJECT: Report on estimates of costs for development of Hays Farm. The enclosed report was prepared primarily by Harrison & Associates. The items appearing here, together with estimates, cover the comprehensive development of the Hays Farm according to our land use plan. Most of the estimates were derived from current topographical in- formation and o16 soil borings (all of which need verification) with the application of common unit prices for work involved. The large scale dredging and grading estimates were prepared from rough grading plans from which quantities could be taken off and unit prices applied. It is feasible, by using these figures as a guide, to set up a development program in phases according to the ways and means available to finance the program. You will note that a time schedule appears in the left hand margin which depicts the estimated length of time it will take to do a particular part of the program.' Although the order of the presentation does, in fact, indicate a logical progression in which the work could well proceed, this order should not ;~necessarily be construed as the construction phase program.
