F-ronch Scc' y to Edina Park Eoazd TG: THE EDINA COUNCTL The enclosed report covers the expenditures and accomplish- ments of the present park bond money and a proposal for continued development of the Edina Pack system. The Park Board submits this report to the Council in pre- paration for and as the subject of the corning joint C,ouncilg Park Board meeting on January 25,M1960 at 8.30 P.T.A. Clifton E. French Sec"! to Lie Edina Park Board STATEMENT OF POLICY RECOt.U.'iENDED BY EDINIA PARK BOARD ON DIEDICA_TIO1' OF LAND ALONG WINS MILE CREEL; FOR PUBLIC MPPO ES This policy is being established for the long-range .land developmoT:t of those areas adjacent to 9 -Mule Creek in the Village of Edina, to serve as a broad general guide to all concerned. It is the specific intent to reserve the 9.114ile Creek and a strip of land on both sides of the Creek channel as a water -shed area, and to preserve thi;. facility as a portion of the open spaces for the general community. The dedication of a strip of land approximately 100 feet wide on both sides of 9-113le Creek channel shall be the objective, although Lh is may need be varied, depending upon channel irregularities, water -shed factors, surround- ing land useene, land values, and other perti.nent factors. In the event that the flood area of a particular davelopment exceeds the 100 -foot objective represents a fair value less than the five percent dedication obligation of the developer, consideration should be given to pre- serving a greater area. 'w, ere fair land value of 100 feet on each side of the channel exceeds the developer's five percent land dedication obligation, or where the full 100 foot area is not deemed essential because of land topography, consideration should be given to (a) compensating the davolopor ,`or the fair value in excess of the five percent dedication obligation, or (b) consolidating dedication obligations from other developments, or (c) reducing the lay.d reserved to less than the 100 -feet objective.
