I. Call To Order
Chair Gieseke called the meeting to order at 7:03 p.m.
II. Roll Call
Answering roll call were Chair Gieseke, Members Jones, Good, McCormick, Strother, Nelson,
Greene and Student Member Lohani. Staff present: Park Board Staff Liaison Ann Kattreh,
Assistant Parks & Recreation Director Susan Faus, Administrative Support Specialist Janet
Canton and Edina Art Center General Manager Michael Frey,
III. Approval Of Meeting Agenda
Motion made by Good to approve the meeting agenda. Motion seconded by Jones.
Motion carried.
IV. Approval Of Meeting Minutes
Motion made by Strother to approve the Jan. 12, 2016 minutes. Motion seconded by
Nelson. Motion carried.
V. Community Comment
None
VI. Reports/Recommendations
A. Grandview Facility Operational and Feasibility Study
Staff Liaison Kattreh introduced the following members of the task force and consulting team
that were present:

George Sutton, Sutton & Associates

Michael Frey, Edina Art Center General Manager
Susan Faus, Assistant Director Parks & Recreation
Staff Liaison Kattreh informed the Park Board that tonight’s presentation will be the same
presentation they plan to give the City Council at next week’s work session. She noted that

the goal for the work session is to receive feedback from the City Council on the core and
enhanced programs they would like the task force to pursue moving forward with the
feasibility study. She stressed it’s very important to receive feedback from the Park Board
tonight.
Mr. Pechaty gave a Power Point presentation to the Park Board on where they currently are.
He indicated they are approximately half-way through at this juncture having identified some
potential programs for the facility, created a needs assessment and market analysis as well as
assigned some potential construction costs and operating costs for a range of alternatives.
Park Board members asked questions and gave their feedback during the process.
Members Greene and Nelson left the meeting at 8:13 p.m.
Members Jones showed the Park Board two charts she put together. One was with regards to
program space and the second chart was with regards to the core cost recovery.
Staff Liaison Kattreh thanked the Park Board for their great feedback.
B. 2016 Annual Work Plan
Assistant Parks & Recreation Director Faus went through each initiative of the work plan
and discussed the timeline. She explained to the Park Board she will provide more details
about the process with each board member when they have their initial kick-off meeting.
C. Election of Officers
Chair Gieseke stated that because they no longer have a quorum they will need to table
the election of officers to the March Park Board meeting.

VIII. Chair And Member Comments
Chair Gieseke indicated that at the end of the month Members Jones and Segreto terms on
the Park Board will come to an end. He thanked them for their six years of wonderful service;
it is very much appreciated.
Member Jones thanked the Park Board and staff for always being so good to work with.

IX. Staff Comments
Staff Liaison Kattreh made the following staff comments:
• A new high efficiency filter was installed at the Edina Aquatic Center
• On Jan. 30 Centennial Lakes hosted the Quinn’s Cup; there were hundreds of
participants
• Braemar Golf Course, along with Hoigaards, hosted a snow shoe event in January and
will be hosting another one in February
• Both the golf dome and Tin Fish are doing well; they have been very busy
• Braemar Arena will be hosting an event called “Frozen Fantastical” on Feb. 16
• Braemar Field will be offering some teen nights for ages 11 to 17
• The indoor walking track at Braemar Field has been getting a lot of use
• They are hoping to keep the outdoor ice rinks open through the end of the month,
weather pending
• Thanked Member Jones and Member Segreto for the wonderful service and guidance
they have provided to both the Park Board and staff
X. Adjournment
Motion made by Gieseke to adjourn the Feb. 9, 2016 meeting at 8:55 p.m. Motion seconded by Good.

Tree and Memorial Bench Donation Program
Information / Background:
City staff has been developing a Tree and Memorial Bench Donation program.
The intention is to start the donations program with trees and memorial benches and expand the
list of opportunities as staff identify and prioritize needs in the parks. Trees and benches are the
most predominant request the Parks & Recreation Department receives from residents wishing to
make a donation. We have researched what other cities are offering locally and nationally and feel
like this program is a good starting point for the Parks & Recreation Department.
Action requested: Park Board to review and approve the Tree and Memorial Bench Donation
program. If approved by the Park Board, staff will begin to immediately implement the program.
City Council adopted a revised Donations, Sponsorships and Advertising Policy in November of
2014. The Tree and Memorial Bench Donation program follow the parameters established in that
policy.

Legacy in the Park
Tree and Memorial Bench Donation Program
Thank you for considering the donation of a tree or park bench to the City of Edina. Below is some
information on how trees and benches are added to our community.
TREES
City staff plant trees in the spring and fall. All trees conform to city standards for new tree plantings
(2” caliper for deciduous trees or 6’ tall for conifer trees), and are planted during normal business
hours. In order to preserve the landscape of all parks, no plaques, markers or signage are installed
with trees. Donors, with guidance from city staff, select the park and type of tree best suited for the
donation. The city guarantees tree survival for one year after installation date and protects all
deciduous trees with a plastic tree guard.
The city provides all donors with a certificate commemorating the tree donation. Please note that
the City of Edina Parks & Recreation Department Tree & Memorial Bench Donation form and
payment must be completed and on file with the city before the tree is ordered.
BENCHES
Public benches are used by everyone! Bench locations are chosen with donor preference and park
needs taken into account. Benches are installed from June to October. The bench style used is
DuMor metal with an inlaid bronze plaque created with the donor’s inscription as stated on the Tree
and Memorial Bench Donation form. Great care is taken to maintain city benches. However, should
a bench become damaged beyond simple repairs; the city reserves the right to remove the bench.
The city provides all donors with a certificate commemorating the bench donation. Please note that
the City of Edina Parks & Recreation Department Tree and Memorial Bench Donation form and
payment must be completed and on file with the city before the bench is ordered.

Creek Valley School Park Donation
Information / Background:
The city was approached by a resident who wishes to make a donation to honor his late wife who
passed away in 2015. The donor would like the city to add a permanent sun shelter and memorial
bench near the tennis courts at Creek Valley School Park. City staff has been working with the
donor on the selection and placement of the shelter and bench. Staff is still working through all of
the specifics included in the project with the donor but wanted to provide the Park Board with an
opportunity to review the project and provide feedback. A few items that still need to be decided
are the size of the shelter and the landscaping around the shelter.
As designed, the donation will exceed $25,000. After all of the details of the project have been
determined the donation will be brought before City Council for final acceptance at the March 15 or
April 5 meeting. City staff anticipates starting to construct the shelter the end of May.
Staff is supportive of this new amenity and believes it will be a great enhancement to the park and
will be utilized by many residents of the community. This donation aligns with the need for more
gazebos, shelters and outdoor gathering spaces identified in the Park, Recreation and Trails
Strategic Plan.
Action Requested: Review and Comment. Member comments will be included in the staff report for
the council packet. No vote will be taken.
City Council Updates

• GRANDVIEW FACILITY OPERATIONS & FEASIBILITY STUDY
Director Kattreh introduced the consultant team and asked Mr. Pechaty to lead the
presentation of the report. Mr. Pechaty presented the results of the study outlining a
draft space program with a set of core facility components and another set of enhanced
facility components. . The team presented their findings to date, along with potential
facility programs and associated capital and operating budget implications. The council
was able to ask questions of the consultants and staff about the various components and
costs. Following the presentation the council indicated their hesitancy to move forward
on an enhanced center with the large capital expenditure. Council indicated they would
need to likely go to a referendum for such a facility before a final decision could be
made. “The Council directed staff to complete the study, investigating Option B, Core
facility plus event venue and bring the study results to the Council.”
• 2016 Board & commission appointments were made.
