Minutes City Of Edina, Minnesota Park Board Edina City Hall, Council Chambers February 14, 2017 I. Call To Order Chair McCormick called the meeting to order at 7:03 p.m. II. Roll Call Answering roll call were Members Strother, Nelson, Good, McCormick, Miller, Gieseke, Dahlien and Student Members Hulbert and Gustafson. Absent were: Members McAwley and Mohs Staff present: Park Board Staff Liaison Ann Kattreh, Assistant Parks & Recreation Director Susan Faus and Administrative Coordinator Janet Canton III. Approval Of Meeting Agenda Motion made by Gieseke to approve the meeting agenda. Motion seconded by Strother. Motion carried. IV. Approval Of Meeting Minutes Motion made by Good to approve the Jan. 10, 2017 minutes. Motion seconded by Nelson. Motion carried. V. Community Comment None VI. Reports/Recommendations A. Chair Term Limit Feedback Staff Liaison Kattreh explained to the Park Board that City Council is looking for feedback regarding chair terms. After discussion the Park Board members felt the two-year term limit is a good amount of time. B. Fred Richards Park Project Update Staff Liaison Kattreh gave the Park Board an update on the Fred Richards Master Planning process. She explained what has been done from a process standpoint to date and what they plan to do moving forward. She did not report on the findings they’ve had from the Draft Minutes☒ Approved Minutes☐ Approved Date: Click here to enter a date. community meetings and the surveys to date; that report will be presented at the next Park Board meeting. Staff Liaison Kattreh gave a timeline of the project. Park Board members asked questions, had discussions and made comments. C. Park Assignments Chair McCormick asked the members if anyone would like to add a park that has not been assigned or if anyone no longer wants to stay assigned to a park they already have. Member Nelson asked to be assigned to Tupa Park. Member Strother asked to be assigned to Grandview Square Park and Sherwood Park. Chair McCormick indicated she will send Member Mohs a note letting him know he has been assigned to St. John’s Park. Chair McCormick asked the Park Board members to frequent their assigned parks and see if anything is needed for beautification or improvement. It was decided for some items the Edina to Go App should be used. It was also decided there would be a standing agenda item that will allow Park Board members to recap anything they may have to share from their assigned park. Administrative Coordinator Canton will let members know when their assigned park has been scheduled by an adopt- a-park group for a clean-up day. D. Park Signage Update Assistant Parks & Recreation Director Faus informed the Park Board she had compiled all of the information she received from the Park Board members at the last Park Board meeting and shared it with Sign Crafters to use as a starting point in designing the main park entrance signs. On Jan. 26 the Park Signage Committee met and reviewed the different designs and provided some good discussions on what they liked and did not like. Mike Lawrence from Sign Crafters went over the four different design options. Park Board members asked questions, made suggestions and had discussions. The Park Board agreed they like option four with a few changes being made and would like more information on the materials used. Election of Officers Motion made by Good to nominate Member McCormick as Chair of the Park Board. Motion seconded by Gieseke. Motion carried. Motion made by McCormick to nominate Member Good as Vice Chair of the Park Board. Motion seconded by Gieseke Motion carried. VII. Correspondence and Petitions A. City Council Updates Jan. 18 and Feb. 7 Member Dahlien asked if the sprayers are part of the improvements that are being done at the Aquatic Center this spring/summer. Assistant Parks & Recreation Director Faus replied they are not part of the improvements that will be made. VIII. Chair and Member Comments Member Nelson indicated the spring/summer registration started on Monday and knows there was a lot of angst around it and she wanted to say thank you to the staff. There were a lot of people having issues but there were a lot more people who were able to successfully register. Staff Liaison Kattreh explained there was a staff error on the golf registration page that they became aware of at 8:02 a.m. They realized the button to go from view mode to live mode was not clicked so it took several minutes to fix all of the golf course programs to make them live. The good news is they were able to get everyone registered for the golf programs they wanted. On the first day of registration they had 2,941 registrants and $233,270 in revenue. Member Good stated with regards to the correspondence in their packet requesting a playground specifically with more park features at Van Valkenburg Park he thinks they need to think about how they define underserved. He noted there are four parks within 1 ½ miles of that location. He asked how they assess that it truly is an underserved neighborhood; should residents look at whether or not they have a playground within one-mile walking distance? Staff Liaison Kattreh replied that the walking distance goal is stated in the strategic plan and it’s less than 1 ½ miles. IX. Staff Comments Staff Liaison Kattreh gave the following updates: Draft Minutes☒ Approved Minutes☐ Approved Date: Click here to enter a date. • The outdoor ice rinks are closed for the season. • May 6 is the first day for planting at the Yorktown Park Community Garden; all but six gardeners renewed their plots from last year. • Braemar Golf Course and Tin Fish have been very busy; they’ve had trivia night, paint classes, bean bag league, music in the banquet room, one snowshoe night (unfortunately one was canceled due to lack of snow) and Friday night fish fry that have kept the facility busy all winter. • The City Council is expected to take action on the name of the Park Board at the Feb. 22 council meeting. • The Edina Garden Council is proposing to donate $14,000 to the City of Edina for the renovation of the Memory Garden at Arneson Acres Park at the Feb. 22 council meeting; the $14,000 is designated for the design of the garden. Every possible green space has been analyzed and accounted for. • Creek Valley, which is deteriorating quickly, is ESC's dedicated game site for younger age groups (Junior Fields) • Grading and drainage issues often make Creek Valley fields unplayable • The last couple of years, ESC has been denied access to Creek Valley until later in the summer season due to concerns for the conditions of the grass and player safety • Prior to 2017, Edina Park Maintenance Staff had already deemed one Creek Valley Junior field permanently "unplayable." • The Nine Mile Creek Trail, which is being cut through Creek Valley, will likely further reduce available field space and field rotation options • Between the unplayable field at Creek Valley and the Nine Mile Creek Initiative, ESC stands to lose half of its game fields at a time when demand is at its peak. • 52 of 54 (96%) ESC matches could not be played at Creek Valley last Fall due to unplayable field conditions • Including practices, ESC estimates that more than 80% of all soccer activities did not go forward at Creek Valley during the Fall of 2016 • ESC and ESA have fully or partially funded several irrigation initiatives to help increase utilization of the grass field assets to which we have access. • Strachauer (ESA) • Highlands (ESC and ESA) • Alden Park (ESC) • (ESC is currently requesting quotes to extend irrigation at Strachauer) • ESC funded the Futsal Court to increase practice and play options for Edina athletes in the Braemar Backyard. I also noted that a funding source for this has NOT been identified, which leaves me less than confident. I also see a "Master Plan" is programmed for next summer, which I greatly appreciate following our several discussions on this topic. I wanted to see what the reality of playground replacement actually happening this summer was? Is this something the City is serious about, or just a list of things we wish we could accomplish? For those not familiar with the park, I've attached a few photos that show the existing condition of the park. From chipped paint, cracked plastic and basketball court, rust, broken (and extremely outdated) play equipment, lack of places for parents to sit and watch their kids play, and dangerous structures, I am making a plea to please make this a serious priority for the City! One photo includes my 2 year old daughter next to the "toddler" play equipment. As you can see the first railing for her to "climb" on is up to her armpits. Not really accessible if you ask me. I know how much work everyone does each year to make our City the great place it is, but dated parks is just not the "Edina Way" in my opinion. We need to figure out a better funding source to replace and maintain our EXISTING parks before we start building new parks (i.e. Fred Richards!). Park Dedication fees are historic and frankly not suited for a fully developed community such as Edina. I know we can do better - be the leader! This year, nearly 3,600 children — split almost evenly between girls and boys — are playing organized soccer in Edina. The total number of players belonging to the Edina Soccer Association (ESA) and Edina Soccer Club (ESC) represents approximately 43% of all school-age children in the city. And participation is on the rise. As one data point, ESC participation rates have grown across all age levels by over 66% since 2005. And ESA has reached a size where it has had to cap certain age groups due to a lack of available fields. While it is good news that we enjoy such high youth soccer participation rates in Edina as our programs provide tremendous health and wellness, team-building and skill development benefits for our kids — the demand for youth soccer in Edina presents a significant challenge because of the limited available outdoor field space. As it is, we do not have enough field space to provide the full range of programming — much less the open play space —that other communities are able to provide. In fact, ESC is one of only a handful of sports associations that must rent non-city fields simply to meet current demand. It does not seem fair that our members should have to shoulder that burden. In addition, current fields have been hobbled by construction projects like the Nine Mile Trail initiative and grading and drainage issues that make them less than ideal, or in the case of Creek Valley, unplayable. With respect to Creek Valley, although the number of ESC teams that play at that location has more than doubled since 2002, the Nine Mile Trail project will deprive ESC of one of those critical fields. And the fields that remain are barely useable. In fact, due to saturation and poor drainage, ESC was able to play only 2 of the 54 games scheduled at Creek Valley last fall for its younger age groups. So, even though Creek Valley is supposed to be a dedicated ESC game field, more than 95% of the scheduled games could not take place at that location. The Fred Richards redevelopment project provides us with a golden opportunity to at least partially address this situation — and, in the process, do something positive for the whole city — without having to repurpose other potential field locations in Edina. The impact this would have on the community can be understood by what was made possible at Pamela Park. The effort to make every inch of green space useable for all has been remarkable. Stop by there on any summer evening and you will see a huge chunk of the community playing, cheering and volunteering in the sport they love. And families often cite available park space and fields as a leading indicator of their quality of life. Fred Richards is likely to be the last open tract of land of this size available in Edina. With this in mind, we propose that at least 5.5 acres of the possible flat areas be dedicated to grass soccer playing fields. Please consider working with our organizations to help plan this aspect of the Fred Richards redevelopment project. ESC and ESA represent over 2,000 families and nearly half of all school-age children. The ordinance included changes to the number of years that a member may chair a commission and changing the names of the Heritage Preservation Board and the Park Board to the Heritage Preservation Commission and Parks & Recreation Commission, respectively. March 7, 2017 • Approved a $26,000 contract with the marketing vendor Hot Dish to prepare a marketing and advertising plan for our Parks & Recreation Department’s programs. • Approved the Ordinance amending the Edina City Code concerning Boards and Commissions to the following: SECTION 1. Section 2-81 (a) of the Edina City Code is amended to provide as follows: Regular members. Commission members shall be appointed by majority vote of the Council. Members of Arts and Culture Commission, Edina Community Health Commission, Energy and Environment Commission, Construction Board of Appeals, Heritage Preservation Commission, Human Rights and Relations Commission, Park Commission, Transportation Commission, and Board of Appeal and Equalization are eligible to serve two, three-year terms. Members of the Planning Commission are eligible to serve three, three-year terms. A member in good standing shall serve until a successor has been appointed. SECTION 2. Section 2-83 (b) of the Edina City Code is amended to provide as follows: Chairperson and vice-chairperson. Each board or commission annually shall elect from its members a chairperson and vice-chairperson to serve a term of one year. No person shall serve more than three consecutive one-year terms as chairperson of a particular board or commission. A chairperson elected to fill a vacancy shall be eligible to serve three full terms in addition to the remainder of the vacated term. There are no term limits for the position of vice-chairperson. SECTION 3. Section 2-86 (b)(2) of the Edina City Code is amended to provide as follows: The member, regular or student, fails to attend at least 75 percent of the regular scheduled meetings in any calendar year, not including the joint work sessions with the Council. For a member, regular or student, whose term begins during a calendar year, attendance in that calendar year is measured as at least 75 percent of the scheduled meetings following the beginning of the member's term. SECTION 5. Chapter 2, Division 7 of the Edina City Code is amended to provide as follows: DIVISION 7. PARKS AND RECREATION COMMISSION Sec. 2-255. - Establishment. To provide for a City park and open space system and a City recreation program a Parks and Recreation Commission is established. Sec. 2-256. - Duties. The Parks and Recreation Commission shall develop and review plans and advise the Council on the acquisition and development of parks and recreation facilities, and plan and make recommendations to the Council concerning park activities and recreation programs. The park commission shall advise the Council on natural resource, wildlife management, and natural area preservation issues. The park commission shall make and furnish studies, reports and recommendations as the Council may request. 2-257. - Membership. The Parks and Recreation Commission shall consist of nine regular and two student members and one commission position that will be an ex officio, non-voting member that is nominated by the Edina School Board and confirmed by the City Council. With the exception of voting, the position will be charged with all the same rights, privileges and responsibilities as the other members of the commission. The School District’s nominee will comply with the City’s rules regarding advisory commission members, except that the nominee need not be a resident of the City. The term of this position is subject to nomination and confirmation on an annual basis. SECTION 6. This ordinance is effective immediately upon its passage and publication.
