Minutes City Of Edina, Minnesota Edina Parks & Recreation Commission Edina City Hall, Council Chambers Tuesday, May 9, 2017 7 p.m. I. Call To Order Chair McCormick called the meeting to order at 7:02 p.m. II. Roll Call Answering roll call were Commissioners Miller, Nelson, Gieseke, Burke, McCormick, Dahlien, McAwley and Student Commissioner Hulbert. Commissioner Willett arrived at 7:25 p.m. Absent were: Commissioners Good, Strother and Student Commissioner Gustafson. Staff present: Staff Liaison Ann Kattreh, Assistant Parks & Recreation Director Susan Faus, Administrative Coordinator Janet Canton, Water Resources Coordinator Jessica Wilson and Engineering Services Manager Ross Binter III. Approval Of Meeting Agenda Motion made by Dahlien to change the order of the agenda and have the Arden Park Natural Resource Draft Concept Plan the first item under Reports and Recommendations. Motion seconded by McAwley. Motion carried. Motion made by Dahlien to approve the amended agenda. Motion seconded by Gieseke. Motion carried. IV. Approval Of Meeting Minutes Motion made by Nelson to approve the April 4, 2017 minutes. Motion seconded by Burke. Motion carried. V. Community Comment Art Lowell, 7505 Kellogg, is concerned about the possibility of having soccer fields at Fred Richards Park. Dennis Wither, 4504 Sedum Lane, is concerned about the possibility of having two soccer fields and traffic. He also wanted to challenge the need for two soccer fields. Stan Davis, 5509 Woodcrest Drive, wanted to discuss the lack of communication from the Parks & Recreation Department to the city in general with regards to the Arden Park restoration project. VI. Reports/Recommendations A. Arden Park Natural Resource Draft Concept Plan Draft Minutes☒ Approved Minutes☐ Approved Date: Click here to enter a date. Jessica Wilson, Water Resources Coordinator and Renae Clark, Planner and Project Manager from the Minnehaha Creek Watershed District presented the history of the Arden Park Natural Resource Concept Plan. They informed the commission they are asking for their feedback and for a recommendation to the City Council. Also discussed were the community engagement process and the timeline for the project. Commissioners asked questions, expressed concerns and gave their feedback. Motion made by Nelson to recommend the Arden Park Natural Resources Plan to the City Council. Motion seconded by McAwley. Motion carried. B. Park Signage Replacement Assistant Parks & Recreation Director Faus gave an update on the signage project. She presented the proposed final design for the park entrance signs and gave details of the signage. Commissioners asked questions, had discussions and expressed their views. C. Park Visits Commissioner McAwley • Indicated there is a huge dandelion problem in the parks. Staff Liaison Kattreh replied the city has a Turf Management Plan that they follow that the City Council has approved. Commissioner Nelson • Asked if any spraying has been done for the mosquitos and gnats in the parks. Staff Liaison Kattreh replied that is something that is done by the state. • Indicated she used the App to let Park Maintenance know there was a problem with a bench at Todd Park and asked what the expected turnaround time is. Staff Liaison Kattreh replied the goal would be a day or two. Commissioner Dahlien • Asked how the removal of the Braemar Dome went. Staff Liaison Kattreh replied with their dedicated team this was the smoothest it has ever gone. VII. City Council Updates, Correspondence and Petitions A. City Council Updates April 4, April 18 and May 2, 2017 Chair McCormick acknowledged the commission’s receipt of the City Council updates. B. Correspondence Chair McCormick acknowledged the commission’s receipt of various correspondences. C. Petition – Playground at Van Valkenburg Park Chair McCormick acknowledged the commission’s receipt of the petition with regards to a playground at Van Valkenburg Park. Chair and Member Comments Chair McCormick: • Due to schedule conflicts the retreat will be held during the June meeting • Location: Pamela Park • Start time: 5:30pm • Activities for the meeting will include park tour, dinner, team building activities and potentially a speaker in addition to discussing ideas for their 2018 work plan • In preparation for work plan development, commissioners should review the Parks Strategic Plan Commissioner Nelson: • Requested more information on long term funding of projects and playground upgrades • Liaison Kattreh informed the group that she will be discussing funding issues with Council Commissioner Dahlien: • Welcomed the two new commissioners and wished Commissioner Miller a Happy belated Birthday. Commissioner Burke, Edina Public Schools Member • Introduced herself to the commission as Director for Community Education Services Commissioner Willett • Introduced himself to the commission. IX. Staff Comments Staff Liaison Kattreh and Assistant Parks & Recreation Director Faus gave the following updates: • On Thursday, May 11 starting at 5:30 a.m. the MN Department of Agriculture will be treating a portion of Richfield and Minneapolis for the gypsy moth infestation. They are using the Edina Aquatic Center parking lot as a staging and take-off and landing area for their helicopters. • On May 18 staff and the Parks & Recreation Commission members who are participating in the Fred Richards master planning process are going to be reviewing the next version of the Fred Richards concept plan; the next open house is scheduled for Monday, May 22. They received favorable feedback from the technical evaluation team regarding a potential wetland bank for the west side of Fred Richards Park. This will give them the ability to move forward with the next phase in the wetland banking projects. • Four consultants have been selected to interview for the Braemar Master Plan; HGA, SEH, SRF and Damon Farber. The interviews will be held on Tuesday, May 23 and the final selection will go to City Council on June 6. • There was vandalism at Pamela Park. There is a lighting cabinet that is adjacent to the artificial turf field that is used to control the lights; however, it no longer controls the lights Draft Minutes☒ Approved Minutes☐ Approved Date: Click here to enter a date. but it has still been a real problem because people are literally breaking into the cabinet to try to control the lights. They are in the process of replacing a cabinet again and have purchased a remote lighting control system so that all of the lights are being controlled over a network so nothing is being controlled at the field. • The Aquatic Center has had the filters installed and the zero depth play structure is currently being installed so it is ready when the pool opens. • Construction at Braemar Golf Course is well underway on the regulation course. Richard Mandell will be hosting a kick-off construction meeting on May 16. • Last Saturday they had a very successful Vehicle Day. Edina partnered with Richfield and Bloomington and the event was held at Southdale; they had a great turnout. • This weekend is Race for the Cure that is hosted at Southdale and the race goes around Rosland Park. • The hockey boards at Todd Park were taken down this past week. • The parking lot renovations at Creek Valley are being completed; they are currently adding the second lift of asphalt so that the parking lot is in great shape. • The fishing pier and lake fountain are in at Rosland Park. • This Friday and Saturday is the Annual Plant Sale for the Edina Garden Council at Arneson Acres. It’s on Friday, May 12 from 10 a.m. – 8 p.m. and Saturday, May 13 from 10 a.m. – 3 p.m. The Garden Council is a non-profit organization that funnels a lot of resources back into Edina parks. • The Community Garden opened this past Saturday; all 55 plots are full and there are 12 people on the waiting list. • There is a softball tournament this weekend at Pamela Park and a baseball tournament at Courtney Fields. • May 20 is National Kids to Parks Day; this is a national event put on by the National Park Trust and this year will be their 7th annual. Overall the purpose is to try to get kids out and be active. Their motto is active kids are healthy kids. In Edina they are hosting a photo contest by challenging neighborhoods to take photos and submit them. The neighborhood that sends in the most photos is going to win and will have their best photo published in the June edition of Edition Edina as well as the neighborhood will be recognized. X. This information was updated by a working group of the Park Board in 2013. Due to Minnehaha Creek Watershed District trail modifications were needed and are reflected in finished project. The site plan includes: • Renovation of the north field to a sand peat field (180' x 360') including drain tile and irrigation • Re-grading grass field (300' x 160') to provide practice field • Renovating senior lighted field to an artificial turf field (100,560 SF) • Adding hard path trails around park — I mile loop • Expanding parking lots on north, west and south sides of the park • Top dress the existing environmental trail on the east side of the park The shelter building includes: • Storage area for athletic associations and parks and recreation use • Restroom facilities • Kitchenette and work space (no office) • Great room for the community to utilize for neighborhood gatherings, special occasion rentals, and for ice skaters. • Accommodation for the city well in the existing shelter building • A city well is located on the north side of the Pamela shelter building. State code requires that no drain be located within 50' of the well head. The building design reflects these code requirements. • Asphalt paths were extended north to 58th Street and south to 62nd Street • The shelter is 1880 SF, plus 380 SF in the well room and 460 SF of storage space. The storage space is needed for athletic associations and the Parks and Recreation Department and is also helping to provide the needed 50' buffer for the well. For comparison, the new shelter building at Countryside is 1740 SF. • Original project budget was approximately $3.4 million. Cost closer to $3.6 due to soil corrections due to contaminated soils. • Project alternates considered were a canopy for the shelter building ($40,904), fireplace for the shelter building ($ 19,977) equipment storage building ($76,972) near the artificial turf field, complete new entry drive and parking lot on north side ($77,088) and shed roof ($75,739) were considered. Parking lot and shed roof alternates were selected by the City Council. • Braemar Field, Backyard, locker rooms & refrigeration change cost approximately $ 12.25 million EY'n PARK, RECREATION & TRAILS STRATEGIC MASTER PLAN I 7 EXECUTIVE SUMMARY PROJECT PROCESS The foundation of the Strategic Plan was the compilation of a number of different public input sessions, stakeholder input, staff and city official insight, and consultant experience and expertise. It was important to engage community members who enjoy participating in the planning process and encourage participation among those members that typically do not contribute. The consultant team conducted a series of 14 focus groups with key stakeholders of the Department. Focus groups took place in December of 2014, and solicited valuable input from more than one hundred individuals. Participants included residents, community leaders, business owners, recreation providers, athletic associations, civic groups, neighborhood associations, environmental organizations, departmental staff, maintenance staff, City Council, the Executive Leadership Team, and the Park Board. The information received from these community input processes was applied to the overall planning process and was combined with the expertise of the consultant team, bench►narking data, standards from the National Recreation and Parks Association and best practices from other communities. This is critical when accurately articulating the true unmet needs, addressing key issues, providing recommendations for change, and strategizing to move the Department forward for optimum results. The Community Values Model TM was modified to provide the foundations of the Edina Parks Recreation and Trails Strategic Plan. The Community Values Model TM is an innovative process to utilize comprehensive public input and insight in a meaningful way. Input, guidance, and values from key community leaders, stakeholders, and the general public were used to create overall guiding principles and values of the community related to the delive►y of parks, recreation facilities, and program services. The model is then used as the basis for developing or reaffirming the vision, mission, and goals for the strategic plan. The strategic objectives address unique areas of parks and recreation planning that guide the plan. 8 I CITY OF EDINA EXECUTIVE SUMMARY EDINA TODAY COMMUNITY PROFILE Community profile looked at demographics and similar providers in order to help understand what Edina is today and how they could potentially be tomorrow. This is an important step to evaluate how the Edina Parks and Recreation Department (EPRD) is meeting the needs of current residents and what gaps or opportunities are present now, and compared to projected demographics in the future. Overall, findings from this analysis inform the plan's strategic recommendations to keep the EPRD relevant to the population of today and tomorrow Demographics Although Edina is growing in size rather slowly, it is aging at a notable pace — with nearly half of the population projected to be 55 or older by the year 2029. Income characteristics reflect levels above state and national rates, suggesting cost is less of a barrier to parks and recreation activities than in other communities. The demographics analysis clearly suggest that addressing Edina's aging population should be a focus for EPRD now and into the future. Similar Providers The similar provider analysis is intended to help the Department understand and plan their role in delivering parks and recreation services amid the landscape of other providers from the public, private, and nonprofit sectors. The analysis identifies potential gaps and overlaps in service delivery and helps the City assess their market share. It can also be used as a tool for the Department to stay competitive in terms of pricing, location, time, and quality of service. One of the key findings from the analysis shows that EPRD is one of the community's few providers of Adaptive Recreation and Adult Athletic programming. And while there are multiple providers of Youth Athletic programming, most do so in collaboration with the EPRD. Areas for ongoing monitoring and coordination include Arts, Senior, Special Event, and Youth programming. COMMUNITY ENGAGEMENT A critical element of the parks and recreation master planning process is community engagement, which is necessary to effectively deliver a community-oriented parks and recreation system. A balanced, open, and collaborative engagement process builds community-wide trust in the plan and the planning process. Community engagement for this project was carefully planned in order to accurately capture all major community needs and included conducting focus groups, public workshops, stakeholder and staff interviews, and a statistically-valid community survey. Several needs and desired amenities were identified. This list of items and programs was utilized throughout the PARKS, RECREATION & TRAILS STRATEGIC PLAN 9 EXECUTIVE SUMMARY Strategic Plan's analysis to inform recommendations and all of the analysis was combined to distinguish between "wish list" items and those that are critical to meeting EPRD's mission and values. Through the exploration of the focus group meetings, the community workshop and the community survey, the following were identified as priorities: • Walking and Biking Trails are a high priority amongst the community, and supported by the City of Edina Park and Recreation staff. Mountain bike trails have also been shown to have strong support. • The community and the Department would like to see increased natural areas within parks, including nature trails, and invasive species control (such as Buckthorn). The Department has been praised for the outstanding service to youth recreation, however with the aging community in mind, many residents would like to see more opportunities for seniors and passive recreation in the parks. Parking is at a premium at parks hosting organized sports. An indoor fitness facility is desired by some in the community, including an indoor walking/jogging track and an indoor pool. Budget and funding is a high priority. It was expressed that alternative funding sources should be explored. Park signage and wayfinding methods are in need of improvement. • The Department leadership is praised and there is an overall satisfaction with the Edina Parks System. 6 LEADERS AMONG BENCHMARKS IN: .• Park acreage/ resident Ice sheet facilities - Cost recovery for operating expenses AVERAGE AMONG BENCHMARKS IN: • Operations budget Capital budget Staffing (operations and programming) Rectangular athletic fields Trails and total trail mileage (near bottom third) BEHIND AMONG BENCHMARKS IN: Indoor recreation space • Capital budget sources Expenditures distributed to planning and development BENCHMARK ANALYSIS A benchmark analysis provides a side-by-side look between EPRD and similar, industry-leading park and recreation systems nationwide in terms of park acreage, recreation facilities, staffing levels, budget, and a variety of other operational metrics. A total of eight benchmark agencies were selected for comparison to Edina based upon comparable demographic characteristics and best practice recognition, such as earning accreditation from the Commission forAccreditation of Park and Recreation Agencies (CAPRA), and placing as finalists or winners of the National Recreation and Park Association (NRPA) Gold Medal Award. While differences exist in how each agency tracks and reports data, the overall objective of the benchmark analysis is to understand how Edina compares to these peer agencies on key system characteristics and operational measures. Benchmarking is just one of several technical assessment tools used by the planning team to develop recommendations that are specific to Edina's unique circumstances and issues. Results from the benchmark analysis show that Edina is a leader in providing park acreage per resident; in providing ice sheet facilities; and cost recovety for operating expenses. The city ranks in the middle of the benchmark range in terms of operational budget; capital budget; staffing; and rectangular athletic fields. Edina lags behind other benchmark communities in indoor recreation space; trail mileage; capital budget sources; and distribution of expenditures for planning and development. 10 I CITY OF EDINA EXECUTIVE SUMMARY LEVEL OF SERVICE The Level of Service Analysis (LOS) produces guidelines that inform investment decisions related to parks, facilities and other built amenities. It puts Edina's inventory of parkland and facilities in terms of"units per population" and creates recommendations based upon National Recreation and Park Association (NRPA) guidelines; recreation activity participation rates reported by the Sports & Fitness Industry Association's (SFIA) 2014 Study of Sports, Fitness, and Leisure Participation as it applies to activities that occur in the United States and in the Edina area; community and stakeholder input; the 2014 Community Needs Assessment Survey; and the planning team's observations. The LOS analysis can also help identify future gaps in facilities and services compared to demographic projections. The following is the LOS summary for Edina. Kojetin Sherwood St. John's Tingdale Williams York PARK CLASSIFICATIONS It is important to classify the types of parks located within Edina to understand what functions and facilities currently provided in comparison to those recommended by the National Recreation and Park Association (NRPA). These classifications are based on NRPA definitions; staff and consultant analysis; and field visits. Defining park classifications helps establish a standard for level of service to the residents and future recommendations on facility development or improvement. The parks were grouped and categorized to assist in planning efforts, level of service expectation, as well as future planning efforts (e.g. facilities standards, maintenance needs, etc.). Figure 1.2 shows the classifications of ERPD parks and the recommended service area. 12 I CITY OF EDINA EXECUTIVE SUMMARY PARK SYSTEM ASSESSMENTS The following systems were assessed by staff and the consultant team to identify issues and provide recommendations and strategies to create and maintain a level of excellence in the future. Natural resources and sustainable parks; parks, open spaces and trails; recreation facilities; recreation programs; and finance and management were studied in depth with recommendations created for system improvements. The full assessment findings and analysis can be found in the Community Needs Document with detailed inventories of each park located in the Appendix B. These key systems are crucial to maintaining and improving the efficiency and quality of the facilities and services offered by EPRD. The following table is a summary of key recommendations resulting from the assessments. These key recommendations provide considerable input into developing the Strategic Plan Implementation Framework and priority project identification. KEY RECOMMENDATIONS FROM ASSESSMENTS NATURAL RESOURCES & SUSTAINABLE PARKS 1. Hire a Natural Resource Manager to guide natural resource efforts. 2. Complete aNatural Resource Inventory (NRI) forthe City. 3. Provide greater access to natural areas for passive recreation and interpretation. 4. Protect and improve Edina's water resources 5. Providemore environmenatal educational opportunities. 6. Prepare for impacts of climate change. PARKS, OPEN SPACES & TRAILS 1. Build a multi-use trail loop to connect parks. 2. Replace insufficient play areas/ playgrounds and provide new facilities to fill gaps. 3. Improve branding and wayfinding to parks. 4. Provide additional community gathering areas. 5. Develop community driven master• plans for parks. 6. Provide more specialized facilities - dog parks, frisbee golf; etc. RECREATION FACILITIES 1. Consider adding a multi-generational community/ recreation center that is all-inclusive. 2. Replace or decommission community park buildings that have outlived lifespan. 3. Consider relocation of the Edina Art Center to support successful programs. 4. Develop an FFE program for parts, furnishings, etc. to unify aesthetics and streamline maintenance and replacement. RECREATION PROGRAMS 1. Provide a variety of programs that meet community needs and interests and maintain the highest level of excellence. 2. Deliver park and recreation programming more efficiently and effectively utilizing City Staff and partnership with outside agencies like the Edina Community Education. 3. Provide more community building/ socialization programming. FINANCE & MANAGEMENT 1. Improve marketing and communication delivery. 2. Dedicate staff specifically to EPRD marketing and communication. 3. Strengthen financial sustainability. 4. Develop business plans for all enterprise facilities. Figure 1.3 - Key Recommendations from Assessments PARKS, RECREATION & TRAILS STRATEGIC PLAN I 13 EXECUTIVE SUMMARY EDINA TOMORROW TREND ANALYSIS Tracking parks and recreation trends across the country, state, and region help.EPRD maintain a level of excellence in providing opportunities for their residents. A direct correlation exists between the national participatory trends and the local market trends, in that the service area shows a high propensity to engage in recreational activities pertaining to fitness. Based on market potential index figures, the Department should expect residents to participate in fitness activities at a much higher rate than the national average. This would indicate that the Department should offer a wide variety of fitness programming, with a willingness to introduce innovative and trending activities. The local participatory trends also show that residents of Edina attend sporting events and theme parks at a high level, as index figures for these categories are well above average. This demonstrates that the local community is ve►y social and residents enjoy attending a variety of events. From a programming standpoint, this presents an opportunity for the department to offer more special events and excursions, such as day trips for seniors or a community day at the ballpark. From an infrastructure standpoint, EPRD should look to provide facilities that accommodate and encourage this socialization, which corresponds to many other initiatives in the City that strive to further build community. Based on the findings from the demographic and trends analysis, the Department is very fortunate to have an ideal service area. Not only are income characteristics well above average, but the user base also has a strong tendency to spend their time and money on activities that are in the Department's wheelhouse. The future success of the Department will rely heavily on its ability to capitalize on these favorable market conditions by providing facilities, amenities, and programs that are geared toward the needs and interests of the local community. COMMUNITY RECOMMENDED ACTIVITIES AND FACILITIES Additional activities and facilities were identified by the public through the input sessions that directly relate to the changing needs of the community and their expectations for the EPRD. While some of the activities identified currently exist within the park system and are successful or show signs of growth, others were new ideas presented by the public. Addressing these needs is a focus of the Strategic Plan and critical for EPRD to continue their high standard of excellence in meeting the Community's needs into the future. The following issues provide a glimpse of how the park system could support residents in the future, and the opportunities and challenges that have emerged during analysis for this Strategic Plan. Full details of the Implementation Framework can be found in Appendix A. The Implementation Framework is broken down by purpose statements, goals, strategies, and tactics that are intended to be a living document; evaluated and updated every 5-years to gauge progress and adapt to changing needs and realities. The Implementation Framework was informed by EPRD's existing vision and mission statements and will be critical to achieving them. The following aspects further break down the Key Areas of Development to define the Implementation Framework: • Purpose - statements that recognize the critical elements and over-arching philosophy of approach for each key area of development. • Goals - define the most critical objectives that will need to be focused on under each key areas of development to ensure the purpose is addressed. • Strategies - provide guidance on actions necessary to accomplish the goals. • Tactics - are specified in Appendix A - Implementation Plan and list specific actions to achieve the strategies. The tactics are intended to be actionable items, where progress and timelines can be tracked, evaluated, and modified as needed. Together, the purpose, goals, strategies and tactics are intended to serve as a flexible guide to adapt to changing trends, needs, and City priorities. They should be re-evaluated and updated every 5-years to gauge progress and ensure that the master plan truly serves as a living document, that is dynamic and pro-actively meeting the Community's needs and vision. Regular evaluations can help EPRD continually gauge which improvements better serve system users and provide excellence for the Park system. EPRD already conducts some periodic evaluation of its services, including surveys distributed to members of the community, recreation program participants and users of its fee based services. Collecting both quantitative and qualitative data will be important for EPRD to evaluate their progress and the overall system. Additionally, EPRD will be reviewing the Implementation Framework annually in order to update the Board, Council and community on progress toward the strategic implementation framework and Priority Projects identified in this plan. An annual report will be the primary communication tool and document generated by EPRD in this effort. LIVING DOCUMENT The premier park and recreation system in Minnesota will not only measure progress by assessing community needs and satisfaction, but will also adapt to meet those changing needs. Recreation is dynamic and is constantly changing. New recreation activities and equipment emerge (in-line skates, the mountain bike, etc.) and recreation trends ebb and flow. Inherently, this means flexible and adaptive facilities and programs. It also means regular review and refinement of the Strategic Plan based on community feedback. Annual review of this plan is necessary to make sure that priority projects, recommendations, and the implementation framework are still relevant and updated to reflect progress is an essential component of becoming the premier park and recreation system in Minnesota. Figure 1.5 - Implementation Framework PARKS, RECREATION & TRAILS STRATEGIC PLAN I 19 EXECUTIVE SUMMARY CONCLUSION AND NEXT STEPS The Edina Parks and Recreation Department (EPRD) has provided City residents with excellent parks and recreation facilities that are currently well used and appreciated by the community. Moving forward, additional actions are required to maintain a quality system and stay ahead of the park infrastructure and asset needs of the Department. Improving the existing park system to address underserved populations and changing needs will ensure the system continues to meet the high expectations of Edina's residents. For each element of key development areas the Strategic Plan outlines many recommendations, which will require government and resident support. These recommendations address un-met community needs and expectations and have been cross referenced with other existing City programs. The Strategic Plan is intended to support and provide synergies with efforts such as the City's Comprehensive Plan; Vision Edina; Bike Edina; Living Streets; Active Routes to School; Neighborhood Small Area Plans; and several other programs currently underway in the City. The Strategic Plan highlights the importance of creating master plans for several existing parks, and how these efforts will contribute to the overall success and sustainability of the system. The Implementation Framework will inform, and be informed by, these master plans and other planning projects throughout the city. Intended to be a "living document", EPRD staff can utilize the Implementation Framework to track progress and modify to meet changing needs, realities, and opportunities available. This Strategic Plan allows the department to manage proactively. EPRD has become a major service provider to the community and has helped develop one of the key quality of life components that make the City of Edina such a great place to live, work, and play. Our wonderful neighborhood families have enjoyed this very special public park through all phases of our families' growth. A singular continuing lament through these many years has been the lack of a few enhancements we have so wished for that are welcomingly addressed in the proposal now before you. Specially, with the new Minnehaha Creek bridge and road construction completed, it makes sense to take the opportunity to remove the dam, improve the creek water quality, and reduce the threat of flooding as discussed in the proposal. Additionally, the current Arden Park Shelter building as it stands has been an eye soar to an otherwise charming neighbor park. The ice rink is one of the park's great assets with its unique setting among the trees and separated from the hidden hockey rink over the bridge. The new playground will provide years of joy and entertainment to the remarkable number of new residents with small children whom have been moving into the neighborhood. We understand as a civically minded community, there will be some who find objection to aspects of the Arden Park Improvement Plan. However, the overwhelming benefits to the neighborhood and the opportunity to take advantage of funding presented through the Watershed District is more than sufficient to compel the Mayor and City Council to vote in favor of this very important project. Its such a peaceful and serene walk around and through Arden Park. The city installed sidewalks just so people could enjoy walking over the waterfall. We often see ducks and Egrets swimming and fishing for food near the waterfall. Why, after all this time is taking it out a necessity? It doesn't sound like the residents were consulted and it's an added cost when our property tax dollars are skyrocketing. Please consider whether this is a necessity. At least take the time to listen to the local reaction. There should be a really good reason to spend the money and change something that has been around for as long as I can remember. We currently walk by several times a week and live a few blocks away. I can't tell you how special it is to see kids playing in the creek and falls area each day when my kids and I walk the dog or ride our bikes along the bridge. This time of year, it's also increasingly fun to see the water flow so rapidly and the amount of fisherman that come to this area to catch some impressive fish, all in the confines of a residential area. That is something that is extremely unique and it would be a shame if a design commission looks to over-engineer an update to the area by taking away the very "nature" that it embodies. I urge you to listen to the feedback of the direct residents of the area as this is a park that is used by the residents of this area more exclusively vs. other parks (Pamela, Todd, Wooddale, etc.) and it's untouched aspects are some of the best parts of it. People live in this area because it's quiet, it doesn't have cut through streets and yes, the park is hard to get too for those outside of walking distance, but that's the point. There will be flowing water throughout the park, enhanced access for fishing, and a safer canoe/kayak/tubing loop (with no portage across the street) indicated as the dotted line in the creek on the concept plan in the north part of the park. The greenspace in the park will be dryer and more usable. Overall the project provides benefits to natural resources and the community throughout this park. Regarding the sediment stored behind this dam: Did you quantify the amount of sediment stored? • The amount of sediment stored will be quantified during the final design phase. The current impounded sediment has been included in the overall earthwork computations for costing purposes, which currently estimates approximately 8,400 cubic yards of removed material. For this stored sediment, has contaminate testing been performed? • Not yet, but will be completed this summer per MPCA requirements in advance of the initiation of final design. How does the proposed design manage for this sediment? • Depending on the impounded sediment testing results, the sediment would either remain on site or be transported off site. 1 2. The concept design considers putting slope steepness of the creek in the north half of the park for a tubing/canoe/paddle board loop as part of an active recreation area. (with the southern half of the park generally more passive). It is possible to do both. 4. If not, where & how do you plan to distribute bed grade control through the project? • Where the slope steepness goes in a newly constructed creek channel is a design detail as noted in my response to #3. 5. Arden Park's proposed new looping pathways, footbridge and observation area will draw regular walkers, runners, strollers and rollers of all ages and mobilities. More meandering of the creek will be better fish habitat for better fishing along a greater length of creek. Please do a little 'research' and take a drive out to Minnetonka Mills/Burwell House Park, about half a mile east of 494 on the north side of Minnetonka Blvd. Walk the newer done boardwalk paths, check out the fantastic fieldstone walls, the big boulders giving access to the creek, sit on a bench to view the creek and watch the kayakers, admire the artist done wrought iron archway, look at the beautiful plantings, and then walk another block east and have a treat at the local Dairy Queen. This park was a joint City of Minnetonka/MCWD project. It is beautiful. Edina can do all of this too. Okay... well, not the Dairy Queen a block away, but Arden Park can be even better than what it is now-- a treasured gem for the whole community. We, adults, can find other places to fish and recreate, and maybe most of the kids can to. The questions that should be asked: "Is this a good use of Edina's resources?" Have those, who have proposed this plan actually visited the area, and spent time there? Have they spoken to the folks using the area? Has there been a fair, and reasonable outreach to the community? The, answers to virtually all of those, based upon those to whom I have spoken, and those at the rally last night, is an overwhelming NO. And that greatly saddens me. Second objection: Let's remove, Huck Finn and Tom Sawyer from the equation, as one speaker did last night, and focus on the plan. There is no question that it will result in a massive loss of, mostly, old growth, trees. That will result in the loss of habitat for birds, such as owls and eagles. To be told that someone(s) have actually said this will be better for the fish, has very little knowledge of fish and their habitat. Based upon what was said last night, and the plans that I have been able to view on-line, there appear to be serious flaws in the cost estimates. Specifically, MPCA, Corps of Engineers, and OSHA regulations seem highly unlikely to be properly met with the $4,000,000.00 apparently allocated for this project. I am not an engineer, nor a contractor, but have been involved in enough building projects, and studied water flows for rivers and creeks long enough to know that some of the statements are either highly speculative, and/or naive. In fairness to your tax-paying citizens, believe this item should be tabled until this proposal can be studied by "experts" in this field, as well as organizations like The Audubon Society, Isaac Walton League, The Sierra Club, DNR and any other relevant folks. I have also noted ( available via photo images contained in the Hennepin County interactive map site), whereby numerous years from 1999-2011, document the creek having changed course numerous times ( a situation, due to soil types, and permanent flood plain ( not rectified by a control change at 54th), will continue to happen, (as illustrated by numerous instances of documented water level and flow rates, predominantly influenced by weather and the Gray's Bay Dam) and guarantee that many of the new paths will be submerged as a result. In the case of the 2 "100 year" events, will likely destroy many proposed improvements. So needless to say, there is not only no evidence that the "meander" flow, and access will change and improve, there is significant data that suggests that vegetation and tree removal will more than likely destabilize soils, including the sandy west ridge, and exacerbate flooding and shore erosion. These conditions, plus the fact of decreased aeration, and added material to the water, as well as likely elevated water temperatures at the park, are all consistent with poor fish health have also acted as a fishing guide in the 2nd largest body of water in the state, other bodies, and have well above average knowledge of fish habitat and health). The proposal fails to substantiate this claim, beyond just making it. What is perhaps the largest ( likely to be the most expensive and damaging) part of the proposal, that is most disturbing, is the "deflection" of questions and concerns for the quantity, size, elevation, and subsequent necessity for extensive land retention, where the paths along the west sandy ridge are proposed. The plan ( as an illustration...cartoon) is 1 shown inserted into actual aerial photos, however, showing green space and tree cover inaccurately. Between 53rd street and Oaklawn, running along Brookview, is a section where the oldest, largest oaks and tallest elevation trees are on the path ( many more north of the "fork" in the path and accessing observation platforms, those paths, decks and stairs, not only remove 100s of trees, but also occur in a location where the grades exceed 45%, and the elevation in a matter of 10' laterally, changes by 6-25'. Uniform building codes require fencing or railings for retention walls exceeding 30", step back requirements for heights of more than 6'. Additionally OSHA requires stable, level, work spaces for scaffolding and ladders, but especially for equipment, and equipment access. The requirements ( one simple need look at the OSHA regulations, and Uniform building codes concerning retaining walls, the topographic maps ( same interactive site), or physically walk the site with the proposal and Hennepin Cty. topo maps in hand to see that the engineering demands for the west ridge are daunting. The resulting cost, soil destabilizing, erosion risk, wildlife habitat there are 3 species of nesting raptors and 2 owl species, all on watch, of concern, or critical lists of the DNR), and visual impact is devastating! This is also "toothpaste that can't be put back in the tube". The representations are not supported by fact, science, history, or an philosophies concerning habitat and wildlife preservation. The amount of work needed is inaccurate and disingenuous in its portrayal verbally and in the plan "image". The innuendo regarding the Park as being part of the "impaired waters", is just that, innuendo at best, deception at worst, as the portion of the creek at the park is not currently included as an impaired water, and all but 1 of the several dozen waters one finds on the actual report, flow into Lk. Minnetonka ( primarily from the north and west, and in areas of predominantly private sewer and over 10000 head livestock). Not applicable to Arden Park, other than these water eventually flow to here. This proposal is objected to by close to 80% of the residents, has been presented as a proposal absent compromise, and that with the implication that extensive deferred maintenance and neglect ( rundown warming house, sign with swastikas etc.), will not be addressed absent a partnership with the watershed. This in spite of the Park board having more than adequate monies to address, improvements, maintenance and repair, and some additional erosion control and accessibility. I have watched deer, coyote, beaver, bald eagles, red pileated woodpeckers, eastern screech owl, muskrat, fox, ducks, and geese through the years. Obviously these wild animals all live and thrive here with the park as it is. The northern part of the park provides dirt paths and trails used by many while walking their dogs, riding bicycles, or simply enjoying a deep woods experience without a developed walking path. All this is in the middle of our city. With the new proposed bridge, paths and observation deck, many of these trees will be cut down, I'm told, because of OSHA regulations for the operation of the heavy equipment necessary for the projects. So the north part of the park will also be destroyed. What's to be gained by all this? Edina will get matching funds, 2 million for 2 million, making this a "buy one get one free" type of bargain. Who can resist that? But all 4 million dollars are still our tax dollars. A new warming house and raised paths to fix flooding, and concrete repair to the dam could surely be done for less than 2 million. In short, this is a bad proposal that a majority of homeowners near the park do not want. I urge you to vote NO on the proposal. This MCWD proposal has been disingenuous from the start and "disingenuous" has become my operative word for this whole process. I will give more information about this during my 3 minutes tonight at City Hall, if they have me. It won't be all of the information i have but will be damning of the MCWD and the Edina Park and Rec Boards with regards to poor communication in all facets and a "stink" factor that leads one to believe that this project was railroaded through at the behest of the MCWD. It appears this project is now an "all or none" proposition for the City of Edina. So, let me get this straight: 1 An entity has a vested interest in government official(s) following through with an entity's plan. The entity offers a government official(s) a large sum of money ($1.6 million) only if those officals act in the entity's interest. If not the offer of money is withdrawn. Or... The entity, now healthier from the official(s) accepting of the gift, finds itself in a more favorable position (through something as minimal as public perception or the ability to raise more funds). I'm no lawyer, but i do have a pretty good sense of right and wrong. This to me has at least the appearance of bribery. Maybe the Star Tribune would call it undue influence. The actual photos of the park ( absent the proposal overlay) show the actual location of the trees and road, and Park boundary ( note that topo maps have already been supplied and further evidence the exact location of the paths, observation decks and stairs, note as well the photos and proposal are both on a 50' scale ( to help visualize the road is 35'), evidencing to an even greater extent that the "improvements" are proposed in areas of 6-28' elevation changes. The overlay shows a fictional depiction of the trees, and expands to covering the right of way ( Brookview/Oaklawn confluence was not built consistent with plans, survey, and has caused necessity for variances for homeowners in recent years). Even were one to "assume" the drawings are "hypothetical", why would they be represented as otherwise, why would this even be considered for a funding vote absent the overwhelming lack of due diligence and misrepresentation? This and the other supporting documents need to be widely distributed, so as not to be considers "conjecture" by a "layman". They ( the people) need to know experienced, licensed by the Department of Commerce ( in various disciplines), licensed general contractors and contractors, specializing in the construction of walls, for both the private 1 and public sectors, have been consulted and agree with all the findings considered by FRMA, OSHA, and Code. I would simplify preemptively state " we have no need to argue or prove what is already in the DNR record, and that clearly excludes Arden Park". When and if the engineer speaks concerning the West Bank, I would again preemptively state there have been no borings, there has likely been no preparation of a "commercial engineering report" ( as required by OSHA per conditions present), the codes and retention requirements are unarguable given the scaled proposal and elevations and topography of record at Hennepin County. That encroachment in a floodway is not permissible, and that irrespective of the work being conducted in the park, the work, encroachments therein, impact up and downstream properties currently in the FEMA flood insurance program ( in the event of catastrophic collapse of the sand hill West Bank, there is the potential to actually change the flood zones, now impacting properties previously not even qualified to purchase flood insurance). The time to stop talking about the falls is now! They don't care! In fact there they have incorporated extraordinary effort to argue the point, and primarily based on inaccurate or non relevant data. The time to expand the dialogue to include the far larger and impactful aspects of the proposal is now! The proposal ends, the destruction of everything ends. Someone needs to make these other points more transparent in a larger format, and before the 13th. I believe they are counting on the public failure to accomplish this. There are many that are convinced none of the big trees would ever be disturbed on the West Bank ( once access roads, retention, stable work surfaces, and paths and decks are constructed, it will look post apocalyptic). That and the noise, equipment storage, and likely 2 years of disruption, only to be followed by the eyesore, liability, road wear and tear ( not to mention the likely enormous budget shortfall). I would strongly consider selling and moving now, but as a homeowner I have a disclosure obligation, as a licensed broker, I'm held to an even higher standard of disclosure. State law requires mandatory disclosures for "material facts that affect the quiet enjoyment or value of the property". Two attorneys have already confirmed this activity and its associated risks, more than exceed the threshold of mandatory disclosure. Please keep notes as to who and what was said, who ( if anyone votes for this, and it passes) as I will need some specifics in this regard, if passed, to begin to seek injunctive relief, begin the likely class action, and suits against those that have misrepresented material facts, facts of record, and have therefor been contributing to damages and losses through gross negligence or deceptive practices. The notion of habitat restoration is laughable without removing the 50th street dam. Allowing fish to swim perhaps another 1/2 mile in search of better habitat is pretty meaningless. The turbulence of the mill dam at 50th and the low dam at 54th must certainly mitigate the warming and oxygen levels effect of pooling within the 1 mile of creek described in this project. Flood mitigation already occurs in Arden Park. The low land of the park floods with no danger to surrounding homes and ultimately recedes back to recreational area. Flood mitigation will not be affected for people living at the lower end of Woodland Lane until the creek flow under France Ave. is greatly increased with a bridge rather than a culvert. Storm water run off does not really seem to be addressed in your plan. We don't see any retention ponds or diversion channels associated with this project. Quite frankly this project has the smell of a back room deal. I do not know who will benefit financially from the deal but it won't be the people who enjoy the small rapid created by the 54th street dam for fishing, swimming, and boating and we have serious doubts that fish habitat and water quality will benefit either.
