held in Grange Hall at 8 PIA, on Lfiarch 25, 1935.
The &oll was called by the President and all members of
the Council were found present.
Erick Bjorkman, 3923 West 49 St., presented an application for a licents to operate an ifoff-saleil hard liquor store at 4952 France Avenue, signed by approximately eighty petitioners. It was moved Blackburn that the application
be accepted and. laid on the table for future consideration. Motion seconded by Willson and carried.
Application in form for building permit by Ralph Hollings- worth, 4236 Folsom Avenue, St. Louis Park, to build a two- story dwelling an lot 13, block 2, South Harriet Park. On
motion Willson application be gra,nted.
and carried. Second Addition.
Seconded by Prescott
Application in form for building permit by Anton Duoos to build a priva.te dwelling on lot 15, block 11, Fairway, or otherwise‘known as 4629 Arden Avenue, was on motion Blackburn be granted. Seconded by Willson and carried.
Discussion was had on the subject of rubbish,. papers, con- tainers, etc., being blown around amd otherwide carried around the district from new houses under construction, and the fact the same was a nuisance to neighbors and
had caused the Village unnecessary expense in cleahing up streets, pa-rkways, sidewalks, and vacant lots. Whereupon ’it mas moved by Blackburn that hereafter the Village Oouncil, in its discretion, might require of each appli- cant for a building permit that he sign for the so-called IiOlean-upi1 Service and make such deposit covering cost. thereof, not exceeding $25.00, as the Village Council might require. Motion seconded by Moore and carried.

of any excess sand, grayel, Birt, ashes, lumber,
planks, building paper and paper containers, sacks or any other debris found on the above premises or streets, boulevards or other premises to or upon which any of the same may be blown or deposited, and
I agree that the expense of such Clean-up as deter- mined by the said Village Council or its Street
Commissioner shall be dedusted from the above deposit. Any balance remaining upon the completion of the said building and ground surrounding the same shall be re- turned to me.

Upon examination of the pay-roll, it was moved Prescott that advances be made the Road Crew and Peace Officers as
indicated by the Recorder in the Time Book. Motion sec-
onded by Willson and carried.

The Recorder brought up the matter of fire prevention and protection which might be improved upon if a survey vas made by a competent person. After a lengthy dis- cussion it vas moved Moore that the President appoint
a comittee to make a fire survey as may apply in the Village, having in mind better protection of life and . property. Ellotion seconded by Prescott and carried. The President appointed the standing Fire Committee of the Council, Trustees Blackburn and Prescott, on the above c ommi t t ee .
Kr. F. S. Hildreth presented tvo petitions on hehalf of the Edina Workers Association, the first requesting -
that when a building permit was issued, it be given
aith the understanding that Edina residents be em- ployed on the mork. It mas explained to the Committee
that unless the labor mas on a Village project, the Council had no power to enforce any such rule, and
that the Council in the pastrhad zequested of builders
that as much Edina labor as possible be used. The second request was rrith reference to hiring of judges and clerks of election. It was likewise explained to the cornittee that past practices had been to employ
about half of those hired for judges and clerkb of election to have had previous experience, and that the balance were those who were in need of work and compe- tent to serve. It was thereupon moved by Prescott
that the petition be received and that so far as
Dossible the requests be complied with in the future. Uotion seconded by Moore and carried.
Application by the Interlachen Country Club for re- nezral of Club "on-salefl license to sell intoxicating
liquor to members and their guests, vas received and on motion Blackburn request be grantet. Seconded by Noore and carried.
Application by L. R. Nolan for renewal of iion-saleii and lioff-salel1 license to sell 3.2 non-intoxicating malt liquor was received. On motion Blackburn re- newal be granted.
It vas moved by Villson that bill in amount $3.30 by J. S. Fautsch for repairs to well for the Hoig farm, on relief, be paid. Seconded by Blackburn and carried.
Cancelled Sewer Warrants levied against property in Lateral Sewer Districts No. 1 and No. 2, the sane
being tno $500.00 warrants of Sewer District No. 1 and one $100.00 warrant of District No. 2, together
mith sixteen paid interest coupons for $30.00 each and four paid interest coupons of $6.00 each, $1100.00
principal and 8504,OO interest, or $1604,00-tbt&J, vere presented by the Treasurer and placed in the vault.
Seconded by Moore and carried.
After discussion by the Council of the traffic and other
problems resulting from the "Cash Drawing" on "Bank Nitell at the Edina Theatre, it vas moved Villson that the Recorder advise the Edina Theatre Corporation that it is
the vish of the Council that the cash draving on "Bank
Nitell not be permitted to exceed $100.00, due to the fact that the large over-flom crowd assembled in the street creates bad traffic problems, and as the police officers must absent themselves from their regular
tour of duEy, it creates a condition of leaving the most important part of the Village open for pro'mlers, robberies, etc. Notion seconded by Blackburn and
carried.
Trustee Blackburn presented renewal of bonds of T7. J. Oxboro and Ed Port as special policemen for one year,
from-March 7, to the Village of Edina. and moved their
acceptance. Seconded by Prescott and carried.

The rnktter of application of Erick Bjorkman for ha.rd liquor license again came before the Council and it
was moved Prescott that the President appoint a committee to investigate and report to the Council as soon as possible. Motion seconded by Blackburn and carried. Whereupon the President appointed Trustees Willson a.nd Prescott.
Minutes of the regular meeting of the Council held on March 11, a935 were read on motion Blackburn they be accepted. Seconded by Prescott andccarried.
Trustee Blackburn reported on the matter of repairs to police c8r caused by one Clarence Noore and as referred to in the minutes of the Council Meeting held on Harch 11, that Hr. Moore had paid the bill of $41.80 direct to the Country Club garage, and
that as the claim was not satisfied it was un- necessary to render a hill or issue a check.
