HomeMy WebLinkAbout19360113_REGULARMinutes of the regular meeting of the Council of the Village of Edina held in Grange Hall, January 13, 1936, at 8 PM. Members of the Douncil, upon convening at the Grange Hall for the regular Council meeting to be held on January 13, 1936 at 8 PE, found all members of the Council present. Mr. Earl C. Sharpe, the duly elected and qualified President of the Council for the coming year, called the meeting to order. Mr. Gus Soderberg appeared before the Council on he- half of the Business Men's Association of Franve Ave. sign be installed at the intersection of France Ave. and W. 50th Street. After discussion, it wks moved Blackburn that the Recorder write to the State Hfgh- way Department and the City of Ninneapolis, request- ing the installation of the listop and goti sign and offering the Councilts co-operation, by Willson and carried. I and 50th Street and requested that a "stop and go" Motion seconded A communication was read from E. A. Bjorkman for an ~loff-aale~l hard liquor license, which if granted, he proposed to open in the neighborhood of France Ave. and W. 50th St. At the suggestion of the President, the communication was received to be considered by the Council at a later date. Mr. Chas. T. Hay, on behalf of Hay & Stenson Company, presented plans for a one-story and basement sabre building to be erected on lot 33, Auditors' Subdivision 172 and made application for building permit far same. After examination of plans, it was moved Blackburn that permit be granted, seconded by Willson and carried. The Hisceilaneous Bills, upon being duly examined and found correct, yere on motion Blackburn they be allowed and ordered paid, seconded bg Willson and carried. Application in form by the Minneapolis General Electrkc Oompany to install two poles on TI. 64th St. near Lake- viem Avenue, was on motion Prescott, be granted, sec- onded by Willson and carried, Trustee Blackburn offered Connecticut Fire Insurance Company policy No. 46446% covering fire insurance on €he #15 and #30 Caterpillar Tractors, the Vehr-Fordson grader and snov plows, in total amount $1500.00 and moved its acceptance. Pallace, aated Decemkr 26, 1935, mas read protesting against the low fee charged for license for an off-sale hard liquor store in Edina and suggested.that the license fee should be w at e ri a1 ly inc reas ed . A communication from Attorney H. J. Kuhlman, dated January 8, 1936, regarding the vacating of that part of the old County Road #39 across the Mann and Stela- . man property was referred to the Village Attorney. A letter dated January 7, 1936 from Nr. Oscar Gaarden regarding the fee which might be charged for hydraad-:. rental was read. Whereupon it was moved Prescott that the Pecorder acknowledge receipt of the communi- cation and to advise Mr. Gaarden the Council will be glad to go into such matters as r&$$s, charges, taxes, etc. for the Cowtry Club District Service Corporation to the Village of Edina at his convenience. Members of the Village road crew and police were gresent to advise the Council they would appreciate ^an increase in wages for the gear-1936. forth their propositions, the matter was referred for the Council's future consideration. Hansen to build a priva.te dwelling at 4516 Moorland Avenue, accompanied by the usual building permit fee and clean-up service deposit, was on motion Blackburn, be granted, seconded by Willson and carried. Application in form by A. C. Talby to build a private dwelling at 4623 Wooddale Avenue as located on the lot by Nr. Herrold, Zoning Advisor, accompanied by the usual building permit fee and c1ea.n-up deposit, was on motion Blackburn, be granted, seconded by Willson and carried. Application in form by H. F. Nelson to build a private dwelling at 4500 Sunnyside Road, accompanied by the building permit fee of $1.00 and request that the $25.00 clean-up deposit already having been made for 4511 Drexel Avenue be reassigned to cover 4500 Sunnyside Road, was on motion Blackbum, be granted, seconded by Willson . and carried. The Recorder requested that the President and Recorder be authorized and empowered to sign Village warrant in amount $1438.00 to cover $lOOO.OO principal reduction and $438.00 as 6% interest on #7300.00 indebtedness as of January 1, 1936 on Lateral Sewer Districts Mo. 1 and Bo. 2. Whereupon it was moved by Prescott, seconded by Blackburn and carried. The usual business of the Council having been finished, the matter of appointments of Village Officers for the ensuing year next came before the Council. The name of Dr. Lowell M. Campbell was presented for consideration as Village Health Officer. In view of tke very satisfactory services rendered by Dr. Campbell in the past, it was moved Prescott that Dr. Lowell 14. Campbell be reappointed Village Health Officer for the ensuing year at the salary of $25.00 per month. Motion ' seconded by Blackburn and carried without dissenting vote. It was moved Blackburn that Geo. IT. Strong be re- appointed Village Attorney for the ensuing year at a salary of $25.00 per montf-r to cover. all ordinary routine matters and that anything of major importance to be cbarged for in addition and on a basis .to be arrived at. Notion seconded by Moore and carried. It vas moved PrescoGt tha.t B. El. Bradley be re- appointed Village Engineer for the ensuing year on a fee basis. &lotion seconded by Willson and carried. It was moved Blackburn tha.t P. A. Redpkth be re- appointed Village Marshall at -a salary of $135.00 per month, that T. E. Tilly be rmppointed Police Officer at a salary of #135.00 per month, and' that N. S. Heydt be reappointed Police Officer. at a salary of $110.00 per month. Bank and Trust Company of Minneapolis, 'be and is hereby selected and designated as a de- pository of Lateral tj.ewer Districts No. l and No. 2 of the Village of qdina, for the period beginning as of this date and ending December 31, 1936, on the execu$$On by such bank of a sufficient bond to the Village of Edfna or the funishing of legal collateral in an amount sufficient to ten (LO) percent in excess of the maximum sum deposited, said bond or said collateral to be approved by tne Village Council and filed in the office of the Village Recorder or in event of collateral being furnished in lieu of a surety bond, in a place of safe keeping satisfactory to the Village Council and thereupon the Village Sreasurer shall deposit all or any part of the Village moneys in shch bankon and carried by an affaimative vote of all .. Seconded by Poore and carried. It was moved Blackburn that Trustee Prescott and - Willson constituke the Road and Bridge Corrrmittee for t.he ensuing year, with full power to act and report to the Council. Seconded by Moore and carried. It was moved Prescott that the Henneptm County Review be selected and designated as the offfcial newspaper of the Village of Edina €or the ensuing year. Notion seconded by Willson Etnd carried. It was moved Moore that W. G. Christiansen be re- appointed Plumbing Inspector for the ensui'ng year:,on @:%papbasis of $1.00 €or each inspection. Motion seconded by Prescott and carried. It was moved Prescott that the present arrangement with Art Peterson for the collection of garbage be continued, Motion seconded by Moore and carried, It was moved Blackburn that Ra$ph J. Johnson be reappointed Street Commissioner for the ensuing year at the present salary of $135.00 per month. Motion seconded by Willson and carried. It was moved Prescott that S. J. Roberts be reappointed Utility Man at a salary of $110.00 per month. Motion seconded by Moore and carried. It was moved Prescott tha.t P. Dahigren be reappointed tractor operator at a rate of pay of 55# per hbur. Motion seconded by Willson and carried. It was moved Willson that John Tracy and Louis Stolzman be reappointed Assistand Foremen at a rate of pay of SO$ per hour. Motion seconded by Prescott and carried..
