Call to Order Vice Chair Nemerov called the Work Session to order at 5:30 PM II. Roll Call Members Present: Vice Chair Nemerov, Commissioners, Berube, Hamilton, Strauss, Thorsen, Lee Staff Present: Teague and Hoogenakker Special Guests: Lou Miranda, 44`h & France Small Area Plan Member III. Small Area Plan — 44th & France Avenue. Lou Miranda, Member of the 44th & France Avenue Small Area Plan. Mr. Miranda delivered a power point presentation on the accomplishments of the 44th & France Small Area Plan Working Group to include a presentation on the Revised Draft Plan February 2018. The Draft includes the following: • Executive Summary • Introduction I. Purpose 2. How the Small Area Plan will be Used 3. Study Area 4. Community Engagement and Planning Process 5. Major Planning Issues; and Guiding Principles Miranda noted that the Community Engagement Process included eight Community Meetings gathering input from the public. Outreach also included posting materials related to the Small Area Plan on the City Website; Nextdoor, Facebook and Twitter. The City did an official press realease to media outlets, a flyer was developed to hand out to businesses and residences in the 44th and France project area and door-to-door flyering and promotional posters at businesses in the project area were posted. • Chapter 2. Community Context and Demographic Characteristics. • Chapter 3. Land Use and Urban Design Framework • Chapter 4. Heritage Preservation • Chapter 5. Economic Vitality • Chapter 6. Parks, Open Spaces, Natural Resources • Chapter 7. Transportation • Chapter 8. Community Facilities • Implementation Miranda further noted that the draft plan is also comprised of tables, figures and photos. There was a discussion on height and density in the 44th and France Neighborhood Node It was acknowledged that there were compromises on building height with the general agreement that building height would be permitted up to four stories on France Avenue and two stories along Sunnyside Road. There was further acknowledgement that in all instances on building height zoning code requirements would need to be met. Chair Olsen thanked Mr. Miranda for this presentation. Work Session adjourned at 6:55 p.m.
