HomeMy WebLinkAbout19400108_ADJOURNED> 3 HEtlfnutes of the adjourned portion of. the January 8, 1940, nesting of'the Council of the Village .L of Edina, he1d.in Grange Hall on January 15, 1940, at 8.00 OTCIOCk P& The meeting tm8 called to order by the President, the roll called and all members of the Council were present, The Presicent reported on the matter of establishltng a riding academy by Paul Vind and advised the proposition was considered a business enterprice nhick under the Zoning ordinance mould not be permitted in a residential neighborhood, would report The matter of rounding out the shore line of Lot 3, Block.3, Sunny Slope Addition, regerred to the Prssident and Chairman of the Raod &c Bridge Committee, was- reported on by the President viho stated he had investigated the matter and that as the request seemed reasonable, he could see no objection to itk - being granted. Application 'EFinrieapolis Gas Light Company for permission to 1a;y 352 feet of 6n gas mail in and along East Sunnyslope Road, vas on motion Noore, be granted, eeconded by Irgens and carried, D . in more detail later. Nr Todd, representing local. #363 of County and City employes union appeared before the Council on behalf of Louis Stolzman, T7ho has been laid off for tmo r10ajR~ without pay on account of bing argumentative with omer members of the Village road creme After discussion, it r~a6 moved by Eoore , that the matter be left with the Road & Bridge Committee, seconded by Irgens and carried . It was moved Irgens, that the pay of the Recorder for the year 1940, be set at $90.00 per month, seconded by Fillson and carried. . The President would report on pay of Treasurer at a later meeting. Xt ms moved by Irgens, that all inaurance policiee be refemed- to the Village Attorney for Scammendation of acceptance as It was moved by Irgens, that the 'Bmount of Village Treasurer's 7'p4W4 bond be set at $7,500.00, with premium to be paid from General Funds of the Village, seconded by Tillson, and carried. ~11 as safe keeping, seconded by TTillson and carried. It was moved by watt, that the pay of Village Health Officer be set at 630.00 per month for the ensuing yeaq aeconded by Irgens and carried. After discussion of dutioe and responsibilities of the Village Attorney, it nas moved by Edoore that the pay of the Village Attorney be set at $75.00 per month for the ensuing year fo cover all ordinary and routine matters, with sp&.cI~bl Court cages to be paid for in addition and as determined, secohded by Irgens and carried, Nessrs Bell and Dornblaser, appeared before the Council to re- quest snow removal of their private drivemcyrs and were advised the Council did not have the right to spend tax moneys on private property. Chairman Willson stated he hoped to be able to recormend 8ome private party rho would do the work for them and anyothers interested rihich was satisfactory. I - Discussion vas had on the subject of garbage collection for ,%he ensuing year whereupon Trustee Irgens moved that Arthur Petersen be awarded the contract for picking up and disposing of garbage for the year 1940 on basis of total cost to the Village of $4,000.00 for the year including all costs, payable 243 sernLmonth3y, on the same. general terms and conditions as heretofore prevailill-g with a reasonable number of new coll- ections to be added during 1948, that Mr Petersen would engage such additional help as may be necessary to perform the service, furnish his om truck and defray all ezpenses. of operation thereof including all Social Security and unem- ployment taxes compensation publlwliability , property damage and insurance against any other liability that might arise, seconded by Willson and carried. Village Attorney Holten, reported to the Council on the pendi- ing suit brought against the VSllage by the Country Club Dist- rict Service Company and set for trial on January 24, 1940, and that the attorney for Oecar Gaardea and the plaintiff company has proposed that the Village might want to settle the suit out of Court, but when pressed by attorney for the Vi1l;age for a written proposal, they had Done to present. Discussion was had on the question of pqy for engineering experts the Village might require wherein members of the Council agreed that the consulting engineers to be retained and whether 1 or more would be necesswy, should be left to deciefon. of attorneys for the Villa@. Discussion was had on the appointment of Street Commissioner for the ensuing year wherein Chairman Villson of the Road k Bridge Committee mooed that Ralph Johnson be employed as Street Commissioner on a month to month basis .with salary not to exceed $175.00 per month, seconded by Irgens and carried, No further business to cme before the meeting, motion to adjourn carried .at 11.45 PN..
