HomeMy WebLinkAbout19410224_REGULAR115 Minutes of the regular meeting of the Council of the Vialage of Edina, held in Grange Hall on Bebruary 24, 1941, at 8:OO o'clock E. The meeting was called to order by the President, the roll called and all. members of the Council were present. Xinutes of the regular meeting of the Council held on January 27, 1941, were read. On motion Irgens, they be appoved as read, seconded by Willson and carried. The Village pay roll upon being duly examined and found correct, was on motion Billson, it be duly allowed and ordered paid, seconded by Irgens and carried. It was moved by Irgens that bilhs of Emma Tedman for gas furnished Road 8cRridge during December, in net amount $44.17, bill of City of Minneapolis for police car radio repair service for periad January 30th to November 18, 1940, in amountb8.98, fee of Alex Creighton for January pay Building Inspector for $118.65 being one-half of building permit fees collected, be paid, seconded by Villaon and carried. It was moved by Irgens, that Bills and accounts of Sewer District No. 5, as represented by Recorder's warrant number 68 be paid, seconded by Willson and carried. It was moved by Vyatt, that biPla.and accounts of Joint Sewer District No. 1, as represented by Recorder *s warrants numbered 367 to 369, both inclusive, be paid, seconded by Irgens and caryied. D. F. McGuire and others presented petCtion for rezoning of Lots 29, 30, 31, & 32 in Block 3, Grand View Heights, to Camunity Store District, whereupon Moore moved the petStion be received and due posted notice of hearing be given, to be held at the time af regular Council meeting on Narch 10, 1941, seconded by Irgens and carried. Nfessrs. Smith and Clark of Abbott Place, appeared before the Council to request that assessments duly Levied on property they nom own for costs of Joint Sewer District No. 1, be taken off. After discussion the proposition was referred to Village Attorney. Hessrs. Prouse and Huebscher, appeared before the Council con- cerning water main construction in the South Harriet Park area, South of West 54th Street. It being agreeable that petition mould he presented in the near future. It was moved by Willson, that hearing on petition to rezone lots 22 and 23, Auditor% Subdivision NO. 172 to Community Store District, be referred to time of U3rch loth, 1941, meeting of the Council, seconded by Irgens and carried. - The matter of the Village providing fire department services or" its own, was diseussed. Recorder was requested to write the Honorable Council of the Village of St. Louis Park for 60 day extension of present arrangement, to take up with the General , 4 Inspection Bureau the proposition of extablishing a part time & ' 1 volunteer fire department and the lowering of fire insurance rates in class-10 rate area, to class 9. B. M. Parks resubmitted the Hansen & Parks proposed plot of Golf Terrace Heights, which after study and discussion and report by Council Committee was considered in order. Trustee Villson €hereupon moved the plot be accepted and President and Recorder authorized to sign and seal for and on behalf of the Village Council, seconded by Irgens and carried. I After discussion of the proposition it mas moved by Noore, that Independent School District No. 17, be charged $45.00 per month for storage of three school buses in Village Tool House and Garage, without heat and on a month to month basis to begin as of Xarch 1, 1941, motion seeonded by Irgens and carried. Chairman Villson of the Road and Bridge committee, reported an progress of nem Tool House and Garage and that it was approx- imately 90 per cent completed. Letter from E. K. Perry, requesting that sireet light be installed near 4800 Sunnyslope Road, read and referred to Lighting Committee. Treasurer presented original completed receipt covering pledge by Nidland Hational Bank eC Tnust Company of Einneapolis, to the Village of Edina of $15,000.00 Home Owners Loan Corporation l$k Bonds due 1947, which was examined and placed in Village vault. Village Attorney Hcdlten, presented contract mith J. A. Danens & Son for rent of Gas Shovel, basis .t$10,000.00 to 320,000.00 liability and $1,000.00 property damage, mhich was agreeable to the Council. I Chairman Villson, reported on bids received for gas heating Tool House and Garage. After discussion it was moved by Vlillson that the bid of Bryant Gas Heating Co., be accepted @ 8853.00 per bid, knd checks of Standard Heating and Plehal Company Be returned, seconded by Eoore and cacried. Recorder Eoore offered the following resolution and moved its ad opt ion : VHEREAS, the Village Council of the Village of Edina, on the 10th day of Xovember 1928, adopted a resolution granting to the Einneapolis Street Railmay Company a permit to install street railway tracks in and along Prance Avenue South, within the corporate limits of the Village of Edina, pursuant to the provisions of Chapter 278, Laws of Einnesota 1921; and I;;TREREAS, the said Street Railway Company has failed and neglected to execute and file nith the Clerk of said Village a written , declaration of its desire that such permit or grant become an indeterminate permit and consent that the terms of said law apply and govern the ownership, control, management, maintenance and operation of such street railway property vithin the ViZlage of Edina, nom, therefore, BE IT RESOLVED that the resolution hereinbefore referred to be, and the same hereby is, recinded, repealed and set aside, and the rights and privileges therein granted are withdrawn, cancelled and set at naught. The, motion to adopt was seconded by Trustee Irgens and the vote was upon the question of the adoption of the resolution, wherein there mere five ayes and no nays, and so the resolution mas adopted. No further business to come before the Council, the President declared the meeting recessed at 11:45 P. E. subject to the call of the President.
