Approval Of Meeting Agenda Motion was made by Kelly and seconded by Moore to approve the meeting agenda. All voted aye. The Motion carried. IV. Approval Of Meeting Minutes Motion was made by Moore and seconded by Nymo to approve the minutes from the October 10th, 2017 Heritage Preservation Commission meeting. All voted aye. The motion carried. V. Community Comment: None VI. Reports/Recommendations A. Comprehensive Plan Staff Liason Bodeker explained the Chapter Assessment Tool. She inserted the 2017 Comp Plan Goals & Policies that the HPC previously worked on. The Heritage Preservation Commission approved the document be passed on to the Planning Commission and the Comprehensive Plan Consultants. B. Grandview Green Lid Development Heritage Preservation Consultant Vogel discussed the Grandview Green Lid development and the potential impact on heritage landmarks (Cahill School and Minnehaha Grange Hall). The Commission agreed they would like to stay ahead of the project and hope to look further into the properties by Springtime. C. Preservation Resources: Minnehaha Creek Watershed Heritage Preservation Consultant Vogel discussed preservation resources in the Minnehaha Creek Watershed and expressed that the Commission should reach out to the Watershed District. Draft Minutes Approved Minutes❑ Approved Date: D. Archaeological Modeling Heritage Preservation Consultant Vogel informed the Commission that pre-application for grants will be opening up soon.Vogel expressed to the HPC that there may be an opportunity to apply for a grant for archeological modeling. The Commission was interested in Vogel applying for this grant. VII. INTRODUCTION: ATTACHMENTS: 4518 DrexelAve.-Staff Report,Narrative,Site Photos 4518 Drexel Ave.-Proposed Plans STAFF REPORT �'i` r+ J.-4( o _ )te, a (f)o NNH Date: February 13, 2018 To: Heritage Preservation Commission From: Emily Bodeker, AICP,Assistant City Planner Subject: Certificate of Appropriateness: 4518 Drexel Avenue—New Detached Garage Information / Background: The subject property, 4518 Drexel Avenue, is located on the west side of the 4500 block of Drexel Avenue. The proposed Certificate of Appropriateness request includes a new detached garage, a rear yard two story addition, and a home remodel. The home, built in 1924, is a Spanish Colonial Revival (Mediterranean) style. The existing stucco on the exterior of the home will be replaced with "real stucco," an acrylic material, and will have a less textured finish. The applicant will also be replacing 2 side yard doors with windows. Primary Issues: The existing garage will be torn down and replaced with the proposed detached garage. The rear yard addition will not be visible from the public street and therefore is not required to be reviewed with the Certificate of Appropriateness. The existing stucco on the house will be removed and replaced with "real stucco," an acrylic material, and will have a less textured finish. The applicant is also proposing to replace two existing side doors with windows. City of Edina 4801 W.50th St. • Edina,MN 55424 STAFF REPORT Page 2 Preservation Consultant Robert Vogel's Comments: The existing garage is not historically significant. Based on the plans presented, the proposed new garage meets the design guidelines in the district plan of treatment and should enhance the overall historic character of the property. Mr. Vogel added that the City does not require COAs for exterior remodeling unless the project involves substantial demolition or alteration of a property's distinguishing architectural characteristics. Based on the plans presented, the proposed exterior remodeling appears to maintain the historic character of the house with minimal changes; no historically important architectural character defining features will be removed and all of the essential elements of the facade will be retained. The proposed two-story addition is placed on a secondary elevation and appears to be architecturally compatible with the design, size, scale, proportions and materials of the 1924 house. Staff Recommendation & Findings: Staff concurs with Consultant Vogel's evaluation of the proposed plans for the new detached garage, also recommending approval of the Certificate of Appropriateness request. Findings supporting the recommendation include: • The plans provided with subject request clearly illustrate the scale and scope of the proposed projects. • The proposed detached garage is consistent in size, scale, massing, and material with other new detached garages approved through the COA process in the District. • The proposed garage would not detract with the historic character of the house. • The information provided supporting the subject Certificate of Appropriateness meets the requirements of the Zoning Ordinance and the Country Club District Plan of Treatment. Conditions for approval: • The plans presented • Placement of a year built plaque on the exterior of the new detached garage. Deadline for City Action: March 13, 2018 4518 Drexel -The Mediterranean (Spanish Colonial Revival) w.b. builders is proposing a whole house remodel to include the following: While preserving the integrity and curb appeal of this entire home, we are proposing the following maintenance type updates to its classic historic architecture. NEW GARAGE: To build a new detached garage that will similarly match the style and feel of the existing garage. This completely new detached garage will be finished with "real stucco" an acrylic less textured look and feel that provides the same historic presence. Barrel roof tile accents to compliment the shallow pitched roof. The new garage will be accompanied with a new concrete driveway installed to the front yard sidewalk. HOME REMODEL: To remove and replace the exterior stucco with "real stucco," an acrylic, less textured look and feel that provides the same historic presence. Installation of all new windows & doors to match existing grid and style throughout the house. A rear yard, 2 story, addition for the new Family Room, Kitchen, and Mud Room will share similar Mediterranean style architecture. The 2nd floor Master Suite will feature the same low pitched barrel roof tile and flat balconets to compliment its true period style. We are replacing 2 side yard doors with windows: 1) the 2nd floor (SE corner) bedroom side door with a window and 2) the main floor(North side) driveway side entry and stoop with a window. ACTION REQUESTED: INTRODUCTION: ATTACHMENTS: Call for Session Proposals PRESERVE MINNESOTA Annual Conference Call for Session Proposals Proposals Due: April 6, 2018 Location: Winona Meeting Dates: September 12-14, 2018 The Minnesota State Historic Preservation Office (SHPO) is currently accepting proposals for speaker sessions for Preserve Minnesota, the 2018 Annual Statewide Historic Preservation Conference.The conference will take place in Winona, Minnesota from Wednesday, September 12 to Friday, September 14, 2018. Sessions should highlight topics related to Minnesota preservation, archaeology, history, architectural history, preservation planning, heritage tourism, sustainability, advocacy, incentives for preservation, and other related topics. The conference planning committee is interested in sessions that are relevant to the broader issues facing the preservation community, will stimulate and engage the audience, present new and fresh approaches, and can be applied to a range of attendees from across Minnesota. Proposals must include the following six parts. Please prepare and submit them via email as a Word document. 1. Title: Provide a title that will capture the audience's attention. 2. Summary: In 250 words or less, describe what the session will be about.This statement will allow the planning committee to understand what is to be achieved and why it is important. 3. Learning Objectives: Specify three learning objectives that will be fulfilled for those who attend your session. Having these will further allow the planning committee to understand your proposal, and will assist in having the session considered for continuing education credits from the American Institute of Architects, and/or the American Planning Association/American Institute of Certified Planners. 4. Topic Statement:The Topic Statement of 50 words or less becomes the description in the conference program; it succinctly states what is being presented. 5. Speaker Contact Information: For each speaker, provide: • Name as it would appear in the conference program • Title • Affiliation • Mailing Address • Phone • Email • For a panel, note who is the best to contact with questions 6.
