Call To Order Chair Birdman called the meeting to order at 7:05 p.m. II. Roll Call Answering roll call was Chair Birdman and members Aderhold, Schilling, Davis, Kelly, Nymo, Mondry, Blake, Loving and student member Sipes. Staff Liaison, Emily Bodeker, and Preservation Consultant Robert Vogel were also in attendance. III. Approval Of Meeting Agenda Chair Birdman informed the Commission that there were two additions to the agenda at the request of staff. The additions were A Southdale Area District Plan update and questions on the Comprehensive Plan from the Human Rights & Relations Commission. Motion was made by Kelly and seconded by Blake to approve the meeting agenda with the proposed changes.All voted aye. The Motion carried. IV. Approval Of Meeting Minutes Motion was made by Nymo and seconded by Blake to approve the minutes from the February 13, 2018 Heritage Preservation Commission meeting. All voted aye. The motion carried. V. Community Comment: None VI. Reports/Recommendations A. Certificate of Appropriateness: 4603 Moorland Avenue Staff Liaison Bodeker explained that the Certificate of Appropriateness request for the Tudor Revival style home built in 1929 entailed changes to the front entry and an addition on the rear yard. She provided details on the proposal and added that the proposed front entry project would not change the size of the existing front entry. Ms. Bodeker concluded that she agreed with Consultant Vogel's positive evaluation of the request and recommended approval of the Certificate of Appropriateness conditioned on the plans presented. The motion carried. B. Southdale Area District Plan Update Southdale Area District Plan co-chair, Colleen Wolfe, updated the Heritage Preservation Commission on the process and progress of the Southdale Area District Plan. C. Comprehensive Plan-Human Rights & Relations Commission Ellen Kennedy, member of the Human Rights & Relations Commission, asked questions of the HPC on their Comprehensive Plan process and what their goals are with retaining the heritage of all groups of people in Edina. D. New Commissioner Introductions The Heritage Preservation Commission went around the room and introduced themselves for the new Commissioners. They also included why they were interested in being involved with the City and with the Heritage Preservation Commission. E. 44th & France Small Area Plan Staff informed the Commission that the 44th & France Small Area Plan was included in their meeting packet and that the Public Hearing for the Plan was to be heard by the Planning Commission on March 14th. The Heritage Preservation Commission agreed to review the proposed plan and was informed by Consultant Vogel that he saw nothing that concerned him in the plan. F. Review of the 2018 HPC Work Plan The Heritage Preservation Commission reviewed the 2018 Work Plan and had a short discussion on the newer items that were added for the newly appointed Commissioners. G. Election of Officers Motion was made by Kelly to nominate Member Birdman for Chair.All voted aye. Motion was made by member Kelly to nominate Member Loving for Vice Chair. All voted aye. VII. Correspondence And Petitions: None VIII.Chair And Member Comments: Chair Birdman welcomed the new Commissioners to the Heritage Preservation Commission. IX. Staff Comments: A. ATTACHMENTS: Staff Report Applicant Submittal STAFF REPORT 4,9iArt ar(ta •,iVCORPOW'51''• 1808 Date: April 10, 2018 To: Heritage Preservation Commission From: Emily Bodeker, AICP,Assistant City Planner Subject: Certificate of Appropriateness: 4610 Drexel Avenue Information / Background: The subject property, 4610 Drexel Avenue, is located on the west side of Drexel Avenue, north of Country Club Road and south of Bridge Street.The proposed Certificate of Appropriateness request includes demolishing the existing attached garage and replacing it, extending an additional 6 feet to the west. The project also includes an addition to the rear of the home that will not be visible from the front facade. The home, built in 1936, is a two-story Tudor Revival style. The proposed project includes removing and replacing an attached garage expanding it six feet to the west. Primary Issues: The Plan of Treatment for the Country Club District the demolition definition includes "A front porch, side porch, vestibule, dormer, chimney, attached garage, or porte-cochere is removed or destroyed. This definition does not include removal of existing siding, roofing, trim, fascia, soffit, eave, moldings, windows, and doors". Based on the definition, and the plan of treatment requiring Certificates of Appropriateness for demolitions, this project requires a Certificate of Appropriateness. The applicant has salvaged bricks from the existing garage and plans to use those to mix in with matching brick to maintain the current aesthetic of the home. City of Edina • 4801 W.50th St. • Edina,MN 55424 STAFF REPORT Page 2 Preservation Consultant Robert Vogel's Comments: The house does not qualify for individual designation as an Edina Heritage Landmark, however it contributes to the historical significance of the district and is therefore considered a heritage preservation resource. The district plan of treatment requires a COA for demolition of any attached garage. Approximately one-third of the homes built in the Country Club District between 1924-1944 had attached garages, which is why these structures are treated as historically important architectural features. Based on the plans presented, the proposed new garage will not compromise the architectural integrity of the historic house. The replacement garage is compatible with the historic character of the property and will not significantly alter its distinguishing historical qualities. Staff Recommendation & Findings: Staff concurs with Consultant Vogel's evaluation of the proposed plans for the proposed newly constructed attached garage, also recommending approval of the Certificate of Appropriateness request. Findings supporting the recommendation include: • The proposed work is compatible with the historic character of the house and will require minimal alteration of the existing structure. • The proposed changes will not result in the loss of any significant architectural character defining features. • The proposed work will be compatible with the size scale, proportions and materials of the existing house. • The proposed work will not have an adverse effect on the surrounding homes or the neighborhood has a whole. Conditions for approval: • The plans presented Deadline for City Action: May 19, 2018 4610 Drexel Avenue We have been contemplating a remodel project for the past 6 years. We purchased the home in March 2011. We wanted to be very thoughtful of any changes we made to the home as it was all original 1936 construction when we purchased the home. We have a great appreciation for the rich history of not only the home but the entire neighborhood. We had plans drawn up in early 2012 to remodel. The plans didn't feel quite right for our growing family, so we put the plans on hold until our children were a little big bigger,and our needs/wants for a home with growing kids could be assessed. In Spring of 2017,we engaged an architect to draw up plans yet again. Our top two priorities in pursuing a renovation are 1)To keep the original character of the home throughout, including reclaiming the original brick to use as the exterior material for the garage, and 2.)minimize the size of the home's footprint as much as possible,so the home feels natural and maintains as much greenery and outdoor space as possible. The scope of the project includes moving the attached garage in the backyard farther west(back) by six feet. The garage will again be attached in the back of the home. Many of the original bricks have been salvaged,and arty additional bricks we require will be mixed in with the old to maintain the c;irre.nt aesthetic. This additional six feet of space allows for an expanded kitchen and makes space to add a mudroom on the first floor. In the basement portion below the kitchen,a bedroom and bath will be added. The southwest facing side of the home will also expand west by six feet and south by three feet. This additional space on the 2"d floor will enlarge the current bedroom,on the first floor will enlarge the current family room,and in the basement will add an office. Additionally,the sewer pipe in our home will be replaced as the current original cast iron pipe is not adequate for water to properly flow out of the home(we are not able to run the kitchen sink and washing machine at the same time without having water coming up from our basement laundry room floor drain). As the historic integrity of they both have always loved 50s and 60s architecture, they the nominated property? knew that was what they wanted when they moved the family back to Minnesota. Having looked at available properties online, they had daily alerts set up to email them when new homes were posted in Edina and a few other cities. Among their email alerts was the property at 6400 Parnell. But, there were no pictures just a date of construction (1964), so they knew there was a chance that it would be a mid-century gem. Tiffany then looked it up on Google Street View and saw the outside of the house with the amazing A frame window that was a staple of that era of architecture. Immediately, they set up a time for their realtor to walk through the home and FaceTime video the property with Nate and Tiffany so they could see the inside. They were blown away by the bones of the house. It was one of the most incredible homes they had ever seen and knew that moment that they wanted it. Upon their offer being accepted, it was Tiffany who made the trip to Minnesota for the closing and final inspection and to physically walk through the house for the first time! The downside of their purchase was that the home had not been cared for; it had rotting siding and soffits, there were drainage issues with rainwater leaking into the basement, the bathrooms hadn't been touched since the home was first built and had mold growing in the walls and even some mold growing in the kitchen cupboards. The landscaping hadn't been touched in years and was overgrown covering much of the front of the house first floor. Recently Nate and Tiffany were told by their neighbor that the owners were selling the house as a tear down. The Mueller's decided that it was going to be their project to restore this home to its original glory while adding their personal stamp on it. They've had all the siding replaced and repainted the house to a period appropriate charcoal color. They updated both upstairs bathrooms to remove the mold while adding period appropriate light fixtures and vanities. They are about to undertake gutting the kitchen and revive it to be an amazing gathering place for family and guests.They also plan to update the entire home piece by piece to continue to revive it back to its original glory. Nate and Tiffany know a lot of care and thought went into building this house and they want to honor that by bringing it back to life and creating a home their family will stay in as their forever home. To document their journey of restoration and updating, Tiffany started an almost monthly blog: "HelloRefuge.com". Here, she writes and documents with photos the transformation of their amazing home.With her great eye for interior design, Tiffany's Instagram photos of the renovation caught the eye of the editor 2 of`Atomic Ranch' magazine, a national publication published quarterly that features stunning mid-century homes from around the United States.
