AMFXDMENT TO TAXICAB ORDINANCE
P-N ORDINANCE AMENDING AN ORDINANCE PROVIDING FOR
THE LICENSING OF TAXICBBS BND REGULATING TEEIR OPERATION IN TRE VILLAGE OF EDINA ADOPTED
, NOVBBBER 20, 1939
The Village Council of the Village of Edina do ordain
as follows:
Section 1. That Section 7 of "An Ordinance Providing for
the Licensing of Taxicabs and Regulating their Operation in the Village of Edinatt duly adopte-d by .the Village Council of the Village of Edina on November 20, 1939, is hereby amended to read as follows:
"7. Taxicabodrevers 0- (a) No person, either the operator or employee of such
operator, shall drive a taxtcab in the Village without first having been licensed as a chauffeur under Section 2712, General. Statutes of
Minnesota 1923; and every driver shall display such chauffeur's license
badge conspicuously ;upon his coat or cap as therein provided.' *
(b) No person, either the operator OP employee of such
operator, shall drive 8 taxicab-in the Village without first having
filed with the Village Clerk his finger prints on white paper, together with his signature,
(c) No person, either the operator or employee of such
operator, shall drive a taxicab in the Village without keeping
conspicuously displayed in the taxicab his facial photograph, together
with a statement of hfs name, address and. number of said chauffeur's
license. If

Ordinance or the Ordinance hereinbefore amended shall be guilty of
a misdemeanor and shall upon conviction thereof be punished by a fine
of not *ore than One Hmdred Dollars (@OO), or by imprisonment for sot more than Ninety (90) days for each offense.

A, F, Hyde, 3709 Portland avenue, Hnneapoliss appeared to discuss the
matter of moving a garage on lots which he owns between FiQry-fourth and
Fuller streets near Drew avenue, the work having been stopped by the
building inspector. building being moved and to the proposed location,
the matter to the council and building inspector for further study wgs
made by Hawthorne, seconded by Npttl and carried.
James A, Brooks, 5528 Brookview avenue; By. D, Herr;Zck, 5537 Brookvhw, and
C. D, Fager, 5516 Brookview, appeared to request approval of a petition
requesting improvement end oiling of Brookview avenue from Fifty-fifth
to Fifty-sixth streets and Fifty-sixth street one-half block east from Brookview, which petition was presented to the counc%l more than a year ago and on which a public hearfng was held. a tabmation of responses to the notice of public hearing,' showing that
a majocbity of affected property owners had supported the petition or had
made no response.
Potion to approve the petition for improvement and oiling of Brookview
avenue and Fifty-sixth street as described above and to designate said
project as No. 1 in the 1944 oiling program was made by Willson,
seconded by Hawthorne and carried,

Mr, Fagex+ requested that the council investigate condition of a hole on
Lot 4, Block 13, South Harriet Park, which he said constituted B nuisance and menace to health and safety,
instructed to make such invediigation.
B. L, Totten, 4229 V. Forty-ninth street, appearea to request permission
%o erect a fence on village property adjacent to the sidwalk on the Wooddale avenue side of his property, explaining that children gobg
to and from school cut across his lawn and that a steep bank makes it impractical to erect a fence inside his property line, Motion to
allow Elr, Totten to erect a fence on village property as described
above, subject to approval of the village engineer and with the
wderstanding such fence must be removed if the council so orders, was made by Hawthorne, seconded by Utley and carried.
John D. Nelson, 5016 Arden avenue, and C, V. Johnson, 5014 Arden,
appeared to present H petitiong, signed by 17 of 22 dfected property
omers, requesthg construction of curb and gutter and oiling of
Arden avenue from Fiftieth to Fifty=firs.t; streets, Motion to accept md approve the petitions and to direct the clerk and engineer to advertise for bids on construction of curb and gutter was made by
Willson, seconded by Wyatt and carried.

Thorpe Bros., appeared to present a petition requesting construction
of curb and gutter on Hilltop lane. Hotion to delay action on the petition until the next council. meeting was made by Wyatt, seconded
by Hawthorne and carried.
Ralph L, Hollingstvorth, representative of Aagard Sign Co, appeared
to inquire whether the council had taken action on the matter of
erecting a service board,
inquire if the new Edina American Legion post desired to sponsor erection of a service board with the understanding the village would participate in cost of constructlon and maintenance.

Physical examinations for village employes covered by workmen's compensation insuranee were discussed by members of the council and
Health Officer Campbell and it was agreed all new employes should
be required to 9ubmi.t x written reports on general physical examinations by physicians and that present employes should be requested to submit to an annual physical checkup. Dr, Campbell agreed to make such
examinations without compensation in add€t&on to Ms salary as health
ufficer.

Dr, Campbell recommended all establishments in the village selling
or serving food to the public should be inspected by state dairy and
food fnspectors,
Eotion to employ Frank Archambo as a police patrolman on a month-to-
month basis at salary of $195 per month effective April 15, 1944,
with a six-month probationary period, vas made by Hmthorne, seconded
by Utley an& carried.
Les Hiller, assistant chief of the volunteer ffre department, appeared
to request that the council consider purchase ofp a communication system
to be installea in homes of members of the fire department,
told to present description of the proposed system vrith estimated cost to the public safety committee.
Dyatt reported Ashley Brooks, operator of Edina Auto Livery, expects
to enter the armed services somet&ne in April and had inquired whether
the council would approve hts using the Thorpe Bros. tract offlce at Fiftfeth street and Wooddale avenue or would permit moving the building
to another location for headquarters of the auto livery, It was th? sense of the council the,livery headquarters should be in the business
district,
