I. Call To Order
Chair Richman called the meeting to order
II. Roll Call
Answering roll call were commissioners Ahler, Johnson, Kane, Ma, McCarthy, Olson, Richman, Ruthruff,
Veluvali, Yeager
Absent: Commissioners Scherer
III. Approval Of Meeting Agenda
Motion was made by commissioner Johnson and seconded by commissioner Ruthruff to
approve the agenda. All voted aye. Motion carried.
IV. Approval Of Meeting Minutes
Motion was made by commissioner Olson and seconded by commissioner McCarthy
approving the March 15, 2018 meeting minutes. All voted aye. Motion carried.
V. Community Comment
None.
VI. Reports/Recommendations
A. Circulator Bus Update
Commissioner Olson presented updates on the circulator bus
• No stops north of Hwy 62
• Kickoff is currently planned for June 15th
Motion was made by commissioner Ruthruff and seconded by commissioner Kane
approving the circulator bus route. All voted aye. Motion carried.
B. Draft Edina Pedestrian Crossing Policy
Heather Kienitz from SEH presented the updated Edina Pedestrian Crossing Policy
• Provide research on a raised crosswalk
• Send out a summary of the presentation
• Add “start here” on the flow chart

Motion was made by commissioner McCarthy and seconded by commissioner Ahler
approving the Draft Edina Pedestrian Crossing Policy but add a note that the flow
chart and table are to be used as a decision guide. All Voted Aye. Motion Carried.
C. U of MN Capstone Report: York Avenue/Parklawn Avenue Intersection
Improvements
Director Millner presented the capstone report about the York Avenue/Parklawn intersection.
D. Bicycle Safety Community Renewal Application Update
Chair Richman provided an update on the status of the application.
• Help from the commission is needed to complete the application sections on Education and
Encouragement by June.
o The Education section will be completed by commissioners Ma and Richman. Ma
will complete the youth education and Richman will complete adult education
o Volunteers are still needed for Encouragement.
E. Traffic Safety Report of May 1, 2018
Motion was made by commissioner Olson and seconded by commissioner Johnson to the
approve May 1st, 2018 Traffic Safety Report. All voted Aye, motion carried.
F. Prepare for June 5 Joint Work Session with City Council
• Commission will focus on the Work Plan, specifically, an update on the circulator bus and
traffic demand management, they would also like to discuss future plans.
VII. Chair And Member Comments
• Commission Ahler said the communication from Lou Miranda was very interesting and would
be interesting for France Ave in the Southdale Area
• Commissioner Olson said the CloverRide logo isn’t necessarily “official”
• Commissioner Ruthruff said the draft crossing policy should be in color
• Commissioner Kane said we need to be proactive in finding solutions for transportation and
not disturbing neighborhoods.
• Commissioner Ma said that MPR had a story about how conditional, autonomous cars can be
very dangerous if control is given back to the human in certain situations because they may
not be paying attention.
• Commissioner Veluvali said traffic is horrible in Edina and we need better access to public
transportation.
• Commissioner Johnson said his colleagues don’t feel Edina is very bicycle friendly and would
like a better presence on the website about bicycle friendly events, maps, etc that are easily
accessible to the public

• Commissioner Richman thanked everyone for coming to the comp plan update and the
Southdale District Working Committee has invited the transportation commission to their
transportation meeting on May 24, 2018 at 6:30PM
VIII. Staff Comments
• Dockless Bike Share (LimeBike) MOU was approved by council and will start in June
• Staff is working on a joint transportation study with the school district and sent out a survey
on May 11 to parents and students. The survey will close June 11. There will be an open
house, Monday, June 25th on the traffic study and feedback is welcome from the
neighborhoods.
• May 24th, there will be two bid openings for Valley View and France sidewalks.
• Nine Mile Creek Regional Trail grand opening is June 3rd at 10am
• France Avenue bridge will be re-decked next year and will be closed for three months
• Sidewalks by the hospital are being revisited to connect 66th Street to the bridge.
• Tracy Avenue bridge is on the state’s capital improvement plan for a rebuild in 2024-2026
but they will mark sidewalks this year with pavement markings.
