PROCLAMATION
HONORING LT.JOHN PAUL SMITH, NSCC
TWIN CITIES SQUADRON SEA CADET
2007-2018
WHEREAS, The United States Naval Sea Cadet Corps, created in 1962, "Leaders with Character" through a
program designed to: develop an interest and ability in seamanship and seagoing skills;, instill virtues of
good citizenship and strong moral principles in each cadet; demonstrate the value of an alcohol-free,
drug-free and gang-free lifestyle; and expose cadets to the prestige of public service and a variety of
career paths through hands-on training with our nation's armed services; and
WHEREAS, Lt.John Paul Smith, who resides at 4801 School Road, Edina, Minnesota, has steadfastly served as an
adult volunteer in the NSCC Twin Cities Squadron Sea Cadet Corps since 2007; and
WHEREAS, Lt.John Paul Smith's commitment to the enrichment and fulfillment of the leadership opportunities to
young men and women in the UNSCC Program is both remarkable and a reflection of his deep sense
of duty to, and for, the United States of America; and
WHEREAS, Lt.John Paul Smith served as Operations Officer, Training Officer, Executive Officer and League Cadet
Division Officer during his time with the NSCC Twin Cities Squadron Sea Cadet Program;
WHEREAS, Lt.John Paul Smith has taught countless young men and women proper military bearing, respect for
the flag of the United States of America and the meaning behind honor, courage and commitment; and
WHEREAS, Lt.John Paul Smith has been an active volunteer with the NSCC Twin Cities Squadron Sea Cadet
Program, including the Squadron's commitment to serving the Toys for Tots Program and other
critical community service initiatives; and
WHEREAS, Lt.John Paul Smith has been recognized for his service as the 2017 NSCC Twin Cities Squadron
Officer of the Year; and
WHEREAS, Lt.John Paul Smith will conclude his service to the NSCC Twin Cities Squadron Sea Cadet Program in
June 2018, having been recognized for his outstanding support for the young men and women who
have learned under his unwavering belief in the mission of the UNSCC Program.
WHEREAS, Because of Lt.John Paul Smith, hundreds of young men and women have been given the opportunity
to learn about the importance of military service, community service and duty to one's self and to
their fellow cadet.
WHEREAS, Lt.John Paul Smith has been an outstanding example of service to one's community and pride in the
potential and accomplishments of young men and women. His service will live on in the successful
lives of the young men and women of the NSCC Twin Cities Squadron Sea Cadet Program.
NOW, THREFORE I,James B. Hovland, Mayor of the City of Edina, recognize the contributions made by Lt.John Paul
Smith to the Edina community and thank him for his dedication t s ruing the community through his
service to the NSCC Twin Cities Squadron Sea Cadet Program.
