Utley, Chairman of Committee on Public Utilities for 1945, reported that funds would be received before the end of January covering the
$21,000.00 sale of bonds for financing the cdnstruction of Lateral
Sewer District No. 12, sale having occurred in December.
Hawthorne, Chairman; of the Committee on Public Safety for 1945, report-
ed that a Eercury motor had recently been installed in the gray police
car.
Tlillson, Chairman of Committee on Public Vorks for 1945, reported that
the Public Yorks crew had cleaned the skating rinks and ssnded streets
several times; deli*!ered tile for the No. 12 sever project when nec-
cessary; worked at cleaning up the creek bed; spent much time on con-
siderable repair work on village trucks; cleared catch basins to keep streets from flooding; plowed snow and cleaned streets for about 10
da s after the Becember 25th snow storm; and that one man helped with vi 1 1age.oTfice work for twelve days.
James Thorpe presented a petition signed by owners of 52 of the 55 lots
to be benefited, requesting construction of Lateral Sewers in Sunny-
slope Section. Er. Thorpe stated that Mr. Jeub, owner of Lot 2,
Block 4, had not signed petition because he believed that assessment
for construction should be bade on a per-lot basis instead of the
usual per-front-foot basis. &Ire Thorpe stated that $he basis of . assessment xas immaterial to Thorpe Bros. Motion vas made by Utley
that petition be referred to Phil, W. Smith for his review and recom-
mendations. Eotion seconded by qillson and carried.
Verlin Balfanz, 5901 Wooddale Avenue South, presented his application
for license to operate four ta-icabs in the Village of Edina, and a
request to rezone as commercial property Lot 7 and the Morth 1/2 of
Lot 8, Block 3, Grand View Heights. Motion made by Hawthorne to
refer applicatibn and recruest to Phil 717. smith for his review and
recommendation was seconded by Utley and carried.
. Peder Nickelsen recuested report on the status of sewer construction
for his property. Smith reported that preliminary plans for the
sewer had been prepared, and that he recommended that the so-called
Sewer District No. 13 be enlarged to include the general are2 between
Xerxes Avenue and Prance Avenue and betFV1een Xinnehaha Creek and Test
58th Street. Smith recommended that construction be began at an
early date because of proposed building to take place in this area in the spring. Smith gold the council that estimated cost of const-

Utley moved that Smith's recommendations on so-called Sanitary Sewer
District No.'13 be accepted, and that the Village attorney and engineer
be instructed to draft an ord'inance creating this Sanitary Sewer

Park Board, appeared before the council, stating that for the year 1946 .
Xr. Clark would act as President of the Board, Xr. Leary as Secretary;
and Xr. Steinke as the Board's representative on the Planning Commission. Xr. Steinke requested information on the State Tax Delinquent property
acquired by the village for park purposes. He asked tkre council if ..
there shouldn't be a committee of some kind to see if some of the newly
acquired land could be improved sufficiently to be used as playgrounds
and baseball fields. It mas the suggestion of the council that the
Park Board mork nith Er. Smith on thhs project, and bring their recom-
mendations to the council. Xr. Smith gas instructed to prepare a
map showing all property now owned by the Village for park- purposes.
Xr. Clark asked mhether the Park Board was to hzve supervision of flovpr
planting on the islands this year. It was the recomaendation of Er.
Villson that the Park Board be given supervision of island floser
planting for 1946, and the recommendation mas approved by the council,
President Christopher recommended the following Committees for the year
