Pursuant to Notice of Hearing published in Hennepin county Review on June 27 and July 4, 1946, Hearing was held on lq. 50th Street Improvements and street lighting system on Edina side of France Avenue between 49th and 5lst Streets. appeared in opposition. No one Village Engineer &th presented plans, specifications and estimate of cost cover- ing W. 50th Street Improvements, estimate of cost being $14,729.20, $3,000 of which is for Street Light Installation, and the estimated cost of France Avenue Street Lights $1,750.00. Willson offered the following Resolution and moved its adoption: Rl3SOI;UTION APPROVING PL-4NS AND SPEXIFICATIONS AND ORDERING ADVERTISENENT FQn BIDS ' IJHEmAS, pursuant to a resolution passed by the village council on {une 24, 1946, the Edina 'illage Engineer has prepared plans and specifications for the improvement of Vi. 50th Street between France Avenue and Halifax Avenue by the f oll01ving: 1 .. llidening of W. 50th Szreet Paving four feet (&I) on the North side from France Avenue to Halifax Avenue, and four feet (4') on the South side from a point 160 feet blest of the West line of France Avenue to Halifax Avenue . ConstrucLion of new standard curb where necessary on W. 50th Sheet, between France Avenue and Halifax Avenue. 2. 3. Construction of new sidewalk where necessary on ud. 50th S$reet, between France Avenue and Halifax Avenue. 4. Removal of a11 overhead exposed public utility lines, and installation of underground lines and ornamental lighting system on North and South sides of W. 50th Streets, from France Avenue to Halifax Avenue and for the improvement of France Avenue, between IT. 49th and 11. 5lst Streets by the following: 1. Removal of all overhead exposed public utility lines, and instalhtion of underground lines and ornamental lighting sysLem therein. and has presented such plans and specifications to the council for approval, entitled 'IPlans and Specifications for the Improvement of France Avenue and West 50th Street" and dated July 15, 1946, now therefore. . BE IT RESOLVED by the Tillage comcil of the YLlhge of Edina, that such plans and specifications be and the same are hereby approved; and B3 IT FURTHER RESOLVED that the tillage Clerk be and is hereby directed to prepare and cause- to be hserted in The Hennepin county Review, Hopkins, PEnn. and in the Improvement Bulletin, Ninneapolis, IV!innesota advertisements for bids upon the making of such improvements in accordance with such approved plans and specifications; and said advertisements shall be published for two weeks, shall specify the work to be done, shall call for bids upon the basis of cash payment for such work, shall state that bids will be opened and considered by the council at 8:OO 01 clock P.M. on August U, 1946, at the Village Hall, 4801 IT. 50th Street, and that no bids 1.~511 be considered unless sealed and filed uith $he Glerk and Rccompanited by a cash deposit or certified check payable to the Village Treasurer for ten per cent of the amount of such bid, all as required by Chxpter 382, Laws of 1925 as amended. Hembers of the Council r.ri?o acted as the Board of Review were ?lillsn, Utley, &r.Schorne and Christopher, with zonne absent Village Assessor Uex Creighton presented his Register of Valuations, reporting that in accordance with request by the State Board of Taxation the total valreifiic@ of the Village has been raised ten precent, five percentheing actual increase on properties, andthe other five percent being effected in those properties on which there are now improvements and wh'ch were formerly farms and have now been basis of computation for present valuations. , matter of information, 1-k. E-WmS OF TH% RXGWiR EOINA VILLAGE COUNCIL, HAIL JULY 22, 1946, at Nembers present were klillson, %ley, Hawthorne, and Christopher. Village Health O€ficer Dr. Lowell 31. Campbell reported that he and a member of the State Board of Health, &. Rogers, had investigated the drainage condition on Brooksi.de and Rutledge Avenues, and that procedues to be followed by Council would be recommended by them af-ter a meeting with Village Hanager Smith to be held Vednesday, July 31. Dr. Campbell stated that he had investigated the Garrison hp at 70th and Cahill and found it to be in good condition. Dr, Campbell recommended spraying the dump Tdth D.D.T. for extermination of flies, but stated that in his opinion the dump had nothing to do with the one case or" Polio reported in Edina, companies.
