Engineer Smith presented assessment roll for cost of improving France Avenue
Between 49th Street and 51st Street bj installing curb and gutters and paving
therein, and of kJ, 50th Street from France Avenue to Halifsx Avenue, by the
widening of the roadway, removal of old curbs and gutters, construction of new
curbs and gutters, removal of old sidewalks and construction of new sidewalks,
stating that total cost of these improvements muld be $18,174.95,

WHEREAS, the clerk has notified the Village Council that proposed assessment
has been completed and filed in his office for public inspection for the
cost of improvement of France Avenue between 49th Street and 5lst Street by
installing curb and gutters and paving thereon, and of 50th Street from
France Avenue to Halifax Avenue by the widening of the roadway, renoval
of old curbs and gutters, construction of new curbs and gutters, removal
of old sidewalks and construction of new sidewalks, now therefore
BE IT RESOLVED by the Village Council of the Village of Mina that said
assessment be hereby approved as a pro=osed assessment and that the Clerk
be and hereby is directed to cause a notice to be published once in the
officZa3. paper, giving one week's notice that the Council trill meet at
8:OO o*clock P.E., on Hay 26, 1947, at the Village Hall, 4801 W.5Oth
Street, to pass upon said proposed assessment.

Council to the effect that inspection had been made of the cesspools reported
by Nr. Petrie of 4500 Brookside Avenue; that these cesspools constituted no
health mance,

condition on the premises of Edina Auto Livery at 62nd and Wooddale.

Person, as requested by Hayor Christopher, but that he wuld do so during the en-
suing week. &. Russell Lund, owner of property on I?. 50th Street, appearedto request that
the proposed assessment for 50th Street Widening be amended to include Lots 4.4
and 47, in accordance tiith the verbal agreement of Nessrs. Friehn and Campbell

of certain proped,ies along this street, signed by owners of 26 parcels of
property along Golf Terrace, as well as Dr. Paul Larson and E. G, Ege, on Lake-
view Drive, was read. This petition called for the following:

as read, he wished to make known to the Council that he does not favor the
vacation of Cherry Lane; that, in his opinion the rerouting of Golf Terrace
southward would create a hazard because of the steep grade of this southerly
street at its entrance to Normandale Road,hich would make stopping difficult
at this approach to an arterial highway.

attention to two precedents edablished with regard to the vacation of

BE IT RESOLVED by the Village Council of the Village of Edina, that
notice is hereby giventh5t a petition yas been presented to this
Council, Village of Edina, Hennepin County, EZinnesota, petitioning
for the vacation of Dearborn Street between I-hloney and Waterman
Avenues, as platted, Willard! s Subdfvision of Block 17, Mendelssohn
Addition, according to the plat thereof on file and of record in the
Office ofthe Register of Deeds in and for said Hennepin County; and .

will be had upon said petition at the Edina Village Hall, 4501 W,
50th Street, on the 23rd day of June, 1947, at 8:OO P.M., at Wch

Opinion of Attorney Windhorst, dated May 20, 1947, with reference to
proposed Outdoor Advertising Sign Ordinance, stafing in part, "1 am
inclined to believe that if the council adopts" an appropriate and com-
orehensive ordinance dealing With outdoor advertising signs, such an
ordinance would 6e sustained by the courts," was read. Motion by Haw-
thorne that the Village Attorney and Ordinances and Legislation Com-
mittee be authorized and directed to draft ordinance prkiibiting all
outdoor advertising signs except small "For Sale" signs, was seconded
by Willson and carried. Mr. Windhorst suggested that the general policy
be outlined by this governing body before reference to him for the actual
drafting of the Ordinance. Mr. Hawthorne's motion carried.

denied substantially all of Village motion for amended findings of
fact; and that cost of appeal would be a minirmUn of $400.00, was read
and filed.

motion Willson, seconded by Child, and carried,
Attorneywindhorst presented draft of proposed Food Drdinance, with the
suggestion that draft be memeographed and sent to the food establish-
ments for a public hearing later, Motion by Willson that proposed
Drdinance be referred toQrdbmce and Legilsation Committee for their
recommendations was seconded by Hawthorne and carried.
Village Attorney's suggestion that the Village Health Ordinance should
be amended was referred to Ordinances and Legislation Committee for
their recommendations.
Plumbing Inspector Woehler recommended that a "Drain Layer' s1l license be
required, With the Village requiring drain laye2s to post bond to ab-
solve Village from liability in case of accident in pub1ic"street.
Motion by Utleythat Woehler outline for the Village Council his recom-
mendations as to what licenses and bonds should be required, with re-
lationto the Building Trade, was seconded by Hawthorne and carried.
Letter of May 21, from'the Hennepin County Auditor, listing Lots 9 and
10, Block 3j and Lot 14, Block 4, Cleveland's Subdivision of Ewna Abbott
Park, and Lots 10 through 24, Block 2, Seeley?~ First Addition to Haw-
thorne Park as tax forfeited lands. Hawthorne moved that County Auditor's
list be referred to the Planning Commission and Park Board for their
recommendation as to acquisition by the Village for park purposes. Motion
seconded by Willson and'carried.

Attorney Windhorst stated that he had talked with Mr. Vennum attom-ey
for the School Board, with regard to a special election concerning the
dedication of school property neighboringthe Village Hall, to the
Village, and that Mr. Vennumthought the expense of such special election
would not be justified.

with Mhrkapolis for the paving of France Avenue as far south as 45th
Street. Manager Smith was directed to contact Norningside, Elinneepolis,
and the Streetcar Company, with regard to Morningside!s paving to their
South Village limits, and the a& of Minneapolis and the Streetcar
Company in paving their portions of France from the Village's north
Village liaits to W. 49th Street.
