Pursuant to due written cdl by the President, dated January 2, 1943 and served
on the Clerk January 3, 194.8, a Special Meeting of the Council was convened at
the Village Hall on Monday, January 5, for the purpose of considering the financial
condition of the Village; available means of debt retirement; feasibility of
establishing a municipal liquor store; and any other business ancillary or
necessary to facilitate speedr consideration of any and/or all of the foregoing,
Members answering rollcall were Child, Willson, Palen, Hawthorne and Cooper,
Call to Meeting was publicly read by Clerk at request of President,

President Cooper reviewed his campaign platform, stating that it is his desire
to establish a Municipal Liquor Store, effect reduction in taxes, and obtain the
best possible service for Edina residents at the lowest possible cost; and extended
an inrltation to thy Council t!, gooperate with him.
President Cooper recommended the appoiLtment ‘of Nr. A. M. Joyce as Village Attorney
for the year 1948. Mr. Palen moved, acceptirg Mr. Joyce as Villqge ilttorney, in
accordance with Mk. cooper!^ recommendation, Mr. Hawthorne suggested that it was
out of order for the Council to consider matte7s *of xorganization at this time,
Mr. Joyce, acting a; Mr. Cooper’s personal attorney, gave his opinion that there
would be no legal objection to &ch an appointment at this meet6g. I*. Palen’s
motion was lost for want of a second. Matt7r of appointment of Village Attorney
was laid aver &til the first regular meeting,
President Cooper recommended the appointment of Officer Clarence A. Knutson as
Police Chief for the Village of Edina for the year 1948. Mr. Palen moved,
accepting Ifr”, Cooper’s recommendation for the appointment of Officer Knutson as
Police Chief. Motion lost for want of a second,

Minutes of Ieeting of Deceniber 31, 1947, recording the acceptance by the Council
of the Recommendations of the Fact-Finding Committee appointed December g, 1947,
were’ read by the Deputy Clerk at the request of the President,
I&. Cooper stated that the election as set up in the Recommendations is ’illegal,
~ and that ths Council was acting on inadequate legal advice in setting up such an
election. He then asked for a motion to rescind .the December 31, 1947 action of
the Council, I4r. Palen!s notion Pescindilng the December 31, 194.7 action df the
Council was lost for want of a second. *
Ilr. Cooper stated thak, sirce the action of the Council is illegal, he t&ll take
the necessary legal’steps to stop the proposed liquor election.
Upon Nr. Cooper’s call for motion to adjourn, Hawthorne made such motion. Motion
seconded by Chi16 and unanimously carried.
