Call To Order Vice chair Beringer called the meeting to order at 7:05 p.m. II. Roll Call Answering Roll Call: Commissioners Beringer, Kennedy, Stringer Moore, Meek, Epstein, and Edwards. Absent: Commissioners Nelson, Edelson, Mangalick and Sinha. Staff Present: MJ Lamon and Sharon Allison. III. Approval of Meeting Agenda Motion by Commissioner Arseneault, seconded by Commissioner Kennedy approving the meeting agenda for June 26, 2018. Motion carried. IV. Approval of Meeting Minutes Motion by Commissioner Arseneault, seconded by Commissioner Kennedy approving the May 22, 2018, minutes. Motion carried. V. Special Recognition and Presentation A. Introduction: Sharon Allison Executive assistant, Sharon Allison, was introduced to the commissioners. Ms. Allison replaced city management fellow Mitchell. VI. Community Comment – None. VII. Reports and Recommendations A. 2018 Work Plan Updates Tom Oye: No update. Sharing Values, Sharing Communities: Commissioner Meek to lead committee and plan a meeting. Bias Offense Plan: Commissioner Kennedy reported a meeting was planned for July. Comprehensive Plan Check In: Draft Minutes☒ Approved Minutes☐ Approved Date: Staff liaison Lamon stated the recommendations were turned in the Planning Commission and the next step will be a check-in in July to review the draft Plan. Ms. Lamon recommended the HRRC form a committee to review the Comp Plan through a race and equity lens since the Race & Equity Task Force did not get the opportunity to do so. Motion by Commissioner Arseneault, seconded by Commissioner Edwards to form a committee made up of the HRRC Race & Equity members (Arseneault/Edelson/Meek) to review the Comprehensive Plan. B. Council and HRRC Joint Work Session Chair Nelson provided an update in a memo. C. Race and Equity Report Update Commissioners Arseneault and Meek said they attended the Race & Equity Task Force’s final meeting June 18 with council and staff. They said an advancement team was created to work on the recommendations and report back to council in September. They updated the HRRC on a complaint that was received about an incident reported in the report. VIII. Chair and Member Comments None. IX. Staff Comments None. X. Adjournment Motion by Commissioner Kennedy to adjourn the meeting. Seconded by Commissioner Arseneault. Motion carried. Progress Report: Typically this is done over the summer months, and a committee has been formed. We have had only one communication meeting with the Edina police department over a potential bias offense this year, so no substantive experience to justify major changes in the plan. Progress Report: We submitted comments on all of the sections of the comp plan and also suggested a separate section dealing specifically with human rights. We await further review of draft plan when it is prepared. Parking Lot: (These items have been considered by the BC, but not proposed as part of this year’s work plan. Thank you so much. I hope you and your family are having a wonderful summer. Dear Human Rights and Relations Committee~ Thank you for all of the work you are doing for the residents of Edina. Also, thank you for taking the time to read about and consider my idea. Before reading any further please pause to turn your brain into a mode ofHow can I make this happen instead of a place of doubt. I have been running on the new 9 Mile Creek Trail regularly and really enjoy the entire trail. While running today I noticed that the tunnel under 70th street it is already getting tagged (graffitied) and I thought we could turn this “art space” into something powerful! Something that celebrates kindness, diversity, love and the residents of our community. I would like to propose a project where community members could submit graffiti ideas (a committee like yours could check for appropriateness) for the tunnel that revolve around the themes of kindness, love and/or diversity. This tunnel could become a powerful place to display some positive graffiti art, empower many different voices/art forms, and make people happy. I have many ideas about how this could work but wanted to keep my initial email as short and to the point as possible. This group seems to me to be a wonderful group of people to get an initiative like this going with your mission and connection to the city. With that being said, I am more than happy to help in any way you see fit. I hope to hear from you soon about the potential for this and logical next steps.
