Approval Of Meeting Agenda Motion was made by commissioner Olson and seconded by commissioner Ruthruff to approve the agenda. All voted aye. Motion carried. IV. Approval Of Meeting Minutes Motion was made by commissioner Ahler and seconded by commissioner Olson approving the June 21, 2018 meeting minutes. All voted aye. Motion carried. V. Community Comment None. VI. Reports/Recommendations A. Edina High School Neighborhood Parking Study Planner Nolan provided an update to the commission on the Edina High School Parking Study conducted by SRF. • Members discussed the study and the following comments were noted: o New parking restrictions seem too extreme and they should only restrict parking to one side instead of both sides. o Have parking permits been considered? o Remove section 2.d. that would remove pedestrian access between Creek Valley Road and the school. Commissioner Scherer arrived at 6:28pm. o New parking restrictions are not going to be effective and may lead to additional problems. Net loss in parking spaces may affect those that need them, but may also encourage students to bus, bike or walk to school. o The school should implement a new hierarchy for students to receive parking passes based on needs like before and after school activities, work, PSEO, etc. o These streets are public and restrictions should not be onerous. Draft Minutes☒ Approved Minutes☐ Approved Date: Motion was made by commissioner Olson and seconded by commissioner McCarthy to approve draft strategies with an amendment to change school-hour parking restrictions to one side (including those that have current 2-sided school hour restrictions – Strategy 1) and remove Strategy 2.d. 2 voted Aye, 5 voted Nay. Motion defeated. Motion was made by commissioner McCarthy and seconded by commissioner Ahler to improve draft strategies with an amendment to change school hour restrictions on both sides to one side (for areas currently not restricted – Strategy 1) and remove Strategy 2.d. All voted aye. Motion carried. Commissioners also discussed that the high school should better manage current parking at the high school and should create a better partnership with the City to achieve this. B. Traffic Safety Report of July 10, 2018 • B1: 30 mph is too fast for residential streets. Motion was made by commissioner Ahler and seconded by commissioner Kane to approve the July 10, 2018 Traffic Safety Report. All voted Aye, motion carried. C. 2019 ETC Work Plan Commissioners discussed ideas for the 2019 ETC Work Plan • Current parking lot item on 2018 Work Plan should be added to 2019 Work Plan • Traffic Demand Management • Interaction with other boards and commissions o Develop a process/system to interact with other boards and commissions • Meetings with adjacent cities to be continued once a year o Include Hennepin County • Gain a better understanding on the Traffic Study Process, specifically related to new developments and educate the residents. o Simplify complexity by providing an online training • Revise and expand CloverRide • Provide bike and car education to residents • Learn about drones and how other cities deal with them • Develop policies regarding electric vehicle charging stations around the City. D. Open Streets on 50th: ETC Participation Commissioners discussed needs for upcoming Open Streets event. • Still need to pick booth location o Close to EEC • Staff will provide a tent to use • See if Lime can provide bikes to demonstrate • Find items for giveaways Draft Minutes☒ Approved Minutes☐ Approved Date: • Provide map of current ped/bike plan • Find location close to power for interactive tools • Biking Quiz • CloverRide map and items o Vouchers may be available VII. Chair And Member Comments • Commissioner Yeager asked when her last meeting will be and it is in August. • Commissioner Kane said the merge lane on Hwy 100 south by Vernon is very dangerous and was wondering if the City had any control over that but it is controlled by MnDOT. He suggested increasing safety by restriping and making the merge lane longer. • Commissioner Ahler thanked commissioner Yeager for allowing them to ask questions about high school parking. The France Ave sidewalk looks very nice so far. 50th bushes and branches by City Hall block the view of pedestrian signs. There is a Frisbee festival at Weber Park on Sunday, July 22. • Commissioner McCarthy stated the ramp from France Ave to eastbound 62 is very short. • Commissioner Ruthruff can provide table and chairs for Open Streets. • Commissioner Scherer asked if Hwy 62 is being resurfaced. Planner Nolan said it was. • Commissioner Richman said that all streets running east to west in her neighborhood (Chowen Park) have very fast traffic but there are no bike lanes or sidewalks for people to use. VIII. Staff Comments • 2018 Construction projects are going well. W 62nd street paving will be happening this week or early next week depending on weather. • Valley View Road sidewalk removals have begun and retaining walls are being constructed. The sidewalk will be constructed in 3 phases over the next 3 years. • CloverRide seems to be off to a good start. A couple of things to note are Brookdale has no riders and people are walking from Point of France to Aurora. • Lime lost their original warehouse but have a new written agreement and bikes have shipped. It will be launching Saturday or Monday. Golden Valley launches tomorrow and St Paul is negotiating with Lime. 50-100 bikes will be with the initial launch and they will phase in e- bikes and maybe scooters. Education will be provided by Lime to residents. • Joint meeting with Richfield Commission can happen in the next couple of months and they can come to one of our meetings but would be interested in some topics. Commissioners suggested: TDM, Nine Mile Creek Trail, Southdale Redevelopment and ask them what they think of Edina developing. • The Race and Equity recommendations for PACS fund usage had their first meeting. INTRODUCTION: One of the Small Area Plans being prepared as part of Edina's 2018 Comprehensive Plan Update is at 50th & France. As you are aware, traffic in this area has long been an issue for motorists, nearby residents and others. These issues have been raised during this Small Area P lanning process by both the 50th & France Work Group as well as the community. T he Working Group is asking the ETC to weigh in on these multimodal transportation issues. Members of the 50th & France Work Group and the consulting team will be present to solicit input and feedback from the ETC about traffic at 50th & France. INTRODUCTION: Staff has taken the ETC's recommended goals and policies, and has been working with consultants to draft an update to the Transportation Chapter of the Comprehensive Plan Update. The goal is to have the draft Chapter made available to the ETC within a week. The ETC will be asked to review the chapter over the coming weeks (see below, taken from the Commission Comprehensive Plan Tool Kit). Objective 5: Comprehensive Plan Draft Chapter Review Commissions should review the chapters they were assigned on the responsibility chart. These should go to commissions in August and they have through September to submit review comments. Review comments can be sent to Kris Aaker. Recommendation: Ask the commission to make a sub-committee to do the final review and bring it back for whole commission review at the September meeting. Review Instructions: Commissions should answer the following questions. Is the document missing any content that was presented to the Comp P lan Task Force? If so, what content, (perhaps they could highlight the missing material that was originally presented and seems to be missing)? Does the content accurately reflect the intent? This item is a continuation of the September 20 work plan discussion. Below are preliminary items that were discussed at that meeting. ATTACHMENTS: Description Traffic Safety Report of August 7, 2018                 August 16, 2018 Edina Transportation Commission Nick Bauler, Traffic Safety Coordinator Traffic Safety Report of August 7, 2018 Information / Background: The Traffic Safety Committee (TSC) review of traffic safety matters occurred on August 7. The Traffic Safety Coordinator, Police Lieutenant, Public Works Director, Assistant City Planner, City Engineer and Transportation Planner were in attendance for this meeting. The Traffic Safety Specialist was not able to attend and was informed of the decisions and did not object to the recommendations. For these reviews, the recommendations below are provided. On each of the items, persons involved have been contacted and the staff recommendation has been discussed with them. They were informed that if they disagree with the recommendation or have additional facts to present, these comments can be included on the August 16 Edina Transportation Commission and the September 20 City Council meeting agendas. Section A: Items on which the Traffic Safety Committee recommends action A1. Request to add parking restriction signs along Indianola Ave  A resident is concerned with the large distance between no parking signs on the west side of Indianola and is requesting more signs to be placed  Resident states drivers park on the west side of Indianola where parking is restricted because they are unable to see the parking restriction signs  Two signs are spaced roughly 380’ apart After review, staff recommends installing another no parking sign. Adding a parking restriction sign will allow restriction to be more evident. Staff will use discretion in regards to the exact location the sign will be installed. Request for a crosswalk over Grimes Ave at W 45th St  A resident contacted traffic safety questioning why a pedestrian ramp did not have a crosswalk following a 2016 street reconstruction project  A bump-out is present on the west side of Grimes  Crossing distance between two pedestrian ramps is 21’  ADT on Grimes is 976  85% speed is 26.7 MPH  Total of 47 pedestrian crosses took place with a peak hour of 8 crosses After review, staff recommends no crosswalk to be installed. Staff cites the short crossing distance with current bump-outs and the number of crosses at this location does not meet current crosswalk warrants. B2. Request for a speed limit sign for southbound traffic on Warren Ave near Normandale Park  Resident is concerned with vehicle speeds traveling down a hill located on Warren  ADT on Warren is 430  Southbound and northbound 85% speeds are 32.4 MPH and 32.6 MPH respectively  Temporary speed trailer has been utilized for southbound traffic  Playground signs are present on Warren After review, staff recommends not installing a speed limit sign along Warren Ave. All neighboring streets (which are also not signed) also have the state statutory speed limit of 30 mph. B3. Request for all-way stop controls at W 53rd St and Oaklawn Ave  Resident is concerned with pedestrian safety at this intersection as it is all-way uncontrolled  No pedestrian facilities are present at this intersection  ADT on W 53rd St and Oaklawn is 315 and 160, respectively  Sight lines are adequate, with no history of crashes in the last five years After review, staff recommends no signage/control changes to be made at this intersection. Staff cites no warrants are met and adding unnecessary stop controls can decrease the level of safety in the intersection. Request for all-way stop control at Wooddale Ave and W 56th St  A resident was concerned with driver and pedestrian safety at W 56th St and is requesting all-way stop controls  Traffic on W 56th is controlled with stop signs while Wooddale is uncontrolled  ADT on W 56th and Wooddale is 800 and 6170 respectively  85% Speed on W 56th and Wooddale is 27.6 and 34.8 MPH respectively  A crosswalk was installed across Wooddale at W 56th in 2017  Sight lines are adequate  Two crashes have been reported in the last five years- both failed to yield to right-of-way (both young/inexperienced drivers)  Wooddale exceeds 300 vehicles/hour 10 times in a day, W 56th exceeds 200 vehicles/hour 0 times per day After review, staff recommends no signage/control changes to be made at this intersection. Staff cites no warrants are met and adding unnecessary stop controls can decrease the level of safety in the intersection. B5. Request for all-way stop at W 66th St and Hillside Ln  Resident is concerned with pedestrian safety as this intersection is adjacent to Heights Park  Traffic on W 66th St is stop controlled  Traffic on Hillside is not controlled  ADT on W 66th and Hillside is 560 and 250 respectively  Sight lines are adequate  One collision took place at this intersection in the last five years- one driver failed to stop at traffic device After review, staff recommends no signage/control changes to be made at this intersection. Staff cites no warrants are met and adding unnecessary stop controls can decrease the level of safety in the intersection. Map: Location of Wooddale Ave and W 56th St Map: Location of W 66th St and Hillside Ln Note- Intersection is adjacent to Heights Park STAFF REPORT Page 4 B6. Request for all-way stop at the intersection of Brook Dr and Hillside Ln  Resident is concerned with sight lines and believes installing all-way stop controls will help with the intersection’s overall safety  Hillside traffic is stop-controlled  Brook Dr traffic is uncontrolled  ADT on Hillside and Brook is 250 and 85, respectively  Sight line concerns are present at the south- west corner of the intersection  Eastbound approach on Brook Dr has a 9% down-slope After review, staff recommends keeping current intersection controls. Staff will review and have foliage trimmed along the south-west corner of the intersection to improve overall sight distance. Section D: Other traffic safety items handled D1. A resident contacted traffic safety to request an increase of sharrows to raise awareness for bicyclists thru Edina. The resident was informed of Edina’s comprehensive bicycle facility plans which include bike lanes and shared path uses and sharrows are not planned to be utilized (except in limited locations). D2. Residents have contacted traffic safety with a concern of stacking vehicles blocking the intersection of W 70th St and Rabun Dr. This issue has been addressed previously by the Traffic Safety Committee which included adding “Do Not Block Intersection” signs, while adding placards above and below the signs to increase the visibility of the signs. This concern was forwarded to the EPD as enforcing of the signage will improve the concern. D3. A resident contacted traffic safety with concerns of vehicles speeding thru their neighborhood. After communicating with the resident, they requested the temporary speed trailer to be placed on Jeff Pl. The trailer will be placed so westbound vehicles can be impacted as it was noticed by the resident this direction of vehicles tend to travel faster. D4. A resident at Browndale Ave contacted traffic safety with concerns of neighborhood contractors parking too close to their driveway. The resident was informed vehicles are required to park more than five feet from driveways, and was referred to the EPD for enforcement purposes. D5. A resident contacted traffic safety with sight line concerns and issues with vehicles failing to stop at the intersection of W 69th St and Xerxes Ave. Sight line concerns were reviewed and came from vehicles parking within 30 feet of the intersection. These concerns were forwarded to the EPD for increased enforcement at this intersection. D6. A couple concerns were raised regarding pedestrian safety near the roundabout on W 70th St north of Target. Heightened pedestrian safety initiatives in this area include a crosswalk with a protected median. After speaking with the concerned residents, increased police enforcement was requested. The EPD was informed of this concern. D7. A resident was requesting a No-U-Turn sign for southbound traffic on France Ave at Gallagher Dr. The resident was concerned of vehicles making a U-turns when westward facing vehicles on Gallagher are Map: Location of Brook Dr and Hillside Ln STAFF REPORT Page 5 turning right to travel north onto France. Hennepin County’s Safety & Operations Committee reviewed this request and cited many reasons to recommend no change. Appendix A: All-Way Stop Warrants Multi-way stop control can be useful as a safety measure at intersections if certain traffic conditions exist. Safety concerns associated with multi-way stops include pedestrians, bicyclists, and all road users expecting other road users to stop. Multi-way stop control is used where the volume of traffic on the intersecting roads is approximately equal. The restrictions on the use of STOP signs described in Section 2B.4 also apply to multi-way stop applications. The decision to install multi-way stop control should be based on an engineering study. The following criteria should be considered in the engineering study for a multi-way STOP sign installation: A. Where traffic control signals are justified, the multiway stop is an interim measure that can be installed quickly to control traffic while arrangements are being made for the installation of the traffic control signal. B. Five or more reported crashes in a 12-month period that are susceptible to correction by a multi-way stop installation. Such crashes include right-turn and left turn collisions as well as right-angle collisions. C. Minimum volumes: 1. The vehicular volume entering the intersection from the major street approaches (total of both approaches) averages at least 300 vehicles per hour for any 8 hours of an average day; and 2. The combined vehicular, pedestrian, and bicycle volume entering the intersection from the minor street approaches (total of both approaches) averages at least 200 units per hour for the same 8 hours, with an average delay to minor-street vehicular traffic of at least 30 seconds per vehicle during the highest hour; but 3. If the 85th-percentile approach speed of the major street traffic exceeds 40 mph, the minimum vehicular volume warrants are 70 percent of the values provided in Items 1 and 2. D. Where no single criterion is satisfied, but where Criteria B, C.1, and C.2 are all satisfied to 80 percent of the minimum values. Criterion C.3 is excluded from this condition. Other criteria that may be considered in an engineering study include: A. The need to control left-turn conflicts; B. The need to control vehicle/pedestrian conflicts near locations that generate high pedestrian volumes; C. Locations where a road user, after stopping, cannot see conflicting traffic and is not able to negotiate the intersection unless conflicting cross traffic is also required to stop; and D. An intersection of two residential neighborhood collector (through) streets of similar design and operating characteristics where multi-way stop control would improve traffic operational characteristics of the intersection.
