Owners in the ’ area between 58th and 61st Streets inquired concerning their status, inasmuch as they have already had Curb and Gutter installed. were informed that they will be given- credit for 1/2 the cost of their curb and gutter. They asked for VtopI’ Signs, IlSlor~~~ Signs, or anything to.make motorLsts slow up, Police Chief Bennett, a resident on Wooddale Avenue, stated that special consideration has not been given to this area and he is not prepared to advise the Council at this time concerning necessity for regulation, but that he will be glad to survey the matter if so directed. Mr. Bredesen advised the audience that traffic control experts feel that motorists pay little attention to ‘Ispeed limit11 and I1slowl’ signs in an area where they’are closely posted. at W,5€kh StB, and Council informally directed an investigation for the purpose of ascertaining the desirability of traffic control measures on Wooddale Avenue . ODNTRI1CT WITH NORTHERN STATES POWER COMPANY, FOR PUMPING, was presented by a representative of the Company, who explained that the only change in the contract is the addition of a clause which gives both Company and Village option to cancel on 30-day notice; that new contract is necessary because of the addition of several new Village pumps; that rates are same as those of previous contract Manager Hyde recommended that Council approve, and- Fronk RESOLVED That County , Mimes ot a, offered the f ollokng Resolution and moved its adoption: RESOLUTIOXT APPROVING CONTRACT WITH NORTHEEN STATES POWER COWANY FOR PUMPING the Village Council of the Village of Edina, Hemepin hereby accepts the offer of the Northern-States Power Comp<ny, a Minnesota corporation, to furnish the electric energy necessary: for the opration of municipal water pumping equipment at the Village's pumping stations as now located, and hereby approves all rates, terms, conditions, and specifications contained in the proposed form of Municipal Water Pumping Contract made a part of the offer of said Company, and the proper officers of the Village are hereby authorized and directed to execute the aforesaid Contract far and in the name of the Village, and to affix the corporate seal thereto. VOTING MACHINE FEPORT: County League of Towns and Municipalities May 24, which he and Trustee Fronk attended; and which cu&inated in action by the League to send a questionnaire to its members for their opinion on acquisition of voting machines by the County,. Manager Hyde explained that this Vzllage can use some 30 machines; t&t use of machines would enable us to decrease polling places to three; that, unless machines are purchased, we should redistrict, Some discussion was had as to budget provisions, and Fronk moved that Village continue for this year, without; redistricting, and investigaf,e Vo%ing Hachines for Manager Hyde reported on' a meeting of the Hemepin I f 5/28/56 the budget for 1957. Motion seconded by Tupa and carried. REQUEST FCR INDUSTRIAL ZONING. Meeting held M3y- 16, MessrsI Roy H, Peterson and Robert Hanson mesented Pursuant to a Special Planning Commission preliminary plan for an ltIndust&al Park" in the area between Chill Road - and Normandale Road and between i,i,70th Street and the South Village Limits, comprising some 225 acres. had given its general approval of the plan and had recommended that the Council conduct a Public Hearing on the plan in the very near future. that it trill be necessary to develop a new section of the Zoning Ordinance to provide for an Industrial Area and to restrict the area in a manner suitable to the public interest, detail as to their plans, but could not furnish figures on the sewer and water capacity needed for the area. Suburban- Railroad Company right-of-way, located in Sec.29 and 30, Twp.117, Range 21, was presented, Manager Hyde reported that this pmperty has no access from Edina; that the plan is for There was some question 'about Wpruce Place," with Trustee Tup suggesting that the matter be referred to Hopkins and its affected taxpayers for their action. Also, the matter of assessment for improvements was discussed, with Attorney Windhorst stating Edina residents cannot be assessed by Hopkins. Manager Hyde explained that the Edina Planning Commission has not yet acted on this petition, Manager Hyde directed to take petition before Edina Planning Commission for its recommendation, 1, 2, Request of Thernell Bros. ACQUISITION OF TAX DELINQUENT PROPERTY FOR PARK PURPOSES: Clerk reported receiving notice from the County Land Commissioner's Office of additional state-owned tax delinquent property in Block 14, Cleveland's Subdivision; in which block the Village has already acted to acquire property.
