All Affidavits r.rere approved as to form and ordered placed on file; and, pursuant to said advertisements, action was taken on bids received April 4 and 8, as follow: 1. Xanager Hyde reported receipt of bids from five suppliers; Arthur G. Broback Company being low bidder, vtith 31,260.00. inforned the Council, however, that this bid is for a residential-type arming; and reconmended award of contract to second-low bidder, Orman 0. Dickson's motion, that bid be awarded in accordance with hlanager's recommendation, was seconded by Bank and carried. 3. SAND AID CHIP SPREADER. Xanager, who explained that the equipment bid by Bement-Cahill Equipment Company, the low bidder, is not available for demonstration, and is not known by the local contractors; the same situation applying to the "Grace" equipment being bid by second-low bidder, Road Machinery S, Supplies Co. He recommended award of contract to Public liiorks Equipment Company, for a Good Roads "Handy" spreader at $1,595.00. Llr. Hyde explained that it was first decided to take bids on a one-man tailgate type sander used primarily for snow and ice control; however, the old sander used for seal-coating is about twelve years old, and it is felt that we do need a larger detachable spreader which will stand by itself; that, consequently, bids were taken on the larger type and prices are higher than the budget anticipated. Llr. Hyde explained that the budget provided for two dump trucks at 68,700; one sander at 3400.00 and two snow plows at $1,700, for $10,300; that if we purchase only one dump truck VJ~ can keep within the equipment budget. Mr. Hyde reported that the "Handy" spreader is used by at least two of the local blacktop contractors, who find it very satisfactory; that Street Supt. Jonas prefers the eight-foot, over the nine-foot equipment bid by Borchert-Ingersoll; that we can expect a trade-in allowance of approximately $100 for the old sander. Bank's motion, that contract be awarded to Public Korks Equipment Company, for a "Handy" Spreader at 51,595.00 less trade-in, was seconded by Tupa and carried. 4. DE.;? TRUCK, SIdC!! PLO':! AND I:'ING PLOY,?. Tabulation of Bids was presented, I.:anager Hyde reporting bids by four firms; the bid of International Harvester Company on an International Uodel A182 with Anthony Body and Garnood Hoist with Ctausau Plow being low bid, at $6,575.32, less trade-in on 1344 GX Truck of $275.00 for a net of $6,300.32. He recommended, as a supplement to our heavy graders on snow plow work (for hilly territory) the Liarmon-Herrington bid by ti'oodhead Company, at a net of $8,546.12. Ur. Hyde told the Council this latter truck could replace the sloe-moving graders in many locations where our present trucks are unable to function efficiently because of steep hills, but added that the International Truck will do a satisfactory general job, although it is not heavy enough for a wing plon and there must be some modifications made because the wing plow cannot be used. discussion on the budget, and the relative efficiency of the two pieces of equipment in relation to cost, Tupa moved Mor acceptance of International Harvester's bid, in accordance with Llanager's recommendation. Llotion seconded by Dickson and carried. 5. DIESEL FUEL. Tabulation of Bids showed two bids received, Ford Deep Rock Oil Company being low, with s.1315 per Gallon and a $65.00 per year "loanl' charge for tank, hoses, etc. lkmager Hyde recommended award of contract to low bidder, and Bank so moved. 6. Llanager Hyde recommended award of contract to low bidder, Hedberg & Sons Co. at $1.10 per Ton delivered; S.60 per Ton loaded on Village Trucks at Plant, and s.55 from Stockpile at Plant. The only other bidder, Oscar Roberts Co., had not presented complete bid. It was reported that, while Pit Run Gravel is available at the Hays Farm, this sand cannot be secured there. Tupa's motion, that contract be awarded to low bidder, was seconded by Bank and carried. 7. READY IAIXED BITUivlINOUS MATERIALS. Tabulation of Bids showed three bids, with Blacktop Service Company low bidder on the "16 Gal. Oil per Ton" mix, with $5.20 per Ton for S.C.; $5.40 per Ton for 1J.C. and A.C., loaded in Village Trucks at Plant. AIanager Hyde recommended award of bid to Blacktop Service Company, and Tupa so moved. Motion seconded by Dickson and carried. 8. ROAD OIL AND TAR. Tabulation of bids was presented, showing ' -. bids on the Road Oil and one on the Tar; Richards Oil Company being low on the Oil, and Republic Crcosoting Company the only bidder on the Tar, award of con-tracts to Richards Oil Company and Republic Creosoting Company, respectively, and Dickson so moved. 8. GRASS SEED. Tabulation of Bids showed Northrup-King 6 Co. to be low bidder of the five bids, with $.70# for Kentucky Bluegrass; $.40# for Chewing Fescue and S.10:) for Perennial Rye. Excelsior Farm Store's representative maintained that he is the only bidder who meets specifications. IJanager Hyde explained that, on multiplying all facotrs, Northrup-King is OW (percentage of germination, etc.); and Dickson moved for award of contract to low bidder. Tupa and carried. Engineer Zikan explained that, when the Lift Station improvement was planned and constructed, Valley Viev: Road had not yet been cut through and, to serve Kz. Dahlgren's property by the South route it vrould have been necessary to construct a line across V1.64th Street to the Trunk Sewer, vhich would have meant EO0 Ft. of construction abutting non-assessable property and which would have made the cost prohibitive. construction Valley View Road has been constructed, and a sewer line may now be run from Peacedale Avenue across !'!.64th Street to connect to the sewer in Valley View Road, although this still means laying a main along :;'.Q4th Stre4 for some 380 feet abuttin9 non-assessable property. Kindhorst reported I:that, while there is a provision in the statutes for correction of assessments YJhere an error has been made, he feels that this is not an error; that the only reason LIZ. Dahlgren's property would not use the Lift Station is a development which could not be forseen; that he feels this subsequent development is not a valid reason for cancelling an assessment already levied--r;hich aancellation would mean re-assessing the others in the district, at a total cost which might mean that the improvement v:ould not have been approved in the first place. fk.
