I
Trustee Bank, explaining that because of the delay which any suit would cause, in
delivery of the bonds, the Village has no choice but to reject all bids. He then
moved that all bids be rejected, that Council re-advertise for bids to be taken on Friday, April 12, at 11:OO A.M., including the bids for the Lift Station, which
had previously been scheduled for opening on April 5; that Council meet at 7:30
P.M. on April 12, to consider said bids.
Tupa then moved for adjournment.

suggested t'nat this Hearing, scheduled for this evening, be continued to the
regular meeting of April 22, to give Engineering Department further opportunity
to study, inasmuch as two surveyors have been away from work. It was so moved,
and audience was so informed.

3. SAND AID CHIP SPREADER.
Xanager, who explained that the equipment bid by Bement-Cahill Equipment Company,
the low bidder, is not available for demonstration, and is not known by the
local contractors; the same situation applying to the "Grace" equipment being
bid by second-low bidder, Road Machinery S, Supplies Co. He recommended award
of contract to Public liiorks Equipment Company, for a Good Roads "Handy" spreader
at $1,595.00. Llr. Hyde explained that it was first decided to take bids on a
one-man tailgate type sander used primarily for snow and ice control; however,
the old sander used for seal-coating is about twelve years old, and it is felt
that we do need a larger detachable spreader which will stand by itself; that,
consequently, bids were taken on the larger type and prices are higher than
the budget anticipated.
Llr. Hyde explained that the budget provided for two dump trucks at 68,700; one
sander at 3400.00 and two snow plows at $1,700, for $10,300; that if we purchase
only one dump truck VJ~ can keep within the equipment budget. Mr. Hyde reported
that the "Handy" spreader is used by at least two of the local blacktop
contractors, who find it very satisfactory; that Street Supt. Jonas prefers the
eight-foot, over the nine-foot equipment bid by Borchert-Ingersoll; that we can
expect a trade-in allowance of approximately $100 for the old sander. Bank's
motion, that contract be awarded to Public Korks Equipment Company, for a
"Handy" Spreader at 51,595.00 less trade-in, was seconded by Tupa and carried.

Company on an International Uodel A182 with Anthony Body and Garnood Hoist
with Ctausau Plow being low bid, at $6,575.32, less trade-in on 1344 GX Truck
of $275.00 for a net of $6,300.32. He recommended, as a supplement to our
heavy graders on snow plow work (for hilly territory) the Liarmon-Herrington
bid by ti'oodhead Company, at a net of $8,546.12. Ur. Hyde told the Council
this latter truck could replace the sloe-moving graders in many locations
where our present trucks are unable to function efficiently because of steep
hills, but added that the International Truck will do a satisfactory general
job, although it is not heavy enough for a wing plon and there must be some
modifications made because the wing plow cannot be used.

Hedberg & Sons Co. at $1.10 per Ton delivered; S.60 per Ton loaded on Village
Trucks at Plant, and s.55 from Stockpile at Plant. The only other bidder, Oscar
Roberts Co., had not presented complete bid. It was reported that, while Pit
Run Gravel is available at the Hays Farm, this sand cannot be secured there.

April 3, subject to sevzer and water's being constructed or under way before

Zoning Ordinance). Some discussion was had .on storm drainage problems, and
Tupa moved approval of Preliminary Plat in accordance with Planning Commission's
stipulations, and subject to favorable report by Village Engineer on solution

on the above plat, IJanager Hyde reported that Richfield has largely solved its
drainage difficulties by requiring developers to dedicate "Ponding Areas'' until
such time as storm sewers are installed, and to fence these areas with cyclone
fence. He also reported on a meeting held with developers, municipal officials,
and some finance officials, concerning developers' financing of improvements--
at which meeting it was discovered that developers cannot finance sanitary sewer
and water. Kr. Hyde asked the Council to consider short-term financing of these
improvements (three to five-year assessments), v;hich seened to meet with the
general approval of the developers, in order that the bond structure might be
strengthened.
