reported the petition of Llr. Oscar Haney for permit to face dwelling the long way of

PUBLIC HEARING ON PROMSED "LAKE CORNELIA DRAINAGE DISTRICT" STOW'I SEJER. Affidavit
of Publication of "Notice of Hearing" in Edina-Morningside Courier May 5 and 12, 1958,
was submitted, approved as to form and ordered placed on file. Before an audience of
some 150 to 175 persons, Mayor Bredesen explained the principle of storm sewer benefit
and assessment. He stated that this plan has been made on the principle of ultimate.

of a main necessary only for the Lake Cornelia control would be some $130,000

sufficiently large to provide service for several laterals; that it would be short- .
sighted to construct'.the small main; but that he feels the extra cost for the larger
main should be borne by those who need the laterals.

View Road, and the effect the change in grade has had on his property, which now
has water in it up to three feet deep. He stated he feels that it is the 'lhigh"
properties which cause the trouble for the people on the "low" properties.

notice of hearing; and was informed by Mr. Barr that if the proposed "alternate
route" across private property could be used, the cost in this particular con-
struction would be cheaper.

will also help to regulate level of Lake Cornelia; and he believes that it is
incumbent upon the Council to divide the drainage areas and assess the various
areas for what they actually do need, and to order the part of the project
actually required; that it is not a fair basis to assume that all areas must be
a'ssessed for laterals.
ME. Francis stated he feels that the problem is on the basis of the
assessment, rather than on the actual construction of the improvement.
