In December 2017, a preliminary development agreement with Frauenshuh was executed to consider various development scenarios for the site. Several ideas have been considered over the course of the year. Most recently, the idea was to sell Frauenshuh about half of the site for a private development and to develop the rest of the site with a public facility housing an art and active adult center. The Housing & Redevelopment Authority in late July asked staff to hire an independent third-party real estate appraiser to determine the estimated market value of 1.5 acres of the 3.3-acre site for such a project. The land appraisal suggests the market value of the land is higher than the terms proposed by Frauenshuh. Members of the HRA came out of a Sept. 13 closed session to discuss the possible land sale and voted against moving forward with Frauenshuh. In the coming weeks, the HRA is expected to determine how to move forward with the site, which has been vacant since 2008. The HRA will next meet 7:30 a.m. Thursdays Oct. 11 and 25. For more information or agendas, visit EdinaMN.gov. Meetings are shown live and rebroadcast 3 and 11 a.m. Mondays and Fridays and 7 p.m. Sundays and Thursdays on Comcast Channels 813 and 16. Two City Council Seats Among Races on Nov. 6 Ballot Extended Absentee Voting Hours Available at City Hall Two Edina City Council seats, both U.S. Senate seats in Minnesota, State Representatives, Governor, State Attorney General and Minnesota Supreme Court justices are on the Nov. 6 General Election ballot. Current Council Members Bob Stewart and Kevin Staunton are running for re-election against challengers Ron Anderson, Stan Davis, Janet Kitui and Ray Meifert. Edina City Council members serve four-year terms. City Council candidate filings and statements of economic interest can be found by visiting EdinaMN.gov/vote. The candidates also provided information about themselves and their key issues in the Autumn 2018 issue of About Town magazine. Polls will be open 7 a.m. to 8 p.m. Nov. 6, but there are many ways to vote early. Voters in Minnesota no longer need to provide a reason to vote absentee. People can apply for an absentee ballot online or in person at Edina City Hall, 4801 W. 50th St. In-person absentee voting is available 8 a.m. to 4:30 p.m. weekdays through Nov. 5. Extended voting hours, until 6 p.m., will be Oct. 18 and 25. “We want to make sure people have the opportunity to vote,” said Edina City Clerk Deb Mangen. Direct balloting absentee begins Oct. 30 when voters are issued ballots and feed them directly into the ballot counter at City Hall during extended hours: 8 a.m. to 6 p.m. Oct. 30-Nov. 2, 8 a.m. to 4 p.m. Nov. 3, and 8 a.m. to 5 p.m. Nov. 5. People voting absentee close to Nov. 6 should consider this option because mailed ballots must arrive at election offices by Election Day to count. Submitted Photo Residents Encouraged to Seal Unused Wells City Protects Ground Water by Locating and Closing Wells in Edina In a city as developed as Edina, private wells seem like a thing of the past, but unused wells are still a very big problem throughout the community. “Our data suggests we have over 1,000 unsealed wells in Edina,” said Water Resource Coordinator Jessica Wilson. “Unsealed private wells are one of the highest risk vectors for contamination to our wellhead – the source of our drinking water. Many neighborhoods in Edina were developed before municipal water was available; now, however, the vast majority have access.” Wells are a direct connection to ground water and, in Edina, ground water is also the drinking water source. In order to prevent contamination of the City’s drinking water supply, residents are encouraged to seal any unused wells on their properties. Over the years, residents and the City have made significant progress on sealing wellheads. To date, 1,751 wells have been sealed within Edina. The process to locate and seal wells throughout the city is a multi-department effort, requiring assistance from the Engineering and Public Works departments, as well as the Building Inspections Division. “Engineering helps to manage risk to our ground water supply while Public Works operates that water utility, so the wellhead protection is the responsibility of both departments,” said Wilson. “We found we needed to encourage people to seal private wells, so when someone comes to the Building Division for a demo permit, we ask them to seal their wells at that point.” “It’s important to understand why we’re doing this. The practical reason for the homeowner to do this is to avoid the monetary and liability risk, but also because our water supply is precious and any hole in the earth that has access to the water supply allows contaminants and other things to enter the water supply,” said Graduate Engineer Charles Gerk. “We’re looking out for public safety and well-being and we’re looking out for the homeowners to get them out of a potential liability that could be extremely costly down the road.” Many residents aren’t aware if there is a well on their property and often the City can’t be sure, either. However, it’s critical that the potential of a buried well is ruled out to prevent ground water contamination. “Often, we don’t have the data to help us know for sure if there is a well. In that case, we have to put on our investigator hat and look through the information we have on the area. The hard thing is when we don’t know when the water main was installed or we don’t have records for the property,” said Gerk. “So, then when we demo the house, we look in typical places that we’d find a well, work with contractors who help locate wells and eventually, if we still can’t locate it, ask the Department of Health to help us locate a well using specialized tools.” Residents are encouraged to call Engineering at 952-826-0371 to find out if the City suspects a well may be on their property. Grant money may be available to seal unused wellheads. Lime is similar to other bicycle-sharing programs operating in Minneapolis and St. Paul, but with one major difference – no docking stations. They can be parked anywhere, as long as it’s a legal parking location for a bike. To use the bikes, riders download the Lime app. All bikes and scooters are GPS and 3G-enabled, making it simple for riders to find, unlock and pick up a nearby bike using the iOS or Android smartphone app. When the ride is finished, riders simply follow instructions in the app to end the ride and responsibly park between the pedestrian-designated sidewalk and the street curb or at a bike rack.
