Police Officer Jesse Penman Sworn In
Edina, Minn., Dec. 7, 2017 – Police Officer Jesse Penman was sworn in by Deputy City
Clerk Jane Timm on Wednesday, Dec. 6, joining the ranks of Edina’s finest.
Penman was welcomed by Police Chief Dave Nelson and congratulated by friends and family
during the swearing-in ceremony held in the Council Chambers at City Hall. Penman’s mother,
Susan Holt, pinned on his badge, No. 165.
Penman grew up in Ramsey, Minnesota, and obtained an associate degree from Anoka-Ramsey
Community College, a degree in Law Enforcement from North Hennepin Community College and
completed his skills training at Alexandria Technical & Community College. He is currently in the
final stages of obtaining a bachelor’s degree in Management from St. Cloud University. Penman
began with the City of Edina in 2016 as a Community Service Officer (CSO). Prior to that, he
worked for the City of Brooklyn Park as a Public Utilities Worker.
“During his time as a CSO, he demonstrated his skills to build relationships and I was able to see
within the first few months that Jesse would be a great fit as an officer,” said Police Chief Dave
Nelson. “He always provides a high level of service and represents the City very well. He has a
high level of integrity and a strong work ethic."
