MINUTES of the Meetings of August 24 and 31, 1959, were approved as submitted, by motion Kohler, seconded by Tupa and carried. '. f BUEET FOR YEAR 1959 was presented by Manager Hyde as first order of the business of this meeting and according to State Statute. PUBLIC HEARINGS ON PROPOSED INIPROVEMEFJTS: Clerk presented Affidavits of Publication of Notices of Hearings on the following proposed projects; and, in .accordance with said notices, Public Hearings were conducted, and action was taken as hereinafter recorded : 1. PUBLIC HEARING ON PROPOSED STORM SEWER IN VJe70TH ST. FROM VEST SHORE DRIVE TO NINE-MILE CREEK; RABUN DRIVE FROM W.70TH ST. NORTHERLY TO ABERCROMBIE DRIVE: TH. IN ABERCROMBIE DRIVE TO CHURCH PLACE;- ACROSS PRIVATE PROPERTY, ALONG THE E. LINE OF LOT 7, BOCK 6, WOODHILL, FROM DUNBERRY LANE TO W.70TH ST. A map was shown of the route of the proposed sewer and the district proposed to be assessed therefor; and Estimate of Cost was read at $135,660, for $.0325 per square foot. was then turned over to Ab. Douglas Barr of Adolph Illeyer and Associates, consultng engineering firm, for answers to any questions from the audience. Mr. Reineking, 4725 Dunberry Lane, objected to the sewer's coming through his property. vacant property just down the road, which would serve as well, that he does believe a storm sewer is necessary, and does not object to the improvement. He was informed that before final plans are formalized he will be contacted by the Village for an easement; that it is possible to change the route in case he is unwilling to have this construction on his property. grades he feels the proposed storm sewer cannot take the water from his corner; that the water drains to his corner from four directions and the corner of his lot is flooded. ME. Barr stated that Andover Road is supposed to drain Westerly--that the street is not up to grade at present time; that an attempt will be made to re- grade Andover Road to secure proper drainage; that, should this not be possible, then the storm sewer should be extended to this corner--which would be about $10,000 over the present. estimated cost. differences have been found between accepted street grades and present street grades, where streets have not been blacktopped--that this comes from work done within the plat--the developers and builders either removing dirt from the street or putting dirt into the street from lot excavations. blacktopping contractor had told him one lot was below grade at this corner and he would leave dirt there; that, normally, it is the responsibility of the property owner to build his lot up to street grade--that Wooddale Avenue has been put to grade but Andover, East of Wooddale has not. Mr. Grzesik, 7025 Wooddale, asked if consideration had been given to taking the sewer off the low spot on 111.70th Street into West Shore Drive and then letting it drain by gravity to the pond, given to talcing sewer down Hest Shore Drive into Storm Sewer Main No. l--that this would be more expensive than the plan proposed here--that it would not be possible to stop the drainage- down West Shore Drive short of an outlet to Nine-Mile Creek. residents that he is required to furnish drainage on Church Place from Nine-klile Creel:, asked if residents would be bearing double storm sewer assessment.. Kyde told him that the contractor's statement is not so--that the Village has purchased some pipe for storm sewer and will install by day labor should it be impossible to take bids in time to prevent delay of paving--that there is nothing in contract with regard to drainage,, except adjustment of manholes--which is usual in street improvement contracts. be assessed. He was told that in areas for which storm sewers have just recently been approved the costs range from $.0287 to LO52 per square foot. His land, also, faces 3.70th Street and had been included on the assumption by the engineer that a tier of lots would face the street. AIL-. Clark asked if Brookview Heights could have been served, alone, at a cheaper rate, and vias informed by 1.k. Hyde that such is not the case. TO 1025 FR. N. Manager Ryde told audience that this*is not a petitioned sewer project; that a hearing has been -initiated on the Council's own motion because - 1. The Council wishes to get property owners' opinion on installing the sewer now, rather than waiting. 2. The Council knows that installation, now, although expensive, would be less expensive than it- would be after the constkuktion of the watermain already approved; that actual cost of installation would be higher then, and that property owners can also save duplicate street-repair costs by .construction of sewer at this time. of Cost was read at $14.,664.Q7, for $1,833.01 per assessable lot. pointed out-that the lots on the West side of this block cannot be assessed because they face intersecting streets. There were no objections registered at the Hearing and none had been received prior thereto. However., Mr. Fred Gaufmann, 5305 Mirror Lakes Drive, told Council he feels the legal notice of' hearing was not sufficiently informative to place his neighbors on notice of the high per-lot cost. He asked that the Hearing be continued for two weeks, and that a letter be sent to affected property owners explaining the proposition in full. Manager to give additional notice to affected owners, was seconded by Kohler and carried, A meeting of property owners was also suggested. OF CREST LANE. posed sewer and assessable district; and Estimated Cost was given at $150,600.31, for $1,506.00 per lot. Mr. Gordon Anderson, 6320 Valley View Road, and Mr. Chas. Willour, 6220 Viestridge Blvd., spoke of their urgent need of the sewer. Anderson said it is necessary for his family to move out each time it rains because his cesspool backs up into the basement.. Mr. Walter Peterson, 6300 Hillside Rd., agreed that sewer is needed, but he inquired as to why the cost should be so high. some 38 feet on Valley View Road to conn'ect with the trunk sewer. Trustee Tupa asked if the sewer could be connected at a point east of the presently proposed connection, and Engineer Zikan stated this could be done if the property to the south of Valley View Road were platted, but that it would be necessary at this time to carry the connection through a large stretch of unplatted property, ldr0 Verne Johnson, 6104 Ridgeway Road, asked if the people to the North can be served by this same connection, and was told that this is the only way many of them can be served. He stated he knows some of them are already having cesspool trouble, and suggested that they come into this district to reduce-costs for all concerned. MI. Anderson asked that there be no delay in sewer construction for any reason- He stated that there is what appears to be, and what smells like, sewage in Valley View Heights streets every time it rains. Planning Commission's favorable recommendation of September 9 was reviewed, and Mr. Garrison's plan, for repairs to roof of dwelling, and painting, was discussed. filed with Hr. Hite. Ak. Richard Palen, 4444 Garrison Lane, spoke against the proposal, stating that - 1, the back of the lot is under water: 2. I.??. Dwrey Newcombe, real estate appraiser, has advised him that no more used houses should moved into the neighborhood if the valuations are to remain: 3. Equitable Life Insurance Company has informed him that present character of area must be improved before loans can be issued. Dick Barnes and T.G. Eerg. They asked how the house will sit on the lot, and also asked about the street grade. McCoy was present, and stated he will set the house facing East. was had with all concerned, and delegation left meeting-agreeable to the proposed move. objections had been received by the Clerk prior to the Hearing. that permit be granted was seconded by Tupa and carried. AVE. TO 6201 VIRGINIA AVE. Mr. White's plan for adding double garage, and Planning Commission's September 9th unanimous recommendation for approval of request and for Virginia Ave. facing of dwelling, were discussed. Mr. Hite reported receipt of a large petition favoring the move, and of three letters withdrawing names from petition, Mrs. Ed. J. Carlson, 6200 Virginia Ave., objected that Mr. White had mis- represented, in securing the petition. is not comparable, either in valuation or aesthetically, with the others in the immediate neighborhood. favor reside within 400 feet of the proposed location; that he feels that the home will fit in well with other structures upon addition of garage; that home is only about four years old. Mrs, Malmberg, 6209 Parnell Ave,, Mr. Clyde Parton, 6203 Concord Ave,, and I&. T.K. Yoda, 6216 Concord Ave., all told Council they can see nothing wrong with having this home in their neighborhood and that in all justice a permit should be issued. Pictures were shown to the council of the house proposed to be moved, and surrounding homes, and Dickson moved that Planning Commission's recommendation be accepted and permit issued in accord with that recommendation, was seconded by Beim and carried. AVE. TO 5124 VALLEY VIEW ROAD, Planning Commission's unanimous favorable recommendation of September 9th was reported. Mr. c. W. Glasgow, 6129 Birchcrest Drive, supported petition filed with I&, Hite, in objection to the proposed move. He stated he has talked with several movers, and none can guarantee to move a brick house without serious damage to it, He reported that most of the houses in the immediate neighborhood are valued at about $35,000, Mrs. L.F. Gauthier, 5116 Valley View Road (immediately next to the proposed site) expressed herself as being very much against the move. Wessrs, J.W. Conroy, 6121 Birchcres Dr., Howard Olson, 6137 Birchcrest Drive, and J. R, Howes, 6149 Code Ave., all expressed themselves as being unalterably opposed to the move, on the grounds that this house will not fit into the neighborhood and will devaluate surrounding properties, she she sincerely felt that her home would devalue surrounding properties--that she wishes no trouble with the the-neighbors--but that she feels there would be no devaluation. Mrs. C. L. Enoeyenbos, 5125 Valley View Road, expressed herself as being in favor of the move. for two weeks for a suitable lot for this house; that they are very difficult to find, Some discussion was had by the Council, and Kohler moved to deny request. Jilotion was seconded by Tupa and carried, with Dickson voting No. 50TH STREET LIQUOR STORE--AWARD OF CONTRACT ON REMODELIMG, Manager Hyde presented Tabulation of Bids taken this morning on the Enlarging and Remodeling of the 50th Street Liquor Store in accordance with plans by Jacus and Amble, Cording and Mastney, and including, generally, enlarging of storage space and air conditioning therein, new flooring in store, new toilets, new lighting and a ramp. Hyde told Council that nine good bids had been received, Karl Dedolph being low, at $23,783 for all vier!,;, including air conditioning; Adams Construction Co. second low at $25,072, and Rosengren Const. Co., third low, at $25,715. omission of air conditioning in the storage space would be $1,877.00. advocated installation of air conditioning at this small difference in cost, stating it is needed and he feels this is a very good price, to Karl Dedolph at $23,733.00and Tupa so moved. carried . He brought with him a dilapitated length of soaker hose, which he told the Council was new this summer and had been so Eilled with silt from the village water that it can no longer be used. a jar of black water, vhich Mrs. Hacking stated is all they have in which to brush their teeth and take a bath. that they can neither drink the water nor wash their clothes in it, that it contains a sludge and that it smells, Manager Hyde explained that the only permanent solution to the problem of iron in the water is the construction of iron filtration plants at each well, at a cost of approximately $75,000 per plant; that, aside frcm the cost, room is needed, as well as storm sewer facilities for the plant run-off; that neither the room nor-the storm sewer is available at a majority of the wells. but that this is not economical for a domestic consumption system. the treatment now being tried, in some detail; adding that when the polyphosphating was first initiated the Council had been informed that things would have to get worse before they could get better.
