I I Meeting convened at Edina Village Hall at 4:30 P.M., Monday, January 4, 1960, with all council members' of both communities present, together with Managers, Engineers, and Administrative Assistants. Mr. Allen Locke of Edina acted as Clerk. BOUNDARY LINE ADJUSTMENT DISCUSSED. Considerable discussion was had with regard to adjustment of the North Edina-South Hopkins boundary line, in connection with a possible future road to be built and maintained jointly by the two communities; and it was informally agreed by the two Councils that the border line should be adjusted to the following: 1. FROM THE CENTERLINE OF JEFFERSON AVENUE TO THE CENTERLINE OF MONROE &ENUE-- "A line 30 feet north of and parallel to the north line of Lots 2 and 25. Blocks 5 and 6, West Minneapolis Heights" "the centerline of the proposed Second Street South" or 2. ALONG THE CENTERLINE OF MONROE AVENUE-- "A line from a point 30 Ft. north of the north line of Blocks 4 and 5, West Minneapolis Heights to a point 30 Ft. south of the south line of Blocks 33 and 34, West Minneapolis Center". s. 3. FROM THE CENTERLINE OF MONROE AVENUE TO mE CENTERLINE OF HARRISON AVENUE-- . West Minneapolis Center" "A line 30 Ft. south of and parallel to the south line of Blocks 34, 35 and 36, or "the centerline of the proposed Second Street South". 4. ALONG THE CENTERLINE OF HARRISON AVENUE-- "A line from a point 30 Ft. south of the south line of Blocks 36 and 37, West Minneapolis Center to a point 30 Ft. north of the north line of Lots 2 and 25, Blocks 1 and 2, West Minneapolis Heights. 5; FROM.THE CENTERLINE OF HARRISON AVENUE TO THF: CENTERLINE OF TYLER AVENUE-- "Along a line 30 Ft. north of and parallel to the north lines of Lots 2 and 25, Block 1, Nest Minneapolis Heights". 6. ALONG THE CENTERLINE OF TYLER AVENUE-- "A line from a point 30 Ft. north of the north line of Lot 2, Block 1, West Minneapolis Heights, extended to a point 30 Ft. north of the north line of Lot 1, Block 1, Mendelssohn." 7. FROM THE CENTERLINE OF TYLER AVENUE TO THE CENTERLINE OF INTERLACHEN ROAD-- "Along a line 30 Ft. north of and parallel to the north line of Blocks 1,2,3,4,5, 6 and 7, Mendelssohn." STORM' Sm?ER PROBLEMS. desire to go ahead with it at an early date, was discussed; the size of the sever depending on Edina's desire (or lack thereof) to share in the cost of installation with Hopkins and the County. Edina Engineer Zikan was directed to revise cost figures to include only the "Trunkt1 portion of the storm sewer, and to present same to the Edina Village Council the last meeting in January, in order that Council may call public hearing if they think advisable. The matter of the proposed County Road 418 Storm Sewer, and the County's A lateral to serve the Edina area (Griffit to John, North of Maloney) was discussed, with view of sending drainage into the Hopkins storm sewer a't about Ashley Ave. Hopkins informed Edina that such a plan will depend on passage, this spring, of a Hopkins bond issue for storm sewers; that, should such bond issue be passed, Hopkins will be agreeable to increasing capacity of its proposed storm sewer (in return for payment by Edina of fair share of cost) to take this drainage. Discussion was also had with regard to another lateral--at Harrison and the boundary, to serve the Edina park. It was noted that if the County Road 818 storm sewer is approved by Edina, only a lateral will be necessary; that, if this sewer is not approved, Hopkins' storm sewer capacity is important. Hopkins stated they believed their capacity would be sufficient for this lateral. 1/4/60 2 ( SANITARY SEWER PROBLEMS. Edina's need for a connection to the Hopkins sanitary sewer to serve some four homes near the Interlachen Country Club, the Qilhoit- residence being one, was brought out in discu'ss'ion, it being agreed that Hopkins would charge a normal trunk assessment and monthly service charge, that Edina would cancel its own trunk assessment and macnt'ain lateral to Hopkins border. that even this arrangement would cost property owners approximately $2,000 per lot. It was pointed out Hopkins agreeable to arrangement if lost owners wish it. Hopkins' desire to make a connection to. the Edina trunk sewer and to use part of Edina's capacity in the Richfield-Edina outlet to the Metropolitan Sewage Disposal Plant was talked over at some length. make a study to see if the capacity predicted for Edina will fall below estimates made for the contract with the 'liietropolitan Sewer District and will, therefore, allow for some capacity to Hopkins in the RichfBeld-Edina sewer; that Hopkins will share ir; the cost of said study. The reasons for a possible differential in estimates are - 1. purchase of the large Hays farm for park purposes; and 2. changes in the zoning ordinances. Hopkins stated that it will take as much or as little capacity as can be given, large or small; that if an additional sewer must be laid to meet the Hopkins sewer,financing will be determined at a later date.
